The Armed Conflict Location & Event Data Project, or ACLED, said in a new report its corpse count includes more than 12,000 civilians killed in attacks targeting civilians directly.

French Senate bans mothers wearing headscarves from school trips
[DAILYSABAH] The French Senate approved a bill Tuesday proposed by the mainstream right that would oblige women wearing headscarves to remove them when accompanying school outings.

The issue has been in the news in recent weeks since a far-right politician objected to a mother wearing a headscarf who was accompanying a school trip to a regional assembly meeting. The move came a day after two elderly men were seriously injured in a shooting attack at a mosque in the southern city of Bayonne. A suspect with a far-right background is in jug.

The bill also needs to be approved by the National Assembly, to enter into effect.

But as the ruling party, the Republic on the Move ‐ which has a majority in the national assembly ‐ is against the bill, it is unlikely that the bill will be approved.

FETÖ suspect's confessions reveal army infiltration scheme
[DAILYSABAH] Aformer military officer detained for links to the Gülenist Terror Group (FETÖ) revealed how the terrorist group developed a secret method to plant its men into the army. Confessions of the officer identified with his initials S.O. laid bare the group's sinister scheme of infiltration before it moved to seize power in a thwarted coup attempt on July 15, 2016.

S.O. was among thousands of officers detained following the attempt that killed 251 people and injured nearly 2,200 others. Interrogated by prosecutors in Istanbul, he invoked a remorse law that allows suspects to get away with more lenient sentences in exchange of full collaboration with authorities.

The officer was a member of a committee assessing would-be cadets applying for admission to a military school and explained how the terrorist group used a secret coding system to avoid suspicion in their infiltration scheme.

Under the scheme, cadets with no apparent ties to the terrorist group were picked by the committee who'd be only aware of their links to the group thanks to code numbers assigned to each future cadet.

S.O. was arrested in a case related to the FETÖ network at a military school for naval officers. FETÖ is accused of helping infiltrators secure admission to the school during the election of cadets in the 2013 school year.

The officer himself infiltrated into the army with assistance from the terrorist group whose members guided him to take up a military career. He said he would secretly contact FETÖ's point men who helped his military career. He sought to switch to a military intelligence career and asked for help from the terrorist group. He was supplied questions and answers to an exam for admission to the intelligence department by FETÖ and he managed to pass the exam.

Senate Democrats block defense spending bill over Trump wall
Don't throw us into that briar patch in an election year!
[The Hill] Senate Democrats blocked a defense spending bill for the second time on Thursday, underscoring the hurdles ahead of next month's government funding deadline.

Senators voted 51-41 on whether to advance a spending package that was expected to include the defense funding. The bill needed 60 votes to advance.

Democrats warned ahead of time that they would oppose taking up the bill until lawmakers get a deal on top-line spending figures known as 302(b)s. They previously blocked the defense spending bill in September.

"The Republican leader has been accusing Democrats of threatening to block military funding. Now, that is an absurd statement if there ever was one. We're simply trying to stop Republicans from stealing money from our military and putting it into the wall," Senate Minority Leader Charles Schumer (D-N.Y.) said ahead of the vote.

House Majority Leader Steny Hoyer (D-Md.) sent a letter this week to Senate Majority Leader Mitch McConnell (R-Ky.) asking that they "take a meaningful step forward and work together with us to reach bipartisan agreement on 302(b) allocations for all twelve appropriations bills."

"Such an agreement is necessary for appropriators and all of our Members to do their jobs and fund our national priorities," he wrote.

The Senate Appropriations Committee passed its defense spending bill along party lines after Republicans rejected an amendment that would have prevented President Trump from redirecting money toward the border wall without congressional signoff.

Republicans blasted Democrats for blocking the defense bill, noting that it comes even as they've recently criticized Trump's Syria strategy.

"The same Democrats who recently rediscovered hawkish sounding positions on Syria and the Middle East are really going to filibuster a $755 million for the counter ISIS train and equip fund for Iraq and Syria? And filibuster all the other broader funding of our armed services? Really?" McConnell asked.

