[AlMasdar] The so-called Islamic State (ISIS) has launched a major offensive, tonight, to breakout of their large pocket in the Badiya region and advance towards the historical city of Palmyra. (pretty near the Lebanon border)
According to a military source in the Homs Governorate, ISIS began the assault by storming the Syrian Arab Army's (SAA) positions to the east of the T-3 Pumping Station.
In particular, the Islamic State militants struck the Syrian Army's positions inside the strategic Hamimah area, which was once the terrorist group's stronghold in the Badiya region.
While no gains have been reported, both parties are currently involved in a fierce battle, with the Islamic State on the offensive.

[IsraelTimes] A senior commander and other fighters belonging to the Lebanese terrorist group Hezbollah were killed overnight in an Israeli Arclight airstrike, Sky’s Arabic language channel reports.
The strikes targeting a military coordination center for the Iranian-backed group reportedly took place near the Syrian town of al-Qusair in the Homs district, close to the Lebanese border.
The report said Israel declined to comment on the raid.
[IsraelTimes] US President Donald Trump ...New York real estate developer, described by Dems as illiterate, racist, misogynistic, and what ever other unpleasant descriptions they can think of, elected by the rest of us as 45th President of the United States... has confirmed that top North Korean official Kim Yong Chol is heading to New York for talks on an upcoming summit between Trump and North Korean leader Kim Pudge Jong-un ...the overweight, pouty-looking hereditary potentate of North Korea. Pudge appears to believe in his own divinity, but has yet to produce any loaves and fishes, so his subjects remain malnourished... Trump tweeted early Tuesday: "We have put a great team together for our talks with North Korea. Meetings are currently taking place concerning Summit, and more. Kim Young Chol, the Vice Chairman of North Korea, heading now to New York. Solid response to my letter, thank you!"
South Korea’s Yonhap News said Tuesday it saw the name of Kim Yong Chol on the passengers’ list for a flight Tuesday from Beijing to Washington. They later reported that Kim changed his flight to go to New York on Wednesday.
Kim is a former military intelligence chief and now a vice chairman of the North Korean ruling party’s central committee tasked with inter-Korean relations.
[IsraelTimes] Army strikes in Gazoo seal off tunnel -- intended for both smuggling and attacks according to IDF -- that reached 900 meters into Israel
Defense officials reportedly said the next 24 hours would be "intense" amid the worst escalation on the Gazoo border since the 2014 war, known in Israel as Operation Protective Edge.
The Israeli army on Tuesday afternoon struck what it said was a Hamas, a contraction of the Arabic words for "frothing at the mouth", tunnel in the Gazoo Strip that extended hundreds of meters into Egyptian and Israeli territory.
The IDF said the U-shaped attack tunnel destroyed near Rafah and the Kerem Shalom border crossing was still under construction and not yet usable.
The military said the tunnel crossed from Gazoo into Egypt and from there into southern Israel, and was intended both for smuggling weapons and for attacks against Israel.
Its full length was around 2 kilometers (1.2 miles), the army said, and the segment inside Israeli territory was 900 meters (half a mile) long.
The military discovered the tunnel in the past two weeks, an army spokesperson said.
The army called the tunnel’s design "unique."
"This is a very long tunnel," a source told the Ynet news site. "It also had exit shafts on the Egyptian side. The tunnel was dealt with using Arclight airstrikes [in Gazoo], and in the coming hours will also be taken care of on our side to neutralize it entirely."
Israeli officials reportedly informed Egyptian counterparts of the planned strike on the tunnel, according to Hebrew-language media. It was not clear if Israeli strikes on the tunnel included action over the border in Egypt.
The destruction of the tunnels came as Israeli planes pounded Gazoo in response to a morning barrage of mortar fire, including one shell that landed in a kindergarten playground shortly before children were due to arrive.
The IDF said it struck over 35 terror targets in Gazoo throughout the day, belonging to Hamas and Islamic Jihad ...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah... . These included weapons caches, naval targets and terror headquarters, the IDF said.
Defense officials reportedly said the next 24 hours would be "intense" amid the worst escalation on the Gazoo border since the 2014 war, known in Israel as Operation Protective Edge.
[Ynet] The Trump administration says computer malware tied to the North Korean government has been targeting US infrastructure and aerospace, financial and media companies for at least nine years to steal information and remotely manipulate networks.
The US has accused North Korea of launching a slew of malicious cyber activity in recent years.

