The most interesting overnight news is that former French president Nicolas Sarkozy has been "held for questioning" by police investigating allegations that he tried to influence a judge investigating a illegal contributions to his campaign.

...The judges were looking into alleged illegal campaign contributions from Muhammar Khadaffi - the former Duck of Death.

...Alas, the Duck is not available for comment. Khadaffy was toppled in NATO operation led by Barack Obama, David Cameron and Nicolas Sarkozy. He was caught in an attempt to escape and was killed in still mysterious circumstances.

I assume all readers know the core Leftist positions, so we need not pause to recite examples.

The Leftist promotion of vice is not random. If it were random, then the Left would sometimes be on the right side of a moral question, just as a stopped clock is right twice a day.

The Z-Blog: The Bear Makes Its Move
America's ruling elite is divided into two camps when it comes to foreign policy. One side, the neo-cons, sees the world as a collection of American provinces. Maybe administrative districts is a better term. They really thought they could turn Iraq into a fully functioning representative democracy.Not only that, they thought it could be a model for the rest of the Arab world district.
I think that's a bit of a straw-man argument, and as I said before I'm tired of seeing all the people pointing at Obama trying to burn down everything the previous administration tried to build and saying "Gee, look at how stupid you were to try to build things." I mean, based on that criteria there's nothing America's done that isn't stupid, because I think the dumbass means to try to burn all of it down sooner or later.
The other camp is composed of people who think the other camp is dangerously wrong, but have no earthly idea why and they have no sensible alternative to offer. It is why Obama pulled the plug on the Bush deal in Iraq and went tromping off to Afghanistan. He and his flunkies had no idea what they were trying to accomplish. They just knew the old Bush hands hated it so that was enough.

The rest of the world is not willing to wait around for America's elites to figure out what their doing. Russia, in particular, is taking advantage of the Obama administration's petrified paralysis. Last year they made Obama look foolish by outflanking him in Syria. Putin followed that up with a stunning success in Ukraine. Now they are taking advantage of Washington's bungling to return Iraq as an ally in the Persian Gulf.:
The first delivery of Russian Sukhoi fighter jets arrived in Iraq on Saturday, the country's Defense Ministry said. Iraqi Prime Minister Nouri al-Maliki is hoping the jets will make a key difference in the fight against ISIS.

The Iraqi Ministry of Defense on Sunday confirmed receiving five Su-25 fighter jets in accordance with the deal with Moscow. The jets were delivered by a Russian An-124 transport plane in a dismantled state, and are expected to be set up and become operational within 3-4 days.
Until Bush the Lesser dethroned Saddam, Iraq was a Russian client state. Their military was equipped by the Russians and trained in Russian tactics. It is why they were good at running a secret police, but clownishly awful at large set piece combat. The Russians were never good at this type of warfare, which is why the Germans drove them to the gates of Moscow.

Now, the Russians have Syria, Iran and Iraq on board and that means they can build their pipelines without too much interference from the West. Running gas from the Persian Gulf through Iran to the Caspian Sea was never ideal and would allow the GCC-Saudi deal to compete on economic grounds. Running a pipeline over Iraq into Syria puts them in the Mediterranean. The only thing they must now do is get rid of ISIL.

The other bonus for Russia is they get to work on their modernization efforts. The Russians have been revamping their military and their tactics to face the threats of this century. They know they will not be fighting a tank war in Europe. Instead they will be fighting insurgents from their southeast. They saw how the Americans adapted and they are doing the same. Iraq is good practice.
"The Sukhoi Su-25 is an air-ground support and anti-terrorism mission aircraft. In these difficult times, we are in great need of such aircraft. With God's help, we will be able to deploy them to support our ground forces on a mission against the Islamic State in Iraq and the Levant militants within the next 3-4 days," Iraqi Army Lieutenant General Anwar Hamad Amen Ahmed told RT's Ruptly news agency at an airport receiving the jets.
The modern battlefield is four dimensional. Air assets attack ground elements with the help of specialized ground forces. That means choppers and jet aircraft that can be coordinated with those ground forces to bring timely and potent firepower on small targets. It takes practice to hone these skills and this provides the Russians with a chance to gets some saddle time.

There's also the fact the Russians will increasingly rely on mercenaries. Demographics are reducing the number of Russian males available for military service. The Russian military is close to being majority Muslim at this point. The solution to this is to create a military with a Russian elite and a Muslim militia. I doubt that works, but Iraq provides a training ground for how they intend to adjust to the demographic realities they face.

One sentences contradicts the next. I think the second is accurate as far as the neo-con position. Call them niavely optimistic perhaps but not imperialist as the first sentences seems to indicate.

Arabs Attacked IDF Ambulance Transporting Bodies of Murdered Israeli Teens
Palestinian Arabs attacked an Israeli Defense Forces (IDF) ambulance humvee on Monday that was transporting the recently discovered bodies of three murdered Israeli boys who were kidnapped on June 12, an Israeli source told The Algemeiner.

The Muqata blog posted an image on Facebook of what it claimed to be the damaged vehicle writing, "8:44pm IDF Ambulance humvee transporting the bodies of the boys attacked by arabs….windows smashed."

In the picture, the ambulance's windshield is shattered and splattered with paint.

Additionally, the Tazpit News Agency reported that "the teams working to recover the bodies were attacked by Arab rioters."

An IDF spokesperson declined to confirm the report.
The IDF is preparing a more suitable response for the rat bastards...

[Rooters] The United States said on Friday it had decreased its surveillance flights in the search for more than 200 schoolgirls abducted by Islamist militants in Nigeria, but added that the overall effort was unchanged due to more flights by other countries.

The defense official said surveillance alone would not lead to a resolution. "It will take … the Nigerian piece of the equation with their own sources and human intelligence coupled with the other forms to really understand the picture."

