Kashmiri leader Sardar Qayyum passes away
[DAWN] For­mer president and prime minister of Azad Jammu and Kashmire (AJK) Sardar Muhammad Abdul Qayyum Khan passed away on Friday after protracted illness. He was 91.

Given the epithet Mujahid-e-Avval (the first freedom fighter) by his admirers, Sardar Qayyum died in Islamabad, where he had been hospitalised after deterioration of his health.

The AJK government declared three-day mourning over the death of the veteran Kashmiri leader.

He was supreme head of the All Jammu and Kashmire Moslem Conference, the oldest and once the largest political party of the region.

Sardar Qayyum's funeral prayers were offered in Islamabad in the afternoon.

China to provide Afghanistan with security equipment and training
[Khaama (Afghanistan)] China has pledged to increase security cooperation with Afghanistan by providing security equipment, technology and training assistance.

The commitment was made by China's President Xi Jinping during a meeting with his Afghan counterpart President Mohammad Ashraf Ghani

He worked at the World Bank working on international development assistance. Security in Afghanistan was discussed by the leaders of the BRICS emerging nations which include Brazil, Russia, India, China and South Africa.

China has long pledged security cooperation with Afghanistan in a bid to bring peace and stability in Afghanistan amid concerns by Beijing regarding the threats posed by separatist groups in China's far western region of Xinjiang, which borders the Central Asian country.

Kenya to speed up construction of Somalia border walls
The Kenyan government has said it will hasten the construction of a security wall along its porous border with Somalia following the Mandera terror attack that left 14 people dead earlier this week.

Interior Principal Secretary Monica Juma said the government is more determined in securing the border with Somalia and keep off ‘al-Shabaab’ militants from freely crossing into the country.

“The attack in Mandera validates the importance to secure our borders.

“The threat by ‘al-Shabaab’ is upon us and I want to reaffirm our resolve to secure our nation,” Juma said when she led an inter-agency team on a site inspection at border Point One in Mandera.

She said the building of the 700 kilometer wall on the Kenya-Somalia border from Mandera in northeast to Kiunga in the coast will keep out the ‘al-Shabaab’ elements from infiltrating the country.

Mandera town is situated at the Somali border and stretches for about 20 kilometers from Border Point One, making it prone to frequent terrorist attacks.

During the inspection, Juma called on the residents to remain vigilant and report any suspicious characters to the relevant security authorities. She said that the disaster operation center in Nairobi is in contact with the affected families to ensure that all the assistance they require is provided for.

She also added that the eight people seriously injured in the dawn attack who are admitted at Kenyatta national hospital will receive counseling and other recovery programs from the center.

Senior Shaboobs discussing allegiance to ISIL

JILIB, Somalia -- Senior Al Shabaab officials including its Chief Abu Ubaidah have been discussing loyalty to the Islamic State of Iraq and the Levant (ISIL) amid military setbacks on frontlines in central and southern Somalia, sources familiar with the matter told Garowe Online.

Abu Ubaidah is believed to have eased his stance towards ISIL, and told militant ideologues to cut off ties with al-Qaeda and its leader Ayman al-Zawihiri.

The gathering is underway in the town of Jilib , some 97km north of the southern port city of Kismayo. The tight secrecy of the meeting made details more convoluted, with sources telling GO that Mahad Karate, Ubu Ubaidah’s deputy agreed to the allegiance to the Islamic State (IS) which is seeking to extend its influence into East Africa.

“This is not strange, and it seems that Al Shabaab could be following in the footsteps of Boko Haram at the height of dire funds shortage, and blistering loss of grounds against allied forces,” said an analyst who asked not to be named.

Al Shabaab merged with al-Qaeda in 2012. Eversince, militants have been adhering to apostasy principles and the communications style of the network.

In March, ISIL leader reportedly sent invitation to Al Shabaab Chief Abu Ubaidah, encouraging the Somali militant group to wage Jihad on neighboring countries, notably Kenya, Ethiopia and Tanzania.

Boko Haram fighters aligned themselves with ISIL in early March in well produced audio message posted online.

If the discussion succumbs to ISIL loyalty, analysts predict unparalleled shuttle of foreign Jihadists.

Egypt's Al-Azhar condemns same-sex marriage campaign
[Al Ahram] Egypt's highest Islamic institution, Al-Azhar, has slammed what it called "a campaign by international powers and organizations," as well public figures in Egypt, to promote and legalise homosexuality.