The latest warning about malware, called Joanap and Brambul, was issued Tuesday as North Korea leader Kim Pudge Jong-un ...the overweight, pouty-looking hereditary potentate of North Korea. Pudge appears to believe in his own divinity, but has yet to produce any loaves and fishes, so his subjects remain malnourished... dispatched one of his top advisers to New York.

[ALMASDARNEWS] The Ottoman Turkish-backed rebels in the Afrin region of northwest Aleppo have once again clashed over which group controls the residential homes.
According to the pro-opposition Syrian Observatory for Human Rights (SOHR), the al-Hamza Division and al-Mu’asim Division clashed over which group takeover the residential homes inside Afrin city.
"The festivities took place near Kawa roundabout in Afrin city, between a group of al-Hamzah Division and a group of al-Mu’asim Division, again the backdrop of a disagreement between other groups about the takeover of residential houses in the area," SOHR reported.
This is not the first time that Ottoman Turkish-backed groups have clashed over properties and loot, as this has become a common occurrence in the Afrin region.

Baghdad (Iraqinews.com) ‐ Iraq has the exclusive right to try Russian women, who are implicated in terrorist attacks on its territory, the Iraqi ambassador in Moscow said on Tuesday.
"It is difficult to send Russian women standing trial in Iraq to their homeland in order to serve their jail terms there," Baghdad Today quoted Ambassador Haider Mansoor al-Ithari as speaking at a presser, stressing that the trial of Russian women will be pursuant to the Iraqi law.
"Work is underway to exchange prisoners between Iraq and Russia until an agreement is reached on that score," the ambassador pointed out.

Authorities say they are coordinating with other countries to extradite those held who are not convicted of terrorism.
The exact number of detained bandidosbully boyz is still unknown, however, it’s estimated to be at thousands. It’s also unclear how many members are likely to face death sentences.

Singh (IPA: /ˈsɪŋ/), is a title, middle name, or surname which originated in India. Derived from the Sanskrit word for lion, it was adopted as a title by Rajput warriors in India,[1] and mandated by Guru Gobind Singh for all Sikhs. It was later adopted by several castes and communities. As a surname or a middle name, it is now found throughout the Indian subcontinent and among the Indian diaspora, cutting across communities and religious groups, becoming more of a title than a surname.[2] It is one of the most common surnames in the world, shared by 36 million people in India.[3]

Thats sad. I have an MD name of Singh, turban and all. He and his family are wonderful people, and all the interactions I have had with the Sikh community have been good. Of course all these folk came to the US by way of India, and most are second or 3rd generation Americans. Are those molesters perhaps Paki-stainy culture, or actually Muslims, not Sikh?
I bet thats the case.
The Sikhs here strike me as good moral people in general, soft spoken, well disciplined, and hard working, like the Indian (from India) people they associate with here in the US.
This episode makes me wonder if there isn't something in the water (no pun intended) out there in California?

Also, may I interest you in a vocative comma? Very cheap now that they've fallen out of fashion, and I'm sure they'll be coming back in style any day now!

So there are no Muslim with Indian surnames TW?
I wouldn’t argue that at all, Woodrow, but non-Muslims have also been known to misbehave in this manner. In fact, like Injun Bucket8891 I only knew Singh as a Sikh name, but the Wikipedia article shows there are a great many non-Sikhs from that part of the world who use it as well. And none of the names in your waterpark article sound Muslim to me — no Mohammed, no -ullah or -al — though I realize my knowledge of such things is limited.
My conclusion is that this time the nasty little rat bastards are probably not Muslim, and definitely deserve to be castrated... after a fair trial and before they are sent back to India with only the clothes on their backs. In fact, it occurs to me to wonder whether they are here legally...