Operation Brother's Keeper Continues In West Bank: 3 Palestinians Arrested, 1 Killed
[Ynet] Soldiers shoot and kill Palestinian who threw a grenade at them; IDF source promises: Operation will continue until kidnappers are caught.

Three Palestinians have been arrested in the West Bank overnight Monday. The IDF also confirmed that one Palestinian had been killed from army fire after throwing a grenade at the Israeli troops during a raid in the Jenin refugee camp. Palestinian officials identified the man as Yousouf Ibrahim abu Zagha, 19.

On Monday evening, the bodies of the three Israeli teens who were kidnapped over two weeks ago were discovered by security forces just north of Hebron.

After the discovery of the boys' bodies, the IDF blocked off all the entrances to Hebron.

The two prime suspects in the kidnapping, Amar Abu-Eisha, 33, and Marwan Kawasmeh, 29, haven't yet been captured and IDF officials vowed Monday that operations against Hamas would continue.

"We've finished only this part of Operation Brother's Keeper. With the same might, we're going to lay our hands on the two kidnappers," a military source said.

The IDF demolished a part of the Hebron home of Abu-Eisha, fearing that he was in the house and could open fire on soldiers. Some of the walls of the house were destroyed and a fire broke out but was quickly extinguished. No one was injured in the incident and the soldiers reported that they were scanning the remains of the house for weapons.

Forces also carried out a raid on the home of the other Palestinian suspected of abducting the three Israeli teens whose bodies were found earlier in the evening. Earlier Monday, officials reported in depth searches in Hebron at the home of the two suspects.

Since the beginning of Operation Brother's Keepers, a total of 419 Palestinians have been arrested, among them 59 were released in the Shalit deal, and 279 are Hamas operatives. The IDF has searched 2,200 sites.

One hundred Palestinians rioted near the home of Kawasmeh in the evening. They rolled garbage bins and threw rocks at IDF forces. The soldiers responded with crowd dispersal measures, like tear gas.

In several places, rioters also burned tires. Earlier Monday, Palestinians clashed with IDF forces in the Halhul area, where the bodies of the boys were discovered. Some 200 Palestinians threw rocks at security forces, who responded with riot dispersal measures.

How ISIS is winning the online war for Iraq
As the Islamic State of Iraq and the Levant (ISIS) claimed control of Iraq's biggest oil refinery and a key border crossing between Iraq and Jordan–it lost a key propaganda weapon: its powerful smartphone app. However, ISIS won't consider it a major setback, as it has an extensive and sophisticated online presence. New Scientist investigates the tools at its disposal.

What kind of app did ISIS have?

ISIS had written its own Android app, called The Dawn of Glad Tidings, to enable it to spread information via social media. The app allowed users to make their Twitter accounts available to ISIS, so that the organisation could use them to send tweets. On 19 June, Google removed the app from its Android store "for breaching its community guidelines" against violent content.

When ISIS took Mosul earlier this month, the app fired out 40,000 tweets in a day, and their gory threats and images may have gone some way to inducing the surrender of the Iraqi army. But ISIS is sophisticated in its use of propaganda. It also puts out benevolent images of its supporters delivering food supplies, for example.

What else is ISIS doing online?

ISIS seems to be aware of a key aspect of the power of social media: that it is a conversation. Platforms such as Ask.fm, on which users can post questions and give answers anonymously, enable people to have direct conversations with ISIS fighters.

"Terror group communications used to be unidirectional - for instance al-Qaeda publishing its magazine. Twitter and Ask.fm now allow people to have a conversation with, say, an ISIS fighter. And that two-way interaction humanises these guys," says Shiraz Maher of the International Centre for the Study of Radicalisation at Kings College London. "A 19-year-old from Bradford finds a 19-year-old from Leeds in Syria and they find they have a lot in common, making it all a bit more real."

#2  There was an interesting article in one of the UK papers about ISIS tactics in Tikrit.

They captured a military base and captured the personnel app intact. They downloaded the app and database to other ISIS laptops and set up checkpoints surrounding the city. When Iraqi men tried to get through the checkpoint, ISIS compared their names to those on the database.

There was a base nearby that held out. Many troops sent their families south to safety. However ISIS was waiting for them and took the families hostage. ISIS exchange the families for control of the base and a nearby pipeline.

Both at the time had Democratic Party Majorities. The Act was signed by President Bill Clinton in 1992.

US pushing Iraq toward Yugoslavia-style disintegration: Rodney Martin
[Iran Press TV] The United States is seeking a Yugoslavia-style disintegration of Iraq in order to take over some parts of the country after Washington failed to keep its hold on the entire country, an American political commentator says.

The US wants "disintegration or breakup of Iraq, much like the breakup of Yugoslavia," said Rodney Martin, who is the director of the World View Foundations, a website, and a host at the American Nationalist Network, an internet radio station.
I'm not too sure what the opinions of actual racists (as in White People's Party) are worth.
"If the United States can't get their hands on all of it, then they will take some of it. This just speaks to the immorality of the United States' policy in that region and in other parts of the world as well," he told Press TV in a phone interview on Monday.

On Sunday, Republican Senator John Barrasso said that a stable Iraq, split into three separate parts, will best serve the interests of the United States.

"The United States basically has the Kurdish region, they established that after the first (Persian) Gulf war…and then they have pledged to keep Iraq together," Martin stated.

"And then when the political situation, which the United States created, let's understand this political structure in Iraq was dictated to Iraq by the United States when the elections which have been conducted under a political system imposed by the United States didn't go the way the United States wanted, then the United States pulled support and let the country fall apart," he added.

[An Nahar] Two people were killed and several others were maimed in an armed clash Monday at the Shatila Paleostinian refugee camp in southern Beirut.