In a statement released on Thursday, Al-Azhar rejected same-sex marriage, stating that marriage in Islam is only between a man and woman, and that Islam prohibits all "sinful" extramarital affairs, referring to the recent decision of the US Supreme Court to end the same-sex ban.

The Islamic institution also said it rejected all campaigns to spread or legalise homosexuality and same-sex marriage in the Moslem world. Many Social media users worldwide have declared support for same-sex marriage, launching "Rainbow avatars" and "#Lovewins" online campaigns.

Saudi Manipulating World Media with Petro-Dollars: Report
[ALMANAR.LB] Riyadh has been paying media across the globe as well as setting plans to ban news hounds critical of the government from working in the country in a bid to project a positive image of the kingdom, Reporters Without Borders concluded, citing newly leaked Saudi diplomatic documents.

The so called 'Saudi Cables' were revealed by the whistle-blower website, WikiLeaks, with most of them dating back to between 2010 and 2015.

The non-governmental organization cites numerous examples including Soddy Arabia

"While it is not always clear from the cables what was actually done, they expose the extraordinary initiatives that were at least considered by the Saudi government in an attempt to improve its image abroad," Reporters Without Borders (RSF) wrote on their website.

The report highlighted methods used by Riyadh to promote its own interests, among them channeling funds to media organizations all over the world, as was the case in 2011 with the Wesal Farsi TV (now called Tawhid), a London-based Persian-language television station with anti-Iran agendas.

"In 2011, for example, the Saudi embassy in London suggested funding Wesal Farsi TV (now called Tawhid), a London-based, Persian-language TV station owned by a Sunni Iranian citizen opposed to his country's government. In return for monthly funding and allowing Saudi Arabia to appoint a representative to its board of governors, the TV station would respond to Iranian media criticism of Saudi Arabia," the report said.

The cables also highlight how some media organizations would actually approach the Saudi's themselves for funding. Reporters Without Borders cites the example of the Afghan media center Spogmai. Its head requested funding in 2009 for the creation of a news website, a daily newspaper, a magazine and a TV station that would act as counterweights to Afghan media outlets, which were funded by rivals Iran.

Not all media outlets are willing to be bought, but the Saudi government seems to have a solution for those not interested in petrol dollars, RSF said.

It also went on to say that another practice applied by Riyadh was to ban news hounds critical of the government from working in the country.

The report cited what happened recently to the London-based Financial Times newspaper, which had to withdraw its correspondent and close its Riyadh bureau for publishing what the Saudi government called "lies" about the kingdom.

Touching on the role of Saudi missions in Riyadh's dictated media coverage, the report concluded, "The embassies play a dynamic role in organizing and maintaining active pro-Saudi propaganda abroad. As they are familiar with the local media, they are best placed to monitor what the media are saying and to make suggestions to the Saudi government."

FM Comments on Defection of N.Korean Officials
North Korean leader Kim Jong-un's reign of terror is having a considerable impact on North Korean officials stationed overseas, several of whom have defected to South Korea, Foreign Minister Yun Byung-se said Thursday. Yun was speaking to a forum hosted by the Kwanhun Club, a fraternity of veteran journalists, in Seoul.

"Over the three-and-a-half years since Kim took power, about 70 officials have been executed," Yun said. "That’s a sevenfold increase from the same period during the Kim Jong-il regime."

"It's self-evident what will happen if the reign of terror intensifies, the economy worsens, and human rights are violated further," he added.

(ISIS) in Syria went on trial Friday, with prosecutors demanding a 10-year jail term.

Nazzat Ess, 22, returned to Germany in December after travelling to war-torn Syria earlier last year.

"The defendant is accused of being a member of ISIS and has taken part in armed festivities in Syria after training with the group there," announced Andreas Vitek, the spokesperson of the Dusseldorf court.

During hearings on Thursday, Ess said he travelled to Syria to fight and had been asked to join ISIS, but decided not to after seeing "horrible scenes" and returning to Germany.

German prosecutors described the defendant's story as "unreliable" and said "strong suspicions" remained as to why the man returned home.

"Even the court has been suspicious about Nazzat's story and his claimed repentance," prosecutors said.

Ess, who is originally from Albania, was incarcerated

Meetings between the two sides started on Tuesday and continued through Wednesday and Thursday.

On Thursday, Turkey's Cumhuriyet daily reported that Ankara had agreed to allow US drones at Incirlik airbase to be used against ISIL murderous Moslems in Syria.

The newspaper further said that Washington had also demanded to have access to military bases in Diyarbakir and Batman for logistical purposes, adding that the two countries are close to clinching a deal on Incirlik airbase, but Ankara wants the US to support foreign-backed gunnies fighting against the Syrian government as a precondition.