Earlier on Tuesday, the Foreign Ministry of Abkhazia and South Ossetia reported that Syria recognized the independence of the two republics. After that, Georgia began the procedure for severing diplomatic relations with Syria.
"The EU fully supports the territorial integrity and illusory sovereignty of Georgia within its internationally recognized borders, and therefore we condemn the decision of Syria that is contrary to international law," Herman told journalists after the meeting in the Georgian Foreign Ministry.
He added that the EU will continue to make efforts towards the peaceful settlement of conflicts.
Georgia on the night of August 8, 2008, fired South Ossetia from the Grad rocket launcher, Georgian troops attacked the republic and destroyed part of its capital, Tskhinvali. Russia, defending the inhabitants of South Ossetia, many of whom took Russian citizenship, introduced troops into the republic and after five days of fighting displaced the Georgian military from the region. EU head of mission in Harare, Ambassador Philippe Van Damme, signed on behalf of Brussels while Foreign Affairs and International Trade Minister, Sibusiso Moyo, signed on behalf of the Zim-bob-wean government.
In a statement issued Monday, EU delegation public affairs officer Dorothe Grebe said the agreement was part of Brussels' preparations for the deployment of an election observer mission to Zim-bob-we.
"Today's signature by Minister of Foreign Affairs and International Trade, Sibusiso Busi Moyo and EU Ambassador Philippe van Damme follows the invitation by the Government of Zim-bob-we on 2, March 2018 for the EU to deploy an Election Observation Mission for the upcoming harmonised elections," she said.
The development followed "an Exploratory Mission by the EU in March 2018, which sought to determine the advisability, feasibility and usefulness of sending EU election observers to Zim-bob-we".
This is the first time the EU will be sending an observer mission to Zim-bob-we and supporting the country's democratisation process since 2002.
Grebe said the EU mission would observe the run up to the elections, the Election Day and also monitor electoral complaints that may be lodged after the elections.
"The EU observers will be deployed nationwide," she explained.

Military spokesman Tere Ingente said soldiers on patrol in a mountain village in the town of Lagonglong on Sunday morning when they fought about 30 NPA militants. The fierce firefight lasted for 15 minutes when the rebels withdrew and left behind not only three slain comrades but weapons like AK47 and M16 Armalite rifles.
Ingente said, “Outgunned and out-positioned, the rebels fled leaving behind their three slain comrades and were seen dragging along with them their still undetermined number of wounded.”
Security forces immediately launched pursuit operations and caught up with the fleeing militants in a nearby village four hours later on Sunday, resulting in another clash with no casualties reported on either side.
The clash is the latest reported between the military and the NPA as Philippine government and rebel representatives prepared to resume the off-and-on negotiations. President Duterte said he agreed to the resumption but insisted the government host the negotiations in the Philippines, a departure from the practice of holding such talks abroad with a third-party facilitator.
[ALMASDARNEWS] For the first time since 2014, the Paleostinian forces in the Gazoo Strip have fired over 100 artillery shells and missiles into the nearby Israeli localities, wounding at least six people.
At the same time, the Israeli Defense Forces (IDF) have also been militarily active all day, launching at least 30 Arclight airstrikes over the Gazoo Strip; this has resulted in nonstop hostilities between the two parties.
The IDF has blamed Hamas, a contraction of the Arabic words for "frothing at the mouth", for the violence, while the latter has accused Israel for igniting the tensions.
This large response from the Paleostinian forces came just 24 hours after four Gazooks were killed as a result of the heavy shelling from the Israeli Defense Forces (IDF).
In order to stop the Paleostinian rocket fire, the United States has requested an urgent UN Security Council meeting.

[AlAhram] Egypt’s military has said eight Islamist "takfiri ...an adherent of takfir wal hijra, an offshoot of Salafism that regards everybody who doesn't agree with them as apostates who most be killed... s" and two army personnel have been killed in the past few days as part of an extensive offensive to crush myrmidon groups concentrated in parts of Sinai.
The attacks are part of a major security operation, Operation Sinai 2018, which involves the army, navy, air force and police, launched in February to target "terrorist and criminal elements and organizations" in northern and central Sinai, parts of the Nile Delta and the Western Desert.
The armed forces’ front man announced the deaths in a video communiqué published on the Egyptian military's official Facebook page on Tuesday, the 23rd such military statement on Operation Sinai 2018 since its launch.
The takfiris were killed in an exchange of fire with army forces during raids in northern and central Sinai, the front man said, as the video showed footage and photos of the attacks.
The Arabic word "takfiri" refers to hardline Sunni Moslems who accuse other Moslems of being infidels, often as a justification for using violence against them.
Two army conscripts were killed and three other conscripts and one officer were maimed during festivities with the myrmidons, added the front man.
The deaths bring the total number of those killed since the operation began to more than 300, including at least 37 military personnel, according to calculations based on military statements.
The air force, which has been conducting Arclight airstrikes in northern and central Sinai since the operation started, also recently destroyed two vehicles loaded with weapons near Egypt’s western border, the front man said.
He added that 64 criminal runaways and suspects have been tossed in the calaboose Maw! They're comin' to get me, Maw! in recent days, while 578 people have beencaptured while attempting to enter Egypt illegally through the country's western border with Libya.