"Paleostinian nationals Wael al-Tull and Jamil al-Issawi, 73, were killed and several people were maimed in festivities between a Paleostinian group and another loyal to Nasser al-Droubi and the al-Zir family at Shatila camp's peripheries," state-run National News Agency reported.

Earlier, MTV said one person was killed and several others were maimed in a shootout between a group loyal to Arab Movement Party chief Shaker al-Berjawi and a number of Paleostinians.

According to Voice of Leb radio (93.3), gunnies loyal to al-Droubi and Bilal al-Zir clashed with "Paleostinians from the camp's security committee, leaving one of its members maimed."

An Nahar newspaper also said the shootout involved elements loyal to Shaker al-Berjawi, Bilal al-Zir and Paleostinians groups.

Later on Monday, the army deployed on the road separating al-Hayy al-Gharbi, where the al-Zir clan is located, and the Shatila camp, LBCI TV reported.

North Korea Says Two Detained Americans to Face Trial
[ONLINE.WSJ] North Korea said Monday it will charge two Americans in its custody with unspecified crimes, a move that may signal the start of a process to extract coerced confessions from the men and eventually release them.

A four-sentence statement from North Korea's state media said U.S. tourists Matthew Miller and Jeffrey Fowle had been investigated for "perpetrating hostile acts" after entering the country. It said North Korea had evidence and testimony from both men about their alleged actions.

It is said that at least nine innocent Iraqi citizens suffered injuries in the terrorist attack.

Following the attack, the deputy head of the Samarra municipal council says the shells struck a reception area near the gate of the holy shrine.

Reports also said that the Iraqi Air Force responded to the attack and destroyed the site from where the rockets were launched.

The turban attacks came just two days after government forces cleared snuffies out of an area near Samarra.

The city, located nearly 120 kilometers (74 miles) north of Storied Baghdad, is home to the holy shrines of two Shia Imams and a major pilgrimage site visited by tens of millions of Mohammedans annually despite the tense security situation in the area.

There have been reports that "Fulani herdsmen", the murderous gangs attacking villages in North Central Nigeria and raping women, have infiltrated parts of Enugu State.

When, in the midst of it all a convoy of 33 buses carrying mostly young men with virtually no luggage, moves into Igbo land at 3am under the cover of darkness, there is bound to be suspicion that they are up to no good. No normal human being will see this kind of strange influx in his neighbourhood and fail to raise an eyebrow. On further investigation, we have already been informed that a high ranking, wanted Boko Haram kingpin has been discovered in their midst. The Coordinator of the National Information Centre, Mr Mike Omeri, also dropped an ominous hint that the findings about the 486 suspects would shock the nation, though he went no further than this.

Pyongyang in Grip of Measles Epidemic
The North Korean regime has declared a quarantine for the Pyongyang area in frantic efforts to prevent the spread of measles, a source said Monday.
This doesn't happen in civilized countries...
The source said measles broke out in the capital in early June, and since then travel has been controlled and preventive measures have been put in place.

The regime has reportedly instructed factories, enterprises, schools and village offices to keep those with symptoms at home. It is also blocking traffic between Pyongyang and the provinces and issuing travel permits only to those with vaccination certificates.

Due to a lack of vaccines, the North is merely putting the breakout areas off-limits instead of treating patients. Radio Free Asia last week reported that measles has also broken out in Yongchon, North Pyongan Province on the Chinese border.

Iraq Jihadists 'Selling Oil to Assad', Says France
[An Nahar] French Foreign Minister Laurent Fabius said Monday that jihadists spearheading a militant offensive in Iraq have sold oil from captured areas to the regime of Syrian President Bashar Assad.

Fabius said the sale was evidence of the "confusing" nature of the escalating conflict in the Middle East in which Assad and the jihadists are in theory on opposing sides.

The rebels, previously known as the Islamic State of Iraq and the Levant (ISIL), declared a "caliphate", or Islamist state, straddling Iraq and Syria at the weekend.

"We have proofs that when ISIL has taken over oil it has sold oil to the (Assad) regime," Fabius told a news conference in New Delhi, without elaborating.

Other revenues and weapons have been seized during the advance by the Islamist fighters, particularly in the town of Mosul.

In Syria the fighters, who have renamed themselves simply the Islamic State (IS), control large swathes of territory, but also face opposition from other rebel groups because of their reputation for brutality.

Referring to how the rebels in Syria and the Assad regime use each other to derive legitimacy, Fabius said: "Officially they are combating each other but in fact they are very often helping each other."

The situation in Iraq is "very, very, very worrying," he added.

"Why? Because it is probably the first time that a terrorist group -- and a ferocious terrorist group -- is in a position, if there is no reaction, to take over the whole country, and a rich country, with enormous consequences for the region and the world," he said.

[DAWN] The Baloch Human Rights Organisation (BHRO), Baloch National Movement and the outlawed Baloch Students Organisation-Azad have alleged that a military operation was launched in Shabiq area of Turbat district on Sunday.

Taliban Insurgents Killed in Afghan Army Operations
[Tolo News] At least seven Taliban Death Eaters were killed and 10 others were maimed in an Afghan National Army (ANA) operation on Sunday, the Ministry of Defense (MoD) released in a statement.

The IDF used explosives Monday to demolish part of a home in Hebron that belonged to one of the key suspects in the kidnapping of the three Israeli teens, Amar Abu-Eisha, fearing that he was in the house and could open fire on soldiers.

Some of the walls of the house were destroyed and a fire broke out but was quickly extinguished. No one was injured in the incident and the soldiers reported that they were scanning the remains of the house for weapons.

Nonetheless, Israel's security cabinet was yet to formulate a firm military response to the situation. Following a three-hour discussion on Monday night, ministers were to meet again on Tuesday for further deliberations.

