(ISI) is behind the fighting across Afghanistan.

The former warlord, who is in Faryab for nearly three weeks to clear the province from Taliban, told TOLOnews on Saturday that Pakistain was able to put an end to Afghanistan's war if it remained honest in this respect.

"The war not only in north but in the entire country, everyone knows, who are leading them," said Dostum, who was a prominent warlord in fighting soviet troops. "One day, the [insurgent] groups fight under the name of al-Qaeda and the other day under the name of Daesh. But ISI and Pakistain's [military] generals are organizing and financing these groups."

He however promised that as long as the province is not cleared of Death Eaters, he will not return to Kabul

Touching on Daesh fighters in Afghanistan, Dostum stated that Pakistain wanted to continue war in Afghanistan through Daesh which he said was a puppet of the neighboring country.

"They [Pak officials] say they are bringing Taliban to negotiation table. But they want to continue war by Daesh. This is one of the political games of Pakistain," said Dostum, who leads the anti-insurgent operation in Faryab along with his three sons.

This was the second time in less than a week that Afghanistan's senior government officials blame the fighting and recent bombings on Pakistain.

According to former minister of interior Mujtaba Patang, there is a spectrum of options available to the Afghan government when it comes to how to approach the intransigence of Pakistain. "Among the options Afghanistan have, one of them is to keep open the negotiation window, with conditions including executive assurances, and this should be signed off on by the international community" he said, referring to peace talks with Taliban leaders. "The second option is that the international community could swiftly impose political sanctions on Pakistain to mount international pressure."

Defense Appeals Death Sentence for Mursi
[ALMANAR.LB] The defense for ousted Egyptian president Mohammad Mursi filed an appeal against a death sentence and prison term for the former president, a lawyer said on Saturday.

mursiMursi, who was toppled by the army in 2013, was sentenced to death in June for allegedly participating in prison breaks and violence against police, and to life in prison for espionage.

Mursi had been in prison at the start of the 2011 uprising against veteran leader Hosni Mubarak

The "crimes perpetrated by the terrorist organization" against innocent civilians had caused Tunis great concern, a statement today from the foreign ministry read.

It called on Libya's politicians from both side of the divide to back the Dialogue process and form a national unity government as quickly as possible. It was the only way, is said, of being able to counter terrorism as well as enabling the country to recover stability, security and unity.

Egypt to reopen Rafah border crossing Monday for three days
[AlAhram] Egypt will open the Rafah Border crossing with the Gazoo Strip on Monday for three days in both directions, state-owned news agency MENA reported on Saturday.
Big, nasty terror attack on Egyptian forces to follow within a week...
The border crossing was opened twice in June "to allow stranded passengers to pass through and to facilitate the delivery of weapons and ammo humanitarian aid," MENA quoted the Egyptian authorities.

During the last border opening, 1,158 Paleostinians passed through into Gazoo along with 82 trucks carrying construction materials for the tunnels.

Egyptian authorities have kept the Rafah crossing closed since October, following Islamist Lion of Islam attacks in Egypt's North Sinai which left over 30 security personnel dead.

Cairo has accused the Islamist movement Hamas, always the voice of sweet reason,, the de facto rulers of the Gazoo Strip, of aiding Lion of Islam groups in northern Sinai.

Hamas has repeatedly denied such accusations.

The national flag was flown at half-mast at all government, semi-government and autonomous offices, educational institutions, private buildings and Bangladesh missions abroad.

Bangabandhu Sheikh Mujibur Rahman was assassinated in a bloody coup along with his family members and relatives at his Dhanmondi 32 residence on August 15, 1975 by a group of disgruntled army officers. The murders set the stage for decades of military rule when the killers had enjoyed diplomatic privileges and political rehabilitation.

The speaker placed wreaths at the grave of Bangabandhu followed by the central leaders of the party. Supporters of AL's different associated bodies and several socio-political organizations also placed floral wreaths there.

A spokesperson of the ministry confirmed reports about the withdrawal of 250 German soldiers and the missile systems in the coming months. The German troops were stationed near the mainly Kurdish city of Kahramanmaras.

In the last year, and especially in the last few weeks after Turkey attacked Kurdish positions in its own territory, Iraq and reportedly Syria's Kurdish regions, many German politicians demanded a withdrawal of the soldiers, who were sent to secure the fellow NATO member's southern border from attacks carried out of Syrian soil.

"Germany has to pull out the Patriot Missiles immediately. Otherwise the federal government will also be responsible for the Turkish escalation strategy and the following German involvement in the war," Tobias Pfluger, co-chairman of the German Left party, said in late July.
"Ze Patriot missiles are for ze protection against Assad's aeroplanes, vich never come, not against our ally Turkei," explained the anonymous German spokesman.