Military engineers have discovered and destroyed 15 bombs planted to target forces at operation sites, he added.
Security forces have also recently uncovered and destroyed "a number of" farms used to grow banned narcotics.
The armed forces said it has continued to dispatch convoys to distribute food to locals in northern and central Sinai, to meet their needs in the areas it is operating in, especially during the Islamic fasting month of Ramadan.

[ALMASDARNEWS] The Syrian state news agency SANA reported Tuesday that, citing its sources, US intelligence services are continuing to organize staged operations with chemical weapons against Syrians.
According to the Syrian Committee on the elimination of chemical weapons, quoted by the SANA, the US intelligence forces are teaching Syrian families to show the aftermath of chemical attacks at a Syrian base.
"The US and its intelligence and military services continue to prepare staged operations in some parts of Syria, pushing their agents and their tools to use chemical weapons against innocent Syrian citizens, accusing the Syrian state of deception," the source said, as cited by the agency.
According to the media outlet, Syria condemned this "new staging" and confirmed that some other Western countries had been participating in it, namely La Belle France, the United Kingdom.
The SANA’s source also noted that the committee confirmed receiving certain information that the bandidosfaceless myrmidons who previously collaborated with ISIS* are now working with the United States and the so-called "Syrian Democratic Forces" (SDF), taking away families from the districts under the SDF control to the American base in the area of the al-Jafra field to prepare them for depicting the consequences of the shelling of chemical weapons by the Syrian army.
In early April, the US and its allies have accused Damascus of chemical attack in the Syrian city of the Douma. Moscow refuted information about the chlorine bomb allegedly dropped by the Syrian military, after the country’s experts have attended the place of the alleged attack and haven’t found any proof. The Russian Foreign Ministry explained the aim of these accusations was to shield the bandidosfaceless myrmidons and justify possible power strikes from outside.