Turkey also told the US that it should include the fight against the Syrian government in its train and equip program, according to Cumhuriyet.

"The agreement between Turkey and the US to use armed drones was reached in March and they have been in use since then," a military source added.

#1  Only recently the Pentagon data on sorties in Iraq and Syria has included mention of drones. It was assumed that the drones were based north of Irbil in Kurdistan. The US has had an on-again off-again relationship re Incirlik, but it once was a US drone base. Incirlik is a dominant location for drone activity in western Syria. Thus, what it will be used for, except to pull Turkey from a tight spot, needs explanation.

(ISIS) group is banning residents from performing prayers on one of the most important Moslem feasts, controversially claiming the practice does not belong in the religion.

Ismat Rajab, a Kurdistan Democratic Party (KDP) official for Mosul who now lives in the Kurdistan region, told Rudaw that the radical group has warned residents to avoid prayers for Eid al-Fitr, which marks the end of the fasting month of Ramadan in about a week.

He said ISIS was claiming that the Eid prayer is not "originally an Islamic practice" and was not performed in Prophet Mohammad's time.

Since the ISIS takeover of Mosul last year, the jihadis have been imposing new rules and regulations, backed by strict punishments that include the threat of death for offenders.

Eid al-Fitr, also called the Feast of Breaking the Fast, is an important religious holiday celebrated by Moslems worldwide that marks the end of Ramadan, the Islamic month of fasting.

Although a religious practice, the prayer preformed on the first day after Ramadan also is a cultural event.

Kurdish official confirms coordination with Arab countries to counter ISIS
[RUDAW.NET] A high-ranking Iraqi Kurdish official confirmed that several Arab countries are closely cooperating with the Kurds to counter the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....

Hemen Hawrami, a close advisor to Kurdistan Region President Masoud Barzani, refused to name the Arab countries that are "directly coordinating" with the Kurds.

"Based on their wish, we will not reveal their names. But yes, several Arab countries are in close coordination with us to counter ISIS" he said, speaking to Rudaw at the United Nations

Last week, Britannia's The Telegraph newspaper quoted a bigwig from an Arab country that is part of the US-led coalition against ISIS as saying that regional countries are ready to take the war against the snuffies into their own hands.

"If the Americans and the West are not prepared to do anything serious about defeating ISIL, then we will have to find new ways of dealing with the threat,"the newspaper quoted the unidentified official as saying.

He said that the "new way of dealing with the ISIL threat" is directly arming the Kurds in Iraq.

Directly arming the Kurds contravenes official US policy, which insists that all arms to the autonomous Kurds should go through the central government in Baghdad.

Kurdish forces in Iraq and Syria have been the only bulwarks on the ground against further ISIS expansion in those countries.

Hawrami did not deny that the US had tried to block direct arms supplies to the Iraqi Kurds by Arab allies.

The Kurdistan Region's Peshmerga forces, locked in war with ISIS for nearly a year, complain of delays in US-supplied arms reaching them via Baghdad, and that they remain seriously outgunned by the murderous Moslems.

The US strategy of air strikes against ISIS, without any US or Western troops on the ground, has come under serious scrutiny, especially since the snuffies captured the city of Ramadi in Iraq and Palmyra in Syria in late May.

400 officers defected Syrian army last January, mostly high ranks: leaked list
[EN.ZAMANALWSL.NET] Zaman al-Wasl has obtained an exclusive list of members defected from the regime's forces, soldiers and non-commissioned officers, were reported in the beginning of this year. Surprisingly, dozens of the defected members were from areas of complete sectarian loyalty to the Syrian regime.

The other warning point of the new lists of is that many of the defected members were from the elite groups like the elite republican guards and the defence brigades and special forces, who were the carefully selected, armed and trained groups, and their commanders were very trusted and close to Bashar and Maher al-Assad.

The lists contained 1017 names, defected from different military battalions, brigades and troops, dozens of them from the Alawite sect.

Moreover, many of defected names were of prominent and well known Alawite families and like Khadour, Slitin, Omran, Reedi, Salhab, Wasouf, Jdid, Saqer, Hmesheh and Rahija, and others.

The first list showed that 422 members defected from the regime forces, in January 2015, 73 sergeant and first sergeant, 46 corporal, making about 30% of all defected members, at 13 one daily average, the highest number was in 4th January at 33 member, almost no day passed without defection, that refutes the regime's claims that defections has become rare and at individual bases.