The statement underlined that India-occupied Jammu and Kashmir is an internationally recognised disputed territory. "No step by the government of India can change this. These changes are illegal and void as per the relevant UNSC Resolutions, and do not prejudice the right to self-determination of the people of occupied Jammu & Kashmir."

Afghanistan’s use of media for levelling allegation against Pakistan regretted
[DAWN] The Foreign Office regretted on Wednesday that the Afghan government, instead of responding to Pak proposal for addressing the cause of recent border skirmishes, had resorted to allegations hurled through the media.

"It is highly regrettable that despite mutual agreement on utilising recognised channels of communication, Afghanistan has chosen to raise the issue through a media statement," the FO said in a rejoinder to a statement issued by the Afghan Foreign Ministry on the cross-border firing incidents that took place on Sunday and Monday.

The festivities had erupted on Sunday when Afghan troops used force to stop construction of border post. Eleven Paks, five civilians and six soldiers, were maimed in the festivities.

The Afghan government had accused Pakistain of "violation of international laws" as well as an "explicit violation" of its "national illusory sovereignty".

The FO, in its response, said: "The Ministry would like to put the record straight that on 27 and 28 October 2019, Afghan military resorted to unprovoked mortar and heavy weapon firing on Pakistain military’s newly-established posts, which resulted into serious injuries to six Pakistain military soldiers."

Indian Prime Minister Narendra Modi’s decision in August to change occupied Kashmir’s status and tighten its grip over the region has stoked anger and resentment among Kashmiris.

) fighters who committed crimes on Iraqi soil to face court justice in the country, foreign minister Mohammed Ali al-Hakim has said in an interview with the Norwegian Refugee Council (NRC).

Hakim told NRC Iraq will bring ISIS fighters who committed crimes inside Iraq to face proceedings there regardless of their nationality.

"The Iraqi judicial council is ready and committed to bringing all foreigners and Iraqi ISIS fighters who committed crimes inside Iraq and against the Iraqi people to justice," Hakim said.

ISIS confirmed Baghdadi’s death and the appointment of a new leader via group affiliated media on Thursday night, warning of even greater violence.

"They should not be happy, as we are coming and they will soon wish that Abu Bakr al-Baghdadi was alive, as he would have been softer toward them," new ISIS spokesperson Abu Hamza al-Qurashi said.

Trump has announced on many occasions ‐ including after the killing of Baghdadi - that "ISIS is 100 percent defeated."

Hakim told the NRC war with ISIS is not over and urged continued international efforts to eliminate terrorism in the region.

Though territorially defeated in Iraq in December 2017 and in Syria in March 2019, the group continues to operate in both countries using insurgency tactics. It conducts daily attacks against Iraqi forces, especially in Sunni areas of the country.

Speaking to news hounds in Washington, president of the Syrian Democratic Council’s (SDC) Executive Committee Ilham Ahmed announced "confirmed statistics" on their now 22-day-old conflict.

"More than 400,000 people have been forcibly displaced. Some of them stay at schools, while others are homeless. 18,000 of the displaced are children. Five of the medical personnel who were helping the injured were have bit the dust," said Ahmed.

"Four journalists have been killed. More than 20 schools have been destroyed and 180 schools are out of service. 18,000 students cannot go to school now. 5240 teachers cannot go to work. All the [international] humanitarian organizations have left the arena," she said, putting the number of SDF "deaders" at 412.

She added that Turkey and its Syrian proxies currently hold 73 SDF hostages captured during the conflict.

Turkey regards the SDF a terrorist organization due to its alleged link to Kurdistan Workers’ Party (PKK) guerrillas inside Turkey.

It launched Operation Peace Spring on October 9 against the SDF in northern Syria, aiming to drive out Kurdish forces and eventually resettle millions of Syrian refugees who have fled to Turkey since the breakout of Syrian crisis in 2011.

Turkey and its proxies took the towns of Sari Kani (Ras al-Ain) and Gire Spi (Tel Abyad) from the SDF following days of intense fighting.

The offensive was officially paused by Turkey - despite a number of skirmishes - for six days after deals were reached with the US and Russia.