Forces also carried out a raid on the home of the other Paleostinian suspected of abducting the three Israeli teens whose bodies were found earlier in the evening. Earlier Monday, officials reported in depth searches in Hebron at the home of the two suspects Abu-Eisha, 33, and Marwan Kawasmeh, 29.

The Shin Bet had apparently suspected the two Paleostinians since the day after the abduction. Accordingly, their families and any others suspected of aiding them were tossed in the slammer

and questioned by security officials. According to media reports the day after the kidnapping, the wives of the two suspects had been arrested and undergone hours of interrogation.

GOC Central Command Brig. Gen. Nitzan Alon addressed the IDF response to the discovery that the three boys had in fact been killed saying, "Our forces, together with people from across the security service and the police are continuing and will continue the search for the kidnappers, the forces of Evil from Hamas, always the voice of sweet reason,, as long as is required. We won't rest... until the mission is complete."

True to his word, IDF operation did continue Monday evening as military sweeps were carried out in several homes in Hebron, some of which had some form of connection to Kawasmeh. Paleostinian media reported Saturday that the Shin Bet had arrested Abu-Eisha's father.

Clashes were noted in the late evening between Paleostinians and IDF soldiers in the area of Halhul where the bodies of the three teens were found. All entrances to Hebron were closed as a result of the discovery.

The festivities were characterized by some 200 Paleostinians who threw stones at security forces and soldiers answered with riot control measures. Several dozens of settlers gathered at the entrance to Karmi Tsur, just adjacent to Halhul. The settlers raised Israeli flags and blocked all Paleostinian vehicle traffic on Highway 60.

Since the beginning of Operation Brother's Keeper, security forces have arrested more than 450 Paleostinians. Among them were Hamas members and others suspected of terrorist activity. Two radio and television stations have been closed in the framework of the operation and more than 2,000 homes have been searched.

The North Waziristan operation has its national, regional and international significance. The links of most terrorist attacks at urban centres in the country were traced to North Waziristan. Several myrmidon groups have used the region as a launch-pad for attacks against US forces in Afghanistan. The international community will watch closely this operation with its binoculars because for them the terrorist outfits may have linkages with the Islamic fighters in Syria and the ISIS in Iraq. IAF Planes, Helicopters Hit 34 Terror Targets In Gaza
[Ynet] Rocket from Gazoo strikes Eshkol Regional Council damaging vehicles, 4 maimed, 1 missing in Gazoo after IAF strikes.

The IDF spokesperson confirmed late Tuesday night that the Israeli Air Force (IAF) had carried out 34 attacks on terrorist targets in several different sections of the Gazoo Strip, targeting structures and even some open areas.

According to the reports, one of the areas was a site in the area of Khan Yunis controlled by Hamas, always the voice of sweet reason,' military wing, the Izz ad-Din al-Qassam Brigades where 4 were said to be maimed and another missing.

Attacks were also reported near Rafah in the southern area of the Strip on structures belonging to other terrorist organizations active in the area.

According to the Paleostinians, an Israeli helizap near Beit Lahia caused significant damage to houses belonging to local residents.

The IDF Spokesperson said that the Monday night attack was in response to a rocket fired earlier by Paleostinian bully boyz that struck an open area in the Eshkol Regional Council.

No injuries or damage was reported as a result of the initial rocket fire, but three additional rockets were launched from Gazoo after the IAF attacks. One fell in an open area in Sdot Negev while another caused damage to several vehicles in a village near the Eshkol Regional Council.

The last rocket set a fire near a packaging factory in Eshkol, but no injuries were reported and the fire was successfully extinguished.

Paleostinian media also reported the death of another man in the Jenin refugee camp in the West Bank after festivities broke out with IDF troops in the area

Earlier in the day the bodies of the three kidnapped Israeli teens who were kidnapped over two weeks ago were discovered by security forces just north of Hebron.

The Cabinet concluded a meeting in the evening regarding Israel's reaction to Hamas after the discovery of the three murdered teens. Additional meetings are expected as the Cabinet discussions only finished after midnight Monday without reaching any concrete decisions.

The two prime suspects in the kidnapping, Amar Abu-Eisha, 33, and Marwan Kawasmeh, 29, haven't yet been captured and IDF officials vowed Monday that operations against Hamas would continue.

One hundred Paleostinians rioted near the home of Kawasmeh in the evening. They rolled garbage bins and threw rocks at IDF forces. The soldiers responded with crowd dispersal measures, like tear gas.

In several places, rioters also burned tires. Earlier Monday, Paleostinians clashed with IDF forces in the Halhul area, where the bodies of the boys were discovered. Some 200 Paleostinians threw rocks at security forces, who responded with riot dispersal measures.

Dozens of settlers gathered in a junction nearby, waiving Israeli flags and blocking the passage of vehicles with Paleostinian license plates.

After the discovery of the boys' bodies, the IDF blocked off all the entrances to Hebron.

Conflict in Fata
[DAWN] OPERATION Zarb-e-Azb against the TTP and its associated forces is in full swing. While the operation appears to enjoy public support, one must understand the nature of the conflict and its significance for Pakistain.

For years, the categorisation of the conflict in Fata has been contested. Recent legislation concerning Fata — including the Actions (in Aid of Civil Power) Regulation 2011 (AACP) — suggests that the federation has started recognising the conflict in Fata as a non-international armed conflict (NIAC) under international law.

Previously, the conflict was characterised as internal disturbances. While the AACP is far from according adequate protections required under International Humanitarian Law (IHL), it frequently utilises IHL jargon, and is reflective of the IHL framework when it outlines the treatment and limited protections afforded to 'miscreants'.

Under international law, two factors determine whether violence crosses the threshold to be classified as an NIAC: the conflict's intensity and organization of the parties to the conflict. The intensity test provides that an NIAC should be "similar to an international war", but the conflict itself must be confined within the boundaries of a particular country.