[Ynet] After thousands of acres of fields have been burnt in recent weeks by Gazook rioters, officials announce intention to sue Hamas, a contraction of the Arabic words for "frothing at the mouth", leaders at ICC: ’We call on farmers and other Israelis to join us.’
In light of the recent spate of incendiary "Kite Terror" attacks from Gazoo plaguing their fields, Israeli farmers from the region announced Sunday that they intend to sue the Hamas leadership for war crimes at the International Criminal Court (ICC) at The Hague.
The announcement comes after the Paleostinians announced that they intend to take Israel to the ICC after the recent deadly festivities on the Gazoo border.
The Israeli farmers, who are filing their lawsuit with the assistance of the legal aid organization Shurat HaDin Israel Law Center, are specifically targeting Hamas military wing leader Yahya Sinwar and political leader Ismail Haniyeh ...became Prime Minister after the legislative elections of 2006 which Hamas won. President Mahmoud Abbas dismissed Haniyeh from office on 14 June 2007 at the height of the Fatah-Hamas festivities, but Haniyeh did not acknowledge the decree and continues as the PM of Gazoo while Abbas maintains a separate PM in the West Bank... It is the first legal response to the "kite terror" which has become a source of extreme anxiety for farmers in the border vicinity. Among the plaintiffs are security officer of Kibbutz Alumim, Rafi Babian, and the agricultural director at Kibbutz Nir Am, Ofer Lieberman, who saw 1,000 dunams of wheat fields destroyed at his Kibbutz in the last two weeks alone.
The farmers are highlighting Paleostinian violations of the Rome Convention including the burning of agricultural land by using incendiary kites, attacking the borders of Israel, using children for conducting warfare and using a civilian population as human shields.
Thirty four towns and Kibbutzim whose fields suffered fires caused by the kites from Gazoo announced their participation in the lawsuit against the Hamas leaders.
The heads of the local councils, Shai Hajaj and Tamir Idan, said: "Whoever launches a burning kite with the aim of setting a fire and causing bodily harm, plants bombs, builds terror tunnels, is a terrorist in every sense. Terrorism is terrorism, whether it is 'primitive' or sophisticated.
"There is no difference between terrorism in Gazoo and terror from ISIS. The whole world must unite against Islamic terrorism and allow for a quiet and calm life in Gay Paree, Munich and here in Israel ... We want to live here in peace and we miss the times when there were business collaborations between Gazoo and the southern communities in Israel," he continued.
Shurat HaDin is calling on farmers and citizens to join the lawsuit. Its Director Attorney Nitzana Darshan-Leitner vowed that Israel would deal with the matter legally.
"Israel will not remain silent. The current security situation, in which fields and forests in Israel are being burned every day by activists of a terrorist organization, is unacceptable," she said.
"It is inconceivable that Hamas leaders accuse Israel of war crimes while using the civilian population, especially children, as human shields for their terror, which is directed time and time again towards the citizens of Israel. Therefore we call on the International Criminal Court in The Hague to bring them to justice."
[YNET] Footage recorded by a drone shows huge landmass of Be'eri Crater Reserve—a once blooming landscape that served as natural habitat for wildlife—blackened as terrorists in Gaza fly flaming kites into Israel; 'To think that animals have been burned breaks one's heart.'
The Be'eri Crater Reserve adjacent to the Gaza border is considered to be among the most picturesque tourist sites in the region, with its green landscape serving as a natural habitat for a variety of species of animals.
During the winter, the nature reserve was covered by a blanket of multiple shades of green, interspersed with red roses in what was a symbolic testament to the success of making a desert bloom.
In recent weeks, however, the greenery has been replaced by a blackened and charred landmass caused by incendiary kites flown over by Palestinian rioters from the Gaza Strip, whose latest weapon in their arsenal is wreaking havoc on southern residents and farmers.
On Sunday alone, 200 more dunams
...there are about 4.05 dunams per acre, so 49.4 acres...
were incinerated by the kites which are affixed with Molotov Cocktails.
Since the kites were first used in April as part of what Gazans describe as the “March of Return” protests, the "aerial terror offensive" against the Israeli border communities has continued with greater vigor, including some 300 incendiary kites flown into Israel's territory, causing 100 fires and decimating more than 3,000 acres
as there is about 0.25 acre per dunam, that is about 12,140.57 dunams
of wheatfields.
...plus the acreage of nature preserve and other non-wheatfields set afire during the same period. But presumably the lawsuit only addresses quantifiable commercial losses.
In addition, millions of shekels
...1 New Israeli Shekel = $0.28 at the current exchange rate...
worth of damage has been caused to the farmers of the area.
With the new primitive but effective tactic employed by Gaza’s residents, Israeli firefighting services and security forces from surrounding communities are called to the area at least three times a week to extinguish the blazes intended to ravage southern agriculture.
In a video obtained by Ynet, the scorched remains of the once-blooming Be'eri Crater greenland—70% of which has been consumed by the flames—can be seen more clearly from a birds-eye view.
Experts believe that the blazes have taken a significant toll on wildlife in the area, which could once hide between the grooves and rocks in the expanses, but have no refuge from the flames sweeping through.
Indeed, estimates say that thousands of lives of animals have been claimed, among them reptiles and turtles, which either burned to death or were suffocated.
“It is clear to us that that time do its work, the rain will return and the blooming with be renewed,” an optimistic Rafi Babiyan said, a security officer from the Sdot Negev Regional Council.
“At the same time, to see the reserve burnt to such an extent, and to think that animals have been burned breaks one's heart,” he added.
“The crater lies between Kibbutz Alumim and Kibbutz Be'eri and all the residents are working to save it every time a fire breaks out. Residents from all the communities join the effort to stop fires from spreading, but the damage has already been done,” he continued.

