have allegedly been directly involved in meddling with Somalia's political crisis, a move that could significantly shape the country's politics, given sharp differences between government and the opposition, emanating from the two countries' cooperation with Somalia.

The two countries have been trying to influence the Horn of Africa, and Somalia has been a major focal point given its strategic location within the region thus competing interests to stamp authority in the country.

For the last several months, Somalia has been embroiled in a deep political crisis following Farmajo's decision to approve a term extension that had been passed in the Lower House. However,
alcohol has never solved anybody's problems. But then, neither has milk...
Farmajo has since rescinded the decision.

But Qatar dispatched Mutlaq bin Majed al-Qahtani, the Special Envoy of the Foreign Minister of Qatar for Counterterrorism and Mediation of Conflict Resolution, and is expected to try and broker a deal that would see the country return to normality.

Al-Qahtani is expected to meet with Somali officials and members of the international community during the two-day visit to Mogadishu. He was previously involved in the US and Afghan-Taliban

negotiations, thus his high profile on matters conflict and mediation.

On Saturday, Qatari special envoy Mutlaq bin Majed al-Qahtani arrived in Mogadishu. al-Qahtani had, however, stopped by in Hargeisa where he met with Somaliland officials. Qatar has been a close ally of Somalia, at times leading to hostility from the United Arab Emirates, another economic powerhouse.

At Hargeisa, the envoy held a meeting with President Muse Bihi Abdi, and the two held discussions based on bilateral ties of the "two countries". The move could significantly affect the relationship between Qatar and Somalia given that Somaliland seceded from the latter after a major fallout.

But opposition politicians who spoke to Garowe Online questioned Qatar's "genuineness" arguing that the country is "notorious" for supporting the current government which has "lost trust" from among the people. They accused the Middle East nation of "meddling" in Somalia's internal politics.

Qatar has often been accused of supporting outgoing President Mohammed Abdullahi Farmajo through National Intelligence Security Agency [NISA] chief Fahad Yasin, who has very close links with Doha. They have often denied the allegations.

Elsewhere, Turkey, which also has close contact in Somalia, welcomed the decision by the Lower House to rescind the term extension, saying the move will allow the country to implement September 17 pre-election deal.

"We welcome the decision of the Lower House of the Somali Parliament today (1 May), which endorses holding the elections on the basis of the 17 September agreement as soon as possible," it said.

"We hope that this development will serve to restart constructive talks among political stakeholders without delay and ensure progress on the basis of social consensus by overcoming disagreements. Turkey while standing, as always, by the friendly and brotherly people of Somalia, will continue its strong support in this context."

Turkey and Qatar have massively invested in the federal republic of Somalia but their close cooperation has often raised questions from the members of the opposition, who accuse them of supporting the politics of the country.

Somali President Asks PM to Organize Elections
[ENGLISH.AAWSAT] Somalia's President Mohammed Abdullahi Mohammed asked his prime minister on Saturday to organize elections as soon as possible in a move that seeks to calm the country's worst political crisis in years.

In a brief speech before parliament that was broadcast live, Farmajo, as the president is nicknamed, abandoned a policy voted earlier in the month that extended his term in office by two years.

"We have decided to seek the solution through negotiations and to avoid starting violence in the benefit of those who trade on the blood of the public," he said.

Deadly festivities have broken out between armed rivals in the capital Mogadishu since Farmajo failed to hold elections before his term ended in February.

The international community has repeatedly called for elections to go ahead, threatening sanctions against the nation of 15 million, which is divided into five member states.

In his speech Farmajo returned to an agreement reached with member states in September to hold indirect elections whereby special delegates chosen by Somalia's clan elders pick politicians who in turn choose the president.

"I want to make clear that Prime Minister Rooble Mohammed Hussein will lead in preparing and implementing the election and the security of the election," he said.

"I ask the government to get ready for the huge task."

The measure was voted unanimously by the 140 members of parliament present.

Earlier in the week the president had tried to ease tensions by "urgent discussions" with political actors in a highly-anticipated address to the nation.

Opposition candidates issued a statement on Friday night calling for Farmajo to step down.

"The council urges the Prime Minister Roble to take full control of the electoral process and national security," the statement said.

Local broadcaster FANA reported that the Council of Ministers listed the two groups due to their activities arming, training, and financing other violent mostly peaceful elements in addition to engaging in attacks themselves.

They have been launching attacks against civilians and public infrastructure to achieve political objectives, FANA reported.

Dbeibeh Accuses Local Parties of Seeking New War in Libya
[ENGLISH.AAWSAT] Prime Minister of Libya’s Government of National Unity (GNU) Abdulhamid Dbeibeh accused local parties of seeking to reignite war by disrupting public services and electricity.