The state must regain control over its territory.
The nature of engagement between state forces and turbans in Fata confirms the presence of an NIAC. International criminal tribunals have found the existence of an NIAC in much lower levels of conflict intensity. There have been recognised NIACs of shorter duration, with smaller scale armed engagement, smaller troop deployments, fewer types of weapons used and targets identified, lower organizational capacities of Death Eater outfits and fewer displaced persons.

The existence of an NIAC does not automatically mean that the illusory sovereignty of a nation is undermined. In fact, recognising the conflict as an NIAC provides the state sanction under IHL to militarily defeat its adversary with lower levels of due process than what is available during times of peace.

Under international law the state can re-establish control over its territory in order to defend its national unity and territorial integrity with the caveat that other states cannot use the presence of an NIAC as justification for intervening, directly or indirectly. Furthermore, the presence of an NIAC does not exclude the applicability of domestic criminal law to Death Eaters, but ensures safeguards for civilians in conflict zones.

Basic protections under Common Article 3 of the Geneva Conventions are applicable in any armed conflict. Acts prohibited are the mutilation, cruel, humiliating and degrading treatment and torture of persons; taking of hostages; and the passing of sentences and the carrying out of executions without previous judgement pronounced by a regularly constituted court. There is also the requirement that the maimed and sick be collected and cared for.

Historically, Pakistain has been reluctant to accept the conflict in Fata as an NIAC, probably because it has feared international recognition of Death Eater outfits or the conferral of legal status that grants them the privileges of combatants. These fears are misplaced, as the TTP is abhorred by nearly all states, and viewed as a global terrorist outfit by Security Council members.

Under international law, status principally depends on actual and sustained control and authority over the territory in conflict rather than the recognition turbans receive from third states.

An NIAC is presented in a state when "dissident armed forces or other organised gangs under responsible command, exercise such control over a part of its territory as to enable them to carry out sustained and concerted military operations". Only when such organization, command, control and capacity are disrupted does one come out of a non-international armed conflict. Without such organization or control, the turbans have no legitimacy whatsoever.

The federation should regain control over its territory and establish its writ in the troubled regions. This will automatically exhaust any legitimacy that the TTP claims to possess in Fata. However,

the armed forces must fight this war with transparency, and in compliance with IHL, which would mean that Common Article 3 protections are afforded and civilian immunity is fully preserved.

All civilians, including IDPs, should be adequately cared for and provided all basic facilities and protections. Reputed journalists should be embedded with the forces and given complete access to information so they can apprise the public of the ground realities.

The ICRC should be allowed a sizeable presence in the region. Such measures would prevent violations of IHL by all warring parties, and any war crimes committed by the TTP would further discredit them. Such steps would also reinforce the absolute legitimacy of the operation in the eyes of the international community. Pakistain has the wherewithal to militarily win this war in light of geo-political realities and the asymmetry of armed force.

Iraqi militants move nurses to hospital basement
The 46 Indian nurses trapped in Iraq were evacuated on Monday night to the basement of their hospital as Iraqi helicopter gunships chasing militants rained bombs in one of the most fierce battles to control the city of Tikrit. Ironically, the nurses were moved to the basement kitchen by none other than the militants, when the hospital compound and surroundings came under heavy bombardment after sunset.

The Tikrit Teaching Hospital, where the nurses are holed up, has become the latest theatre of war after the militants occupied the buildings and fired guns to celebrate the militants' declaration of the caliphate of a new Islamic State in lands seized this month across a large swathe of Iraq and Syria.

After bombs hit portable houses occupied by Bangladeshi workers outside the hospital and flames spread, a couple of militants came into the nursing quarters and sat with them.

'He promised we will not be harmed and moved us to the basement,' said Marina M Jose, who made a desperate call to Khaleej Times from the hideout.

She said she talked to Ambassador Ajay Kumar who told them to remain in the basement till the bombing is over. She said the ambassador, with the aid of Google map, was asking Iraqi officials to stop targeting the building where the nurses are lodged.

Reality has begun to bite as the nurses are also faced with near-starvation in an enclave in the wilderness of Iraq’s civil war.

Amid questions who is in charge of Saddam Hussein's hometown of Tikrit, the nurses who came to Iraq chasing their dreams, spent two consecutive days minus breakfast. They managed with a few pieces of biscuits and water and cooked some kanji (rice soup) with the last grains they had, for dinner on Sunday night.

“We were not sure about another bite for the rest of the day and were desperately calling the PR boy, who came past 2pm with some rice, rajma beans, chickpeas, milk powder and tea powder,” one of the nurses told Khaleej Times.

Asked about dinner and breakfast, she said the boy had given “two pieces of thick quboos, one for dinner and one for tomorrow’s breakfast”.

The boy also told them to be “very, very careful with food” as markets are mostly closed and life remains grim in the besieged city.

Tikrit, which had been witnessing fierce battles between government forces and the Islamic State of Iraq and the Levant (Isil), mostly remained without power and water.

“We do not have drinking water anymore. The boy had managed to salvage some bottles of water from another building and this is the last drop of potable water available inside the hospital compound,” the nurse said.

“Nights are sleepless with no air-conditioning and the summer temperatures touching extreme degrees. To beat the heat, we lie down on wet bed linen and wear wet cloths at night. When the cloths dry up after a while, we soak them again,” she explained.

With the crisis worsening with each passing day, she fears that the frustration would gradually explode in anger and hysteria. “On Sunday night, scores of militants fired in the air for hours from nearby buildings. We desperately called the PR boy who said these are celebratory gunfire. He wouldn't explain further.”

“We were unsure who occupied the hospital terraces. Were they government forces celebrating a recapture of the city? Were they the militants or their sympathisers celebrating the Isil’s declaration of the caliphate?' she had initially wondered.