Our troops are heading toward al-Desheisha, located south of Hasaka to liberate it completely from the gunnies until reaching to the Iraqi borders."
The operations to free Desheisha, according to Abdallah, are carried out "in cooperation with Iraqi troops at the joint task forces to eliminate IS from the region and prevent the gunnies infiltration to Iraqi and Syrian regions."

The troops announced in September launching the Operation al-Jazeera Storm to liberate the eastern countryside of Deir az-Zour province.

[Ynet] Ministers Shaked and Steinitz say armed conflict and retaking of the Gazoo Strip are now on the table after more than 70 rockets, mortar shells were fired into Israel's south in less than a day.
Minister of Justice Ayelet Shaked and Minister of Energy and Water Resources Yuval Steinitz warned Tuesday that should the incessant rocket fire from Gazoo continues, Israel will have no choice but to retake the strip by force to rid it of the terror groups holding it hostage.
More than 70 rockets and mortar shells were fired into Israel Tuesday in the biggest attack on Israeli communities since the 2014 Operation Protective Edge. The IDF retaliated by bombarding Hamas, the well-beloved offspring of the Moslem Brotherhood, military posts in the strip, warning Gazoo civilians to stay within reach of a bomb shelter in an effort to avoid collateral damage.
So far, only three Israelis were hurt by the indiscriminant attack, two lightly and one moderately. All three were soldiers stationed close to the Gazoo border.
"We are not interested in conquering the entire Gazoo Strip, and we hope that we will not be forced to carry out this move," Steinitz said, adding it is the reason why Israel's response should be "sharp and deterrent" so the violence would not "deteriorate into something much bigger."
The minister added that he thinks "the other side is not interested in a confrontation," and so Israel has to take the opportunity to "strike with all its might" so the strip's Hamas ruler would be forced to restrain the Paleostinian Islamic Jihad ...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. ‐which the IDF says did most of the firing‐from launching any more rockets or mortar bombs.
He stressed, though, that the humanitarian situation in Gazoo should be taken into account when considering such action, blaming Paleostinian Authority President the ineffectual Mahmoud Abbas ... a graduate of the prestigious unaccredited Patrice Lumumba University in Moscow with a doctorate in Holocaust Denial... for "deliberately putting Gazoo in a humanitarian crisis so that the anger and distress will be directed at the State of Israel."
He concluded by saying any intrusion into Gazoo would have to be taken after planning out its long-term implications on the strip's residents.
Backing him, Shaked said Israel should go even further and mull a potential retaking of the coastal enclave as a decisive move to topple the Hamas regime.
She said it was only a "miracle" no children were harmed when a mortar shell landed in a kindergarten earlier Tuesday when the barrage from the strip started, saying if ant had did it "could have led to war."
"The response should be very severe, as if blood was spilled here. All the options are on the table, including conquering the strip," she said, echoing Steinitz.

[NYPOST] Workers from more than 40 charity organizations exploited refugee children and women in West Africa by trading food for sex, according to a leaked report ‐ that the United Nations ...where theory meets practice and practice loses... has known about for 16 years.
The disturbing scandal is laid out in an 84-page report produced in 2001 by researchers for the United Nations High Commissioner for Refugees and Save the Children working at refugee camps in Guinea, Sierra Leone and Liberia.
The report was handed over to the UNHCR in 2002 but only a summary of the allegations was published.
Identified in it are 40 organizations "whose workers are alleged to be in sexually exploitative relationships with refugee children," according to The Times in the UK, which obtained a copy of the full report.
Aid workers were "among the prime sexual exploiters of refugee children, often using the very humanitarian assistance and services intended to benefit refugees as a tool of exploitation."
They allegedly traded basic needs ‐ like food, oil, access to education and plastic sheeting for shelters ‐ for sex.
Women at a camp in Guinea told the researchers, "In this community, no one can get corn soya blend without having sex first. They say, ’A kilo for sex,’" the Sun reported.
"These NGO workers are clever, they use the ration as bait to get you to have sex with them," a teenage girl in Liberia added.
Some families felt compelled to offer their young daughters as a way to "make ends meet," the report found.
Many of the organizations implicated were small and local but 15 were international, including UNHCR, the World Food Programme, Save the Children and Merlin.
Also named were Médecins Sans Frontières, Care International, the International Rescue Committee, the International Federation of Red Thingy Societies and the Norwegian Refugee Council.
The researchers said some of the allegations in the report couldn’t be fully verified and needed further investigation.
But they noted, "The number of allegations documented, however, is a critical indicator of the scale of the problem."
Allegations leveled against 67 people were provided to senior UNHCR officials in "confidential lists" but fewer than 10 were dismissed and none were prosecuted, The Times said.
The UNHCR notified all of the charities about the allegations and sent UN Sherlocks who identified 43 separate cases in west Africa.
The UN said it had implemented "specific preventative and remedial actions."
In a 2005 interview, UN High Commissioner for Refugees Ruud Lubbers downplayed the report.
"We have to find concrete evidence," he said at the time. "It’s very scarce. So the idea of widespread sexual exploitation by humanitarian workers, I think it’s simply not a reality."
Christine Lipohar, a Save the Children official who co-authored the report, was "frustrated and annoyed" at Lubbers’ response.
"Good systems for preventing and responding were developed on paper, but have not been effectively and consistently rolled out in all locations; so implementation . . . is often reliant on individuals committed to the issue," she said.
The UNHCR said it had a "a zero-tolerance policy, which means that every possible report or allegation of sexual exploitation, abuse or harassment by UNHCR or partner personnel is thoroughly assessed and if substantiated leads to sanctions, including summary dismissal."