Several Libyan areas suffered sudden power cut on Friday, prompting Dbeibeh to inspect the General Electricity Company.

The PM stressed that his government will spare no effort in providing electric power, facilitating financial procedures and concluding new contracts.

He urged citizens to protect the electric power grid and ordered the Interior Minister to open a probe into the matter in all affected areas.

He further called for connecting the power grids in eastern and western Libya, noting that this could only be implemented by opening the coastal road between Sirte and Misrata cities.

The General Electricity Company had announced a complete power outage for two consecutive days in the eastern region and in most of the western region areas due to a kaboom.

The company later said that 90 percent of the power plants had been restored.

"We couldn’t access Sirte Airport, which belongs to Libya and is on Libyan soil, because of the foreign forces present there," Dbeibeh said.

He added that the forces stationed in the area asked them to enter Sirte by road, "but the government refused."

Tajik forces fire on Kyrgyz homes, death toll rises
[PRESSTV] Kyrgyzstan says Tajik forces have broken the ceasefire by opening fire on people’s homes in a village in the southwestern region of Batken.

The national security committee said in a statement on Saturday that Tajikistan’s military had "opened fire on dwellings" in Leilik district.

Kyrgyzstan’s Health Ministry said on Saturday that 39 people have been killed in the conflict.

The government declared Saturday and Sunday days of mourning.

Clashes erupted between the two Central Asian countries on Wednesday, with residents on both sides of the border throwing rocks at each other over a dispute to control an irrigation canal in the region.

The situation quickly escalated with border guards and other security forces on both sides exchanging gunfire.

Nearly 10,000 civilians have been evacuated from the conflict zone.

Tajikistan has yet to officially acknowledge any deaths or damages, but local media citing regional officials said on Friday that 10 people had died.

Kyrgyz authorities had declared on Friday evening that fighting had stopped, after the presidents of the two countries spoke on the phone and agreed to meet next month.

But local reports suggested the situation on the ground remained unfriendly.

Clashes between communities over land and water along the border are regular occurrences, with border guards often getting involved. But this week’s violence is apparently the most serious in the two nations’ 30 years of independence.

Tajikistan controls the headwaters of many of the region’s rivers that the four other former Soviet states, Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan, depend on for irrigation.

The Cooperation Council of Turkic Speaking States also issued a statement on Friday, calling on both sides "to continue exercising caution and take joint measures to stabilize the situation."

troops’ withdrawal from Afghanistan, the statement said, "We reiterate that the withdrawal of foreign troops should ensure a steady transition of the situation in Afghanistan. We stress that, during the withdrawal period, the grinding of the peace processor should not be disrupted, no fights or turbulence shall occur in Afghanistan, and the safety of international troops should be ensured,".

The US Department of State also "expect the Taliban to fulfill its counterterrorism commitments, including preventing terrorist groups and individuals from using Afghan soil to threaten the security of any other country; not hosting these groups and preventing them from recruiting, training, and fundraising".

"We expect the Afghan government to continue counterterrorism cooperation with the international community," the statement read.

Extended Troika members also stressed that all warring parties should end the conflict, reduce violence, and called on the Taliban to not pursue the group’s Spring battles.

"We condemn in the strongest terms any attacks deliberately targeting civilians in Afghanistan and call on all parties to respect their obligations under international humanitarian law in all circumstances, including those related to protection of civilians", the US department of state said in the statement.

The statement urged Afghanistan, Afghans, and the Taliban to ensure that terrorist groups never again use Afghan soil to threaten the security of any country.

"We reaffirm that any peace agreement must include protections for the rights of all Afghans, including women, men, children, victims of war, and minorities, and should respond to the strong desire of all Afghans for economic, social, and political development including the rule of law," the statement added.

UK ‘failing to protect’ British women and children trafficked by ISIS

(ISIS) group and detained in northeastern Syria (Rojava), according to a new report.

UK-based advocacy group Reprieve has found that at least 63% of British women detained indefinitely at destitute camps in Rojava have been trafficked, they say in their new report. ISIS has groomed hundreds of women and girls using common trafficking tactics, convincing them to travel to their territory, only to be subjected to forced marriage, sex slavery, and various other abuses.

The non-governmental organization argues that the UK is failing to proactively prevent trafficking and identify those of its citizens already trafficked. It says that the country is operating on an "inaccurate legal definition of human trafficking" and a "blanket approach based on harmful stereotypes" when making decisions in respect of British nationals in Rojava.

The report outlines the story of Nadia, who was taken to Syria from the UK by a male relative at the age of 12. After being forced into marriage, she became pregnant at 15 as a result of rape. Both Nadia and her son are being held in camps and have no prospects of returning to the UK.

"These are victims who have been abandoned. I find it cruel, callous and cynical," Maya Foa, Reprieve’s director, said in the report.