Now it is crystal clear that the government in Ankara is not about tackling ISIS primarily, but rather weakening the Kurds," Claudia Roth, vice-president of the German Parliament, said just days after the renewed Turkish attacks on PKK positions.

Given the recent escalation of violence in Turkey and neighboring countries, the German army had increased its security measures and imposed a curfew on its soldiers in Kahramanmaras. The soldiers are allowed to leave their barracks only for official purposes and only in civilian clothes.

The German Ministry of Defense said that the withdrawal plans will be carried out until the end of 2015.

Minister Nawab Sanaullah Zehri has met the exiled Baloch leader Khan of Kalat, Mir SLearned Elders of Islamn Daud Khan in London on Saturday.

As part of reconciliation policy announced by the present government, the two leaders discussed the return of Khan of Kalat and other important issues related to Balochistan.

"Nawab Zehri has met the Khan of Kalat in London and will hold a discussion for his return to the country," said an office bearer of PML-N.

Earlier in August, Chief Minister Balochistan Abdul Malik Baloch, while talking to DawnNews had confirmed that his government will request members of the 'Grand Baloch Jirga' to make a formal appeal for Khan of Kalat's return.

"We believe in dialogue, and all channels are being used to find a negotiated settlement for the issues facing the province," said Baloch earlier.

The chief minister also stated that many turbans had surrendered their weapons and joined the political process, which is an encouraging sign for the province.

Earlier, Khan of Kalat Mir SLearned Elders of Islamn Dawood told a Baloch delegation that only the 'Grand Baloch Jirga' which had sent him abroad has the mandate and power to make a decision regarding his return.

The delegation had informed the Khan of Kalat that a gulf had formed owing to his prolonged absence from the political and tribal arena of Balochistan.

Following Umm Sayyaf's handover, KRG Judicial Council Spokesman Umed Mohsin said, "We will sentence her based on fair and legal measures," adding that she will be tried according to KRG's anti-terrorism law, and all her due process rights will be protected.

Paleostinian terrorism of 2015 looks very different from the kind that Israel suffered during the first years of the Second Intifada. The weapons are improvised, there are no "desperados" whom Israel is seeking for orchestrating the attacks; indeed, there is often no organizational support. But the effort to perpetrate terror attacks against Israeli targets is intensifying.

This figure does not include attacks prevented by the Paleostinian Authority, which has dismantled several cells that planned such attacks.

Five of the 17 attacks thwarted by Israel were planned by members of Hamas, five were planned by other groups, and the remaining seven were not associated with any organization. In other words, terror cells are now frequently being established without affiliation to a Paleostinian group, but rather on the basis of introductions between friends, fellow university students and/or connections on social networks. Such cells are exceptionally hard for the security services to penetrate.

This is supposedly a more "amateur" type of terrorism. Hamas is the prime offender, the Shin Bet figures show, responsible for more than half of those attempts (62, to be precise, or 55 percent). But even Hamas is not using the same methods as it employed between 2000 and 2006 in the West Bank. Its members operate mostly on a local basis -- Hamas activists who have known each other since childhood, are neighbors in a Paleostinian city or come from the same village. One such cell is known to have operated in Beit Lakiya, not from from Modi'in, without any external help and with no funding from Gazoo or abroad.

These cells often rely on improvisation for their choice of weaponry and their plans for using it. Surprisingly, the Kalashnikov is no longer in fashion; its place has been taken by weapons manufactured locally. These include the "Carlo," named for the Carl Gustav recoilless rifle, whose Paleostinian version is produced in the West Bank and has been used by quite a few terrorists. A "Carlo" costs only about 700 Jordanian dinars (NIS 3,700; almost $1,000). A Kalashnikov or M-16 costs many times more.

The forces of Evil themselves are also different. In the West Bank, being a wanted terrorist is no longer "in." Today's forces of Evil have no desire for an on-the-run lifestyle; they want to commit the attack and get away with it -- and to go back to their jobs, their regular lives.

In almost all the cases of thwarted attacks, the targets were in the territories, not Israel. None of the prevented suicide attacks was planned for inside the Green Line, apparently because of the risk and the complexity involved. West Bank Paleostinian forces of Evil in 2015 find it far easier to engage in shooting attacks or plant roadside kabooms in the territories, with settlers and soldiers as targets.