'With the latest round of bombings, it has become clear that we are now in the hands of the militants.'

When Khaleej Times last spoke to them, the nurses were moved back to their quarters as the militants wanted to break fast and pray in the basement.

Marina said that as reported in the media, the embassy has delivered some financial assistance on Sunday. “Each of us received 10,000 Iraqi dinars with instructions to safe-keep and not to tell anyone.”

She said it’s equivalent to Rs500, just enough for onetime top-up of the phone credit. The embassy also topped up credits for 10 needy nurses on Monday.

Guatemala, El Salvador and Honduras, which are supplying three-quarters of the latest cross-border flood, are bucking a trend in Latin America toward stronger local economies based on sound reforms and security.

Those three Central American countries are dependent on their diaspora to prop up their own woeful economies. Immigrants send back billions of dollars to their families. Remittances have risen to 16.5% of El Salvador's GDP, 15.7% of Honduras' and 10% of Guatemala's, according to World Bank data. Nicaragua, the Dominican Republic and Bolivia rely on remittances for 4.1% to 9.7% of GDP.

But the figure drops precipitously for every other country in Latin America. Mexico, with the largest immigrant population in the U.S. with as many as 13 million people, now relies on remittances for just 2% of GDP.

Japan PM to Overturn Pacifist Defence Policy

[TheGuardian] Japan's prime minister, Shinzo Abe, is to defy public opinion and announce a dramatic shift in the country's defence policy that would make it easier for its troops to fight in overseas conflicts.

Abe's cabinet is expected to adopt a resolution on Tuesday that would end Japan's long-standing ban on exercising collective self-defence, or coming to the aid of an ally under attack even if Japan itself is not threatened.

Japan's postwar constitution prohibits the use of force to settle international disputes — a restriction Abe and his supporters say inhibits the country's ability to protect itself and its allies, despite growing fears over North Korea's nuclear programme and China's aggressive territorial claims in the region.

Abe's decision to introduce legislation that would reinterpret the pacifist clause in the constitution, which has prevented Japanese forces from fighting overseas since the end of the second world war, came after opinion polls indicated he would struggle to win enough support in parliament and among voters for outright constitutional reform.

The change to be approved on Tuesday would require a simple majority in both houses; his ruling Liberal Democratic party [LDP] has a comfortable majority in the lower house and controls the upper house with the support of a junior coalition partner. Changing the wording of the constitution, however, would require a two-thirds majority in both houses and a simple majority in a nationwide referendum.

#1  If he succeeds, I expect Japan will have the material to construct a nuclear weapon three days later. They won't assemble them -- yet -- but the parts will be manufactured and stored somewhere underground. They'll be assembled within hours, once the time comes that Japan needs them.

I still say we need to sell Japan a couple of used US aircraft carriers. That would put a crimp in China's expansionist policies. It would also require someone not quite as much a wimp as the current occupant of the White House.

The world is NOT a "safe place". The only guarantee of individual freedom is enough strength to guarantee it. This is a lesson the Europeans, especially, need to learn. I think Japan has gotten the message.

GM recalls 8.4 million more cars after crashes, deaths
[Iran Press TV] US car giant General Motors has recalled up to 8.4 million more vehicles to fix an ignition switch glitch that prevents airbags from inflating.

On Monday afternoon, the embattled company announced six new recalls that involve 7.6 million vehicles in North America and 800,000 more overseas.

The recalls consist of mainly older midsize cars dating back to 1997, bringing GM's total number of recalls this year to over 29 million.

#2  3dc, my mother got a recall letter yesterday. It warned that the car could suddenly slip from power to manual steering, In this case, turning the engine off and on again might fix the problem as a short term fix. There are as yet no parts to effect repairs, but when there are she will be contacted.

My mother is eighty-eight. This is not something she is equipped to deal with, especially in the midst of moving into an independent living apartment far from her previous home.

Men begin playing detectives, they search for the root cause of Cain's crimes and try to understand what provoked him this time.

But even when the Lord does not speak to men, the blood can still be heard crying from the earth. A thousand years of blood, the blood of men, women and children from every race and every part of the world.

Cain has made a mountain of corpses. His Caliphate was built on bones. His code is cruelty and his holy book is written in blood on the flayed skins of his murdered victims.

A thousand years of blood calls from the earth. The cries of peoples long vanished from the earth warn us that we will either drive out Cain or his curse will fill our lands with blood and dust and all that we love and all that we have worked for will die at his cursed touch.

"Although there is no civilian population in the NWA now, we are making sure that the civilians are not stuck or made hostage by the murderous Moslems. For this purpose, search operations are being launched across the tribal agency," the political agent said. The security forces, he said, were pursuing Zarb-e-Azb operation on "methodical lines". "The troublesome areas of Miranshah, Mir Ali, Ghulam Khan, Shawal and other parts would be cleared as per plan. So far, the operation has been a complete success and the security forces are hopeful that it would yield hundred percent results throughout."

According to the Inter-Services Public Relations (ISPR), after evacuation of all the civilian population, the ground operation commenced in and around Miranshah early Monday morning. "House-to-house search of Miranshah town is being carried out by infantry troops and Special Services Group. Fifteen bully boyz have been killed in ground offensive so far. Troops have discovered underground tunnels and IEDs (improvised bombs) preparation factories inside the so far cleared area. Three soldiers got injured in the exchange of fire," a Zarb-e-Azb operation update said on Monday.

Integrated fire of artillery, tanks and other heavy weapons is being carried out on terrorist concentrations in Mirali and other areas, it said. "An effective cordon is in place at other areas housing terrorists." What Happened On The Night Of The Kidnapping
[IsraelTimes] Eyal Yifrach, 19, Naftali Fraenkel, 16, and Gil-ad Shaar, 16, the three kidnapped Israeli teenagers whose bodies were found on Monday, realized very quickly that they had been abducted on the night of June 12.