SDF reject call for fighters to join Syrian army

[Rudaw] The Syrian Democratic Forces (SDF) rejected a call from the Syrian defense ministry for its fighters to join the ranks of the Syrian army in order to fight The Sick Man of Europe Turkey

, saying that the group’s "special status" must be protected.

The Syrian defense ministry said Wednesday that they are "ready to receive the members and the units who are willing to join" and to "settle the status" of those who did not complete compulsory military service.

It added that both Kurds and Arabs, who both face a "common enemy" have to unite against the Ottoman Turkish Operation Peace Spring and "restore every inch of the beloved Syrian territories."

In a statement published Wednesday, the SDF stated their preference for a ’restructure’ of the Syrian military, which would allow the group to operate under an "umbrella" of unified efforts while remaining separate from the national forces.

"We from the General Command of the Syrian Democratic Forces appreciate any attempt to defend Syria and face off Ottoman Turkish aggression against our country and people," read a statement from the command.

"Our position was clear from the beginning that unity comes from a political solution which recognizes the special status of the SDF and its structure and finding a healthy mechanism to restructure the Syrian military establishment in order to become an umbrella for unifying efforts," it added.

SDF Commander Mazloum Abdi also rejected the call as "unwelcome".

"The form and the mechanism of the Syrian defense ministry and its call on the members of our forces to ’individually join’ the Syrian Army is not welcome," tweeted Abdi, reiterating the SDF’s position that their status has to be preserved.

Qardash is a former officer in Saddam Hussein’s army who grew close to Baghdadi, 48, when they were both tossed in the slammer

Kurdish general reveals details about who sold Baghdadi out to US
[ALMASDARNEWS] An unnamed personal "security official" of ISIS

leader Abu Bakr al-Baghdadi passed information about the terrorist number one’s movements and safe houses to Kurdish militia, NBC News reported, citing Syrian Democratic Forces General Mazloum Abdi. According to Abdi, the spy in al-Baghdadi’s inner circle was responsible for "securing the places" where the ISIS* leader was hiding.

"Al-Baghdadi took his security precautions to the highest level. He never used high-tech communications at all. Any place he was in, was in a communications blackout, with exception of those who were directly responsible for his security", the general said.

Abdi revealed that the "official" who betrayed al-Baghdadi did so out of a desire for Dire Revenge against both ISIS* and its leader after allegedly losing hope in the group’s "future". The Kurdish general further said that the spy was present at the terrorist’s hideout when it was assaulted by US forces, and was subsequently evacuated from it.

TOUGH ROAD TO THE OPERATION
Mazloum Abdi stated that the spy was regularly providing the Kurdish militia with information that was later transmitted to the US. The person didn’t know the exact location of the safe house, but managed to make observations and notice landmarks that allegedly helped US intelligence pinpoint his location to a facility in Syria’s Idlib province.

"The idea that al-Baghdadi was in Idlib was completely unexpected. It was a surprise to everyone", Abdi said, referring to the presence of terrorist groups in the province that had been rivals of ISIS* in the past.

US intelligence services were not especially keen on working based on the spy’s information, fearing that it could be a trap, the Kurdish general said. But the attitude changed after the spy reportedly managed to smuggle al-Baghdadi’s blood samples and underwear for a DNA test that confirmed his identity. Abdi didn’t clarify how their asset in ISIS* managed to pull this feat off.

US releases video, photos of Baghdadi raid; warns of likely retribution attack

The declassified, grainy, black-and-white aerial videos from Saturday’s raid showed US special operations forces closing in on the compound and US aircraft firing on bully boyz nearby.

The most dramatic video showed a massive, black plume of smoke rising from the ground after US military bombs leveled Baghdadi’s compound.

"It looks pretty much like a parking lot, with large potholes," said Marine General Kenneth McKenzie, the commander of US Central Command, which oversees American forces in the Middle East.

McKenzie, briefing Pentagon news hounds, said the idea of destroying the compound was at least in part "to ensure that it would not be a shrine or otherwise memorable in any way.

"It’s just another piece of ground," he said.