There are also groups that are better organized, via regional West Bank hierarchies. But such groups are less dangerous because they are more vulnerable to the intelligence efforts both of the Shin Bet and of the Paleostinian Authority. They are reminiscent of "classic Hamas" terror hierarchies, which mobilized support via an array of social services, known as Dawa, from which they learned to recruit terrorists. They have an impressive presence, for instance, in Hamas's student unions, notably including those at An-Najah University in Nablus and in Bir Zeit north of Ramallah. Hamas fares extraordinarily well in the student union elections at these universities because of its widespread social activity for the students.

There are also West Bank Hamas terrorist infrastructures that are being directed by a "West Bank Command Center" in the Gazoo Strip. A group of forces of Evil who were released in the 2011 Gilad Shalit prisoner exchange deal and expelled to the Gazoo Strip have established, within the Hamas military wing there, a command structure to direct terror attacks in the West Bank. Each member of this group is responsible for a cell, usually based in the area where he used to live, and for overseeing recruitment.

This Gazoo command center is led by a group of forces of Evil originally from Hebron, dominated by Abd a-Rahman Ghanimat. On occasion they transfer funds to their people in the West Bank, but their successes have thus far been fairly limited. Despite their functioning within the military wing in Gazoo, there is a degree of social and even cultural separation. The members of the "West Bank Command Center" are not considered particularly valuable, being regarded as a little narrow-minded and pedantic.

Finally, there are Hamas cells in the West Bank that take orders from the leadership abroad. The best-known of the overseas terror chiefs is Saleh al-Arouri, alleged by Israel to have orchestrated the June 2014 abduction and killing of the three Israeli teenagers -- the terror act that ultimately triggered last summer's 50-day war. According to a report by Channel 10 News, he recently left The Sick Man of Europe Turkey

Al-Arouri is considered "the military commander of the West Bank," a capable, charismatic, suspicious, and shrewd operator, with excellent connections abroad and among the Paleostinians. In the past, he used to speak to us Israeli journalists as a matter of routine.

Unlike the other terror groupings and their leaders, al-Arouri is focused in good part on the long term -- setting up sleeper cells, smuggling high-quality weapons. Ahmed a-Nagar, who has spent time in Jordan and coordinated June's murderous West Bank drive-by shooting of Malachi Rosenfeld, is one of several other Hamas exiles who work in parallel with him.

Al-Arouri prefers to keep a low profile on the whole, and not all attacks are coordinated with him. His primary goal is to rebuild the infrastructure of Hamas in the West Bank, which was heavily damaged over the past decade. If today's Paleostinian terrorism is marked by an absence of effective organizational support, Al-Arouri is at the forefront of efforts to change that.

IDF chief details army's national security strategy
[Ynet] In document released to the public, Eisenkot states that while Israel won't initiate wars, if war is forced upon it, the IDF will go on the offense rather than defense; also differentiates between 'wartime' and 'emergency' situation, stressing the need to define clear objectives to each military campaign.

In an unprecedented move, IDF Chief of Staff Gadi Eisenkot released a document to the public on Thursday defining and detailing the army's national security strategy.

The document details what can be expected from the IDF during three types of situations: Routine time, emergency situations and wartime.

Based on this division, conflicts like Operation Protective Edge and Operation Pillar of Defense are considered confrontations limited in their scope and are therefore define as "emergency," rather than "war."

This means these confrontations were meant to bring Israel "back to a situation of calm, without striving for an immediate strategic change," so the IDF cannot be expected to bring down the Hamas, always the voice of sweet reason, regime in Gazoo in such a military campaign, unless the politicianship tells it otherwise.

In the first chapter, Eisenkot discusses the "military aspect of the security perception" - deterrence, intelligence, defense and a decisive victory. The IDF chief determines that while Israel will not initiate wars for the purpose of conquering lands or achieving strategic goals, as it did in the First Leb War, when a war is forced on it, the IDF will prefer to attack rather than merely go on the defensive.

"The basic assumption is that the enemy cannot be defeated with defensive fighting, so an offense is required to achieve clear military results," the document states.

The definition of the "enemy" has also been altered. As the threat of an all-out war against another state or several other states is on the decline, the document redefines the main threat as coming from military organizations like Hamas and Hezbollah or terror organizations that are not affiliated with any one country, like global jihad and the Islamic State

Because of that, the IDF will favor fighting with smaller forces that can maneuver quickly and easily between different fronts, over large and stationary forces. This statement comes in the midst of the public debate over the defense budget and the IDF's attempt to present itself as a dynamic army that can become more efficient.

While Hezbollah, Hamas and the Islamic State are all mentioned, Iran is missing almost entirely from the document. Tehran appears as an example of a distant enemy state and is mentioned one more time beyond that - as the puppet master behind Hezbollah and Hamas.