The three teens were waiting at Geva'ot Intersection, west of the settlement of Alon Shvut in the Etzion Bloc south of Jerusalem, soon after 10:15 p.m, looking to catch a ride heading west on Route 367 toward Beit Shemesh and from there to locations in central Israel where each of them lived.

The prevailing assessment within the defense establishment is that the kidnappers, at least at first, only saw one of the hitchhikers, perhaps Yifrach, who did not know Shaar and Fraenkel. Only once the kidnappers' Hyundai i35 came to a stop did the kidnappers realize that they would be outnumbered by their hostages within the small confines of the car. This may be what changed the nature of the crime from kidnapping to murder, security sources suggested.

Inside the Hyundai, Israel alleges, were Hamas terrorists Amer Abu Aysha and Marwan Kawasme.

Recognizing, too late, that the car was not an innocent Israeli vehicle, one of the teens called the police at 10:25 p.m. and whispered, "We've been kidnapped." The call was transferred immediately to a senior female officer, who continued to ask questions but received no reply. The call lasted for 2:09 minutes and was then cut off. The officer called the number eight more times, but received three busy signals and reached voicemail five times.

The kidnappers, apparently realizing that a call had been made, shot the three teens dead soon afterwards in the backseat of the car, military sources said.

Prime Minister Benjamin Netanyahu said Monday night that they were murdered "in cold blood."

Early assessments by some regarding the professionalism of the terrorists appear to have been misplaced: the killers seem to have panicked. The three teens did not fulfill the role Hamas sought for them, security officials indicated, to serve as bargaining chips that would free thousands of Palestinians prisoners and promote the Hamas brand throughout the West Bank.

The killers then drove a further 10 minutes or so before switching vehicles. They abandoned the Hyundai i35, a relatively new vehicle, and set it on fire.

They transferred the bodies to the second vehicle, and drove close to the field in the Halhul area where the three corpses were ultimately discovered, bound, partially buried, and in what eyewitnesses said was "in not good condition," on Monday afternoon. The land where the bodies were found belongs to the Kawasme family, Channel 2 news reported.

Unbeknownst to the killers, the emergency call had not prompted an alert by Israel's security forces. The senior officer did not pass on the information to her superiors or listen to the recording for further evidence, concluding that it was a prank call. The security forces realized there had been a kidnapping, and began what became an 18-day search operation, only some seven hours later.

#7  The problem is special characters in the copied browser text. First, I copy the text from the browser and paste it to a text editor (e.g. notepad). Then I search the text for a forward double quote, copy it to the clipboard and paste to the search for part of a change command. In notepad the change command is Ctrl+h. I insert the double quote character on my keyboard into the replace with part of the change command and then change all.

I repeat for the trailing double quote character, the long hyphen character, and the curly single quote character, replacing them with their keyboard equivalents.

Declaring caliphate has 'no meaning': US
The United States said on Monday the declaration by militants of an "Islamic caliphate" on territory they have seized in Iraq and Syria has "no meaning."
Too bad no one in that part of the world listens to Champ...
"We have seen these types of words or comparable claims from Isil before," State Department spokeswoman Jen Psaki told reporters, referring to the Islamic State of Iraq and the Levant militant group.
Ummm... No, we haven't.
"This declaration has no meaning for the people in Iraq and Syria," she said, adding that it just "exposed the true nature of this organization and its desire to control people by fear."
The meaning to the people of Iraq and Syria is that the turbans now control enough territory to declare their state, and they're confident they're strong enough to keep it. They've got lots of people who've been pushing the caliphate idea for years, people like all of Hezb ut-Tahrir and al-Muhajiroun (now whatever Anjem Chaudry's calling it), and Omar Bakri Mohammad, whom the Lebs jugged a week or so ago for his involvement with jihad. They've got a world-wide recruiting organization and lots of financial backing from the Devout™. If they can keep Baiji they're probably self-supporting.
"This is a critical moment for the international community, for countries in the region, for all of the Iraqi people to unite against the threats that they face," Psaki said, while stressing she did not want to "overemphasise" the declaration's impact.
It's a critical moment, but she doesn't want to over-emphasize it. That makes sense. Not a lot of sense, but sense. Of a sort.
The White House said the militants spearheading the offensive in Iraq had waged "a campaign of terror of gross acts of violence and repressive ideology that pose a grave threat to Iraq's future."
They aren't any different from Zarqawi, or from the bunch that was active in Saudi Arabia until the princes cracked down. Remember the guy who kept the murdered contractor's head in his refrigerator? The Taliban did the same sort of thing. Remember the Bamian Buddhas?All that stuff's far away and it has nothing to do with the U.S.A., does it? It's not like they attacked New York or something.

Oh. Wait. They did.

But that was a long time ago. We were all so much younger then.

"Isil is not fighting for a stronger Iraq. Isil is fighting to destroy Iraq. And that's why you've seen this administration work closely with Iraq's political leaders to encourage them to unite the country as they confront this existential threat," spokesman Josh Earnest said.
So where's the "Shock and Awe" part, Josh, if it's all that important?
With Iraq's parliament scheduled to hold its opening session on Tuesday following April elections, Psaki said Washington was "continuing to urge Iraqi leaders to come to an agreement on the three critical posts that are key to forming Iraq's next government."
That means they want to dump Maliki, whom Iran and Russia don't want to dump even though Sistani does.

#9  I wonder if anybody is looking at the opportunities afforded by such a declaration. As AlanC notes, who runs the caliphate isn't obvious from Islamic principles, and there are plenty of candidates who, with a little encouragement, might be willing to dispute each others' claims.