Syrian refugees leaving Germany over family reunification policy
12.04.2018
[DW] Thousands of Syrians granted limited asylum but denied the right to fetch relatives are departing Germany for Turkey by using smugglers, say German media. The cases, if confirmed, bizarrely reverse the "Balkan route" drama of 2015.
The journey, now in reverse, retraces the same risky routes they used from the outset of Syria's six-year war, reported "Panorama," a Hamburg-based investigative program and its offshoot channel Strg_F.
One smuggler told reporters he was guiding 50 individuals, mostly Syrians with right of residency in Germany, from EU member Greece into Turkey across the border river Evros to be reunited with family members in a Turkish refuge. The crossing cost about 200 euros ($247), he said.
Top EU court strengthens family reunifications for young refugees
12.04.2018
[DW] The ECJ has ruled that refugee minors have a right to family reunifications, even if they turn 18 during the application process. The case could have a major impact on German Chancellor Angela Merkel's government.
The court's decision will likely ramp up tensions within German Chancellor Angela Merkel's government as the conservative Bavarian Christian Social Union (CSU) and the Social Democrats (SPD) butt heads over family reunifications for refugees. CSU party head and Interior Minister Horst Seehofer has been portraying himself as an immigration and refugee hardliner. His rhetoric has led to fears within the SPD that he may turn back on a coalition deal to allow a maximum 1,000 people per month to arrive in Germany for family reunifications.

[All Africa] Former president Bob Muggsy Mugabe Nonagenarian President-for-Life of Zim-bob-we who turned the former Breadbasket of Africa into the African Basket Case. Dumped in November 2017 when the Missus decided she wanted to be president, and opposed heer might against Crocodile Mnangawa Important safety tip: If your opponent goes by the name Crocodile andf your title is Shopper in Chief let him win.... snubbed parliament for the second time Monday, leaving politicians warning that they may be forced to sub-poena him.
MPs want the ousted veteran leader to testify in its probe into allegations that the country was robbed of $15 billion in diamond revenues.
The allegation was made by the now-94-year-old leader in 2016, pointing an accusatory finger at diamond companies including joint ventures between Chinese companies and the army, police and intelligence services.
He was first summoned to appear on the 9th of May but never turned up resulting in politicians re-scheduling the hearing to this Monday.
MPs had moved the new hearing to 2pm, reasoning that the earlier 9am schedule was too early for aged former Zanu PF leader.
Even so, Mugabe still failed to turn up and politicians admitted there was no explanation for the no-show.
"We were expecting former president Robert Mugabe to appear before us as a result of a letter that had been written to him," Temba Mliswa, mines committee chair and an independent member of parliament, told journalists Monday.
"He is not being prosecuted, it is only a matter of us hearing from him and him contributing whatever he has to us."
Mliswa said his committee decided to write to Mugabe again "because parliament writes thrice before they summon you".
This time the nonagenarian is expected to appear on the 11th of next month.
"In that (new) notification we will also state certain provisions of the standing orders rules which state parliament or a committee, by way of summons issued in terms of section 2, can order a person to attend before it," said Mliswa.
"When parliament writes to you we expect you to attend unless you then write the reasons why you cannot attend. He has not written to us."
The committee has offered to interview Mugabe at his residence, Mliswa added.
Asked what would happen should Mugabe ignore the committee yet again, Mliswa said, "... of course you know that, if he doesn't attend, he will be in contempt (of Parliament).
"Being in contempt ... there are many results. Let me remind you that the late Ray Bennett was sent to prison by parliament.
"Parliament has its own ways of doing things which are respected. So let's always be mindful of the powers that parliament has."