Defection among the elite republican guard despite the privileges they have, and the military intelligence, who are responsible to observe soldiers and officers and prevent any defection attempt, gives an idea about the weakness and cracks in within the Syrian regime.

Another serious issue the lists have shown that 70 members have defected with their arms, indicting the level of drainage in the regime forces at military and human levels.
However the most serious piece of information of the recent list of defected members was the ability to know the bases of defected members.

Details of defection numbers of the Elite Units and the Republican guard in January 2015:

Troop 101 and troop 102 of the Republican Guard, 33 members and 16 members respectively.

62 members defected from troop 104, and 40 members of troop 105, the strongest troop of the elite republican guard, and its commander, Monaf Tlas, the close friend of al-Assad defected in 2012.

Troop 106 had 42 members reported as defected. Troop 124 of Elite Republican Guards had 20 defected members, while 20 members left troop 47 of the special forces.

Zarif to P5 1: Never Threaten an Iranian
[ALMANAR.LB] Sources close to the nuclear talks underway between Iran and the world powers in Vienna said Iranian Foreign Minister Mohammad Javad Zarif has warned European Union

Foreign Policy Chief Federica Mogherini to avoid threatening Iran, Fars news agency reported.

Russian sources said on Wednesday that the atmosphere of the talks soured somehow a few days ago during a meeting between Zarif and Mogherini, the minister of the Group 5+1 (the US, Russia, China, Britannia and La Belle France plus Germany).

"And then at some stage, when the Iranian officials seriously defended their positions, Mogherini warned to leave the talks, saying the negotiations couldn't go on and every one had better return home as long as the conditions prevailing over the meeting continued," the diplomat added.

"Zarif immediately replied, telling Mogherini "never threaten an Iranian!", followed by his Russian counterpart Sergey Lavrov who said "or a Russian!".

Iran and the 6 world powers are in the final phase of their last round of talks in Vienna to draft a final deal to end their over-a-decade-long nuclear standoff.

Iran's deputy lead negotiator Abbas Araqchi said on Tuesday his country and the six world powers won't have a deal as long as the US is adamant in its decision to maintain the sanctions policy.

The deputy chief negotiator pointed out that there have only remained "7 to 10 issues of difference between Iran and the G5+1, and explained that "only 2 or 3 of them are fundamental and important".

"The rest are minor technical issues" which are not that much important, Araqchi continued.

The Geneva interim deal envisaged the removal of all the UN and unilateral US and EU sanctions against Iran under a final comprehensive deal.

Also, in a framework agreement approved by the six powers and Iran in April known as the Lausanne Statement, the seven nations agreed that a final deal would include removal of all sanctions as well as a UN Security Council resolution which would call all the five UNSC sanctions resolutions imposed against Iran's nuclear activities as "null and void".

The first two UNSC resolutions boycotted export of military, specially missile, hardware and software to Iran, a sanction that would be automatically removed under the new UNSC resolution that, according to the Lausanne framework agreement, should be issued on the same day that the final deal is endorsed.

Zarif: P5 1 Shifting Positions, Pressing Excessive Demands
[ALMANAR.LB] Iranian Foreign Minister Mohammad Javad Zarif said that the world powers engaged in Talks with Tehran over its nuclear program are shifting their positions and pressing excessive demands.

"Unfortunately, we are witnessing both shifts in positions and excessive demands... Several countries [which are members] in the P5+1 group hold different positions. Such issues have made the negotiations difficult. We want a dignified agreement and negotiations, and we will continue to negotiate. The deal would be within reach should the other side seek an honorable and balanced accord," Zarif said late on Thursday, Press TV reported.

"There are always new ideas on any negotiating table. It is important for everybody to stick to what we have already agreed, and to move forward based on that," he said when asked about new ideas being brought up in the talks and the differences among member states of the P5+1 group.

an unnamed senior Iranian official said late on Thursday that Western powers are changing their positions in nuclear talks with the Islamic Theocratic Republic, warning that the negotiations could "go either way."

"We see certain changes in the positions particularly just last night... on a lot of issues unfortunately," the official said.

He noted that "there was an approach that was acceptable ... but then all of a sudden people came up with some view for changing ideas, and this makes it rather difficult."

#1  In any negotiation, if you threaten to walk, you must prepare to walk and be ready to walk. Witness the Greco-German negotiations, the Germans are sure the Greeks mean what they say.

Thusly, if you had a President on the order of the current Greek PM (admittedly nuts) make the Persians understand that if the negotiations fail we will most certainly nuke you the next day, AND MEAN IT. It is the way of the souk.