Return Of The Caliph
[The Nation (Pak)] The Islamic State of Iraq and Syria (ISIS) has changed its name to Islamic State (IS) and declared itself a caliphate. IS has made gains in Iraq since they captured djinn-infested Mosul
... the home of a particularly ferocious and hairy djinn...
and has had jihadists from other groups swear allegiance to them. Al Qaeda never went as far as to asset a caliphate, and in their ambitions IS may have surpassed Al Qaeda and if the global community hasn't already, it is time to sit up and pay attention.

For ideological jihadists, the caliphate is the ultimate aim, and IS has come closest to realising that vision. There exists a certain amount of nostalgia for the caliphate, and this publicity stunt will help IS recruit young turbans from all over the globe as well garner some conservative popular support from Mohammedan countries including Pakistain. Numbers of Mohammedan youth from the US, UK, the Sinai, Jordan, Gazoo and Indonesia have been reported to have traveled to Iraq and Syria to take up the IS cause as well as fight against the Syrian government.

The Iraqi government's pleas for international intervention may be helped by the declaration of a caliphate. What is the international community going to do? The US has been on the fence about what to do with Iraq; will they let the situation further escalate? Russia already has its plane in Iraq with Syrian support. The only counter to ISIS is regional. Turkey won't support the IS ideology and just had its diplomats kidnapped in Mosul. Iran is already countering IS and is sick of radial Sunnism. Iran doesn't want to lose an ally in Storied Baghdad that is more important than even Assad in Syria. They are reportedly airlifting over a hundred tons of supplies to Storied Baghdad daily, and forces have been deployed weeks ago. Yet, beyond the Middle East, in South Asia, in Africa and even East Asia, Mohammedans may actually agree with the Islamic State's call to arms.

Things are different this time around. IS doesn't want to destroy the US like Al Qaeda; it wants to carve out a state, and break territorial boundaries constructed by colonial rule. It wants to break the borders of Iraq, Jordan and Leb and free Paleostine. And by state, it means Caliphate. The modern nation state and its trappings hold no importance for IS. IS has assets in the low billions and a very efficient bureaucratic governing structure. It would not have made such a statement, if it wasn't ready for a backlash form opposing jihadist groups as well as international players.

#1  So what country will be first to put an Embassy in the caliphate capital? Anybody? Anybody? Any such embassy would not only have to be a super-bunker to protect from the near guaranteed retaliatory strikes that will occur against the Caliphate before too long but probably a medieval fortress to keep the locals looking for hostages out.

Saeed, in an interview with the BBC, said the US is targeting Jamaat-ud Dawa (JuD) to win India's help in Afghanistan. The US alleges the JuD is a front for the terrorist group Lashkar-e-Taiba

Saeed told the BBC's South Asia correspondent Andrew North that America's ban on JuD was "dictated" by India. "America always takes decisions based on Indian dictation. Now it's imposing this new ban because it needs India's help in Afghanistan. I had nothing to do with the Mumbai attacks and Pakistain's courts said all India's evidence against me was just propaganda?" Saeed told the BBC in Lahore.

He claimed the $10 million price on his head doesn't worry him. "The people of Pakistain know me, and they love me. No one has tried to approach the American authorities to get this bounty. My role is very clear here, and God is protecting me"

The BBC asked him if he was an obstacle to better India-Pakistain relations. "India makes me an issue to divert attention from Kashmire, which is the real issue. Kashmire should be free and India must withdraw its hundreds of thousands of troops who are occupying the territory and give Kashmiris the right to decide their future. We are not the obstacle to better relations," he replied.

President B.O. has sent a special unit of CIA officers to the UK to investigate British Moslem snuffies amid growing fears in Washington that we are becoming a 'breeding ground' for terrorism.

In a pointed snub to MI5, the agents arrived on a 'lone wolf' mission to interrogate senior security experts about the radicalisation of UK Moslems.

The mission has been revealed as our security services have been forced to admit they are struggling to keep track of the estimated 500 Britons who have travelled to the Middle East to fight alongside the Islamic Isis forces in Syria and Iraq.

It is unusual for the CIA to send a team to the UK: the agency usually relies on information passed to it by MI5 or MI6 or by its agents stationed at the American Embassy in London.

Sources have told The Mail on Sunday that the agents were keen to establish the 'stability' of the relationship between the Sunni and Shia branches of Moslems in the UK. The fighters going out to join Isis have been British-based Sunnis, causing deepening tensions within the community.

Professor Anthony Glees, of the Centre for Security and Intelligence Studies at Buckingham University, said the mission, which took place earlier this year, showed the level of concern in Washington over the issue, which he claimed was rooted in the UK's 'lax' immigration policies.

'The US is worried about the British situation. They fear there might be a knock-on effect for them,' Prof Glees said.

'The throat-cutting between Sunnis and Shias in Iraq and Syria has not yet spread to the UK, but it is a real threat. It is conceivable you could see Shia "hit squads" in Britannia targeting Sunnis preparing to go out to the conflict zones to fight.'

He said: 'The Americans regard the UK as a disaster because of our lax stance on immigration which has allowed this militancy to take hold.

'Frankly, they would not be doing their jobs properly if it did not do this — forming an objective view of the situation outside of the reports they get from MI5 and their officers at the US Embassy in London.'

Last night a source at the CIA insisted British intelligence had been informed of 'all outside contacts' the agents made in the UK.

However,

the sources also admitted that the move revealed a growing lack of trust in Washington over MI5 and MI6's ability to provide a reliable assessment of the security threat presented by young Moslems under the sway of imams who are radicalised and then recruited to fight in religious wars around the globe.

The B.O. regime has become increasingly anxious that young American Moslems could follow the same pattern. There are strong links between British and American forces of Evil and the sources say the CIA feels British efforts to identify and unmask them have been inadequate.
A CIA and a Home Office front man declined to comment.

If Obama wants to know about muslim terrorists in Britain, he can ask the CIA agents already working there.