[ALMASDARNEWS] Russia believes that Syrian Kurds should participate in determining the future of Syria on a par with the other ethno-religious groups in the country, the Russian Foreign Ministry said.
Deputy Foreign Minister Mikhail Bogdanov on Tuesday held talks with the delegation of the Kurdish National Council of Syria (ENKS), led by its chairman Saud al-Mullah, the foreign ministry said.
The sides exchanged views on the current situation in Syria, taking into account the results of the congress of the Syrian national dialogue in Sochi.
"The Russian side confirmed the principled position on the need to participate in the definition of Syria’s future for representatives of Syrian Kurds along with other ethno-religious groups of the population of this country," the statement of the Russian Foreign Ministry said at the meeting.
ENKS Foreign Relations Representative Kamiran Hajun earlier on Tuesday told RIA Novosti that the delegation had told Bogdanov about the desire to get representation in the Syrian constitutional commission.
In Sochi, in late January, the congress of the Syrian National Dialogue was held, which was the first since the beginning of the conflict to try to gather a wide range of participants on one negotiating platform. The main result of the congress was the decision to establish a constitutional commission, which will work in Geneva.

Russia, doing the job the US should be doing regarding the Kurds.
President Trump needs to get the state department cleaned out. With napalm if nexccesary. Its the previous decades of Ivy League socialists and upper crust grifting snobs that have made it rotten. Baghdad (Iraqinews.com) ‐ Sweden’s police opened on Tuesday a probe into suspected murder of two Swedish nationals in Iraq by Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems.... krazed killers.
Two Swedish men appeared in a video while being rubbed out for what is believed to be an apparent execution for belonging to a Shiite militia in Iraq.
According to relatives who spoke to Sweden’s evening newspaper Expressen, the two men are aged 50 and 20. They lived in western Sweden and have been missing since the end of last year.
"I can’t say more about their identity or background, just that they were living in Sweden," Kristian Ljungberg from Sweden’s police said.
The Swedish Ministry of Foreign Affairs has so far not confirmed the information about the deaths published by Expressen. The Swedish embassy in Iraq is in contact with local authorities to follow up the developments of the two men’ murder.
"Given the circumstances, it’s not certain we will be able to confirm the deaths ‐ not at present in any case. That’s why we’ve referred the matter to the police," spokesperson for the Ministry of Foreign Affairs Lina Eidmark told TT News Agency of Sweden.
About 10 people with links to Islamic State returned to Sweden last year after travelling to the terror organization’s areas in Syria or Iraq.
A Swedish police official said that the flow of people travelling from Sweden to join Islamic State in the Middle East has dwindled in recent years. The number of people returning has also dropped.
Up to 300 Swedish people are believed to have travelled to Iraq and Syria to fight, with around 100 leaving in the peak year of 2013.

[Business Mirror] Philippine security forces foiled a bombing attempt in Sultan Kudarat on Sunday after they discovered and secured an improvised bomb that was planted in front of a public school building. The failed attack was blamed on the Bangsamoro Islamic Freedom Fighters, whose three factions have sworn allegiance to the Islamic State.
Military spokesman Arvin Encinas said the bombing was prevented after troops found the bomb at around 3pm. The discovery of the bomb came amid intelligence reports that BIFF militant Yasser Saligan, under Commander Sukarno Sapal, alias Diok, would carry out bombings in Sultan Kudarat.
Sapal’s group is under Commander Ismael Abubakar alias Bungos, one of the two factions that remained with the BIFF after the breakaway of three other factions that pledged their loyalty to the Islamic State.