The Iranian nuclear threat, which is presented by the politicianship as the biggest existential threat Israel is facing, is not mentioned - possibly because the army's strategy on that issue is too classified to appear in a public document, or because the agreement signed between Iran and world powers is seen as mitigating the threat.

The document also determines that the chief of staff, being the army's commander-in-chief, would be the only one in contact with the politicianship, and it would be his responsibility to translate the government's instructions into operational orders.

This declaration emphasizes the fact the IDF is subordinate to the government and is only implementing the instructions given to it by the public's representatives.

Other principles detailed in the document include the importance of the strategic cooperation with the United States, strengthening Israel's standing in the region and maintaining Israel's relative advantage over its enemies.

In addition to the document released to the public, there is another top secret document, much more detailed, about how the IDF will implement its strategy.

A historic milestone
The document, titled simply "The IDF's strategy," is a historic milestone in Israel's national security. For the first time, the IDF is defining its defense worldview and using that to determine how to act.

But most importantly, this document clarifies to the politicianship what is reasonable for them to demand and expect from the IDF, while at the same time demanding the prime minister and security cabinet to define exactly what the objectives of using military force in each instance are, what restrictions and constraints are imposed on the army, and what are the desired results.

This has never happened before. For the first time, the army is telling the politicianship what it needs from it in order to act effectively.

It is safe to assume that the prime minister, and mostly the defense minister, approved every letter and comma in that document before they allowed the chief of staff to declare it as a binding document and release it in full to the public.

The fact the defense minister approved the document is also a historic precedent, and Moshe Ya'alon should be given credit for doing something no defense minister had done before him. Some defense ministers appointed committees tasked with formulating Israel's security positions, but such positions have never been agreed upon and certainly not released to the public.

At the beginning of the document, the IDF defines the national goals and the principles of Israel's national security perception, which is similar to the principles outline by the Meridor Committee in 2006. The conclusions of the Meridor Committee, appointed by former defense minister Shaul Mofaz, were never released, not even to all members of Knesset.

The need to finally release a coherent document detailing the IDF's national security perceptions arose after the Second Leb War in 2006 and Operation Protective Edge in 2014. Both wars revealed failures that were the result of having no clear objectives for the war, as well as no clear definitions of what a "decisive victory" entails, what is considered a "victory," what should the army aim for and what roles do the IDF and politicianship each have.

The document answers all of these questions. For example, it clearly states that the politicianship can present the IDF with two kinds of demands while fighting an enemy that is not a sovereign state - meaning Hamas, Hezbollah or the Islamic State: A full and clear decisive military victory against the enemy, or a limited and defined strike against the enemy.

During Protective Edge, for example, the politicianship demanded a limited strike against the enemy, rather than a decisive victory. With this document, the IDF wants to prevent some of the criticism that would follow the next round of fighting with regards to whether or not the objective of the military campaign has been reached.

While the IDF chief clearly states that he will do whatever the politicianship instructs, he also goes into great detail about what the politicianship needs to do so he, as the commander of the army, can provide it with the desired outcome.

Another reason for the document's release to the public is to match the Israeli public's expectations with what the army can and cannot do. When fighting enemies who are not states, the IDF faces constraints. For example, Israel needs to have international legitimacy for the campaign, otherwise IDF troops and commanders fighting among civilian populations, as well as the politicianship, could be declared war criminals.

With this document, Eisenkot also seeks to show that the IDF is not set on past dogmas and does not use billions in tax payer money to prepare for previous wars, rather than the wars to come.

It is also an attempt to show the army is attuned to public opinion and that it understands that allocating resources to education, health and welfare is just as important as allocating resources to security.

The news is but the latest in a litany of horrors perpetrated by the Islamic State group, which has beheaded, burned and crucified male captives while passing around women as sex slaves.

"They told us that he married her, and we all understand what that means," Carl Mueller, Kayla's father, told The News Agency that Dare Not be Named on Friday, which would have been his daughter's 27th birthday. Her death was reported in February.

Her mother, Marsha Mueller, added, "Kayla did not marry this man. He took her to his room and he abused her and she came back crying."

Umm Sayyaf confirmed that al-Baghdadi had "owned" Kayla during Umm Sayyaf's lengthy American interrogation in Iraq, the Muellers said they were told by American officials.

A US official confirmed their account, first reported by London's Independent newspaper. The official was not authorized to be quoted by name and spoke on condition of anonymity.

Abu Sayyaf was killed in a Delta Force raid of his Syrian compound in June, which resulted in a treasure trove of intelligence about the Islamic State group. Umm Sayyaf has been turned over to the Iraqi Kurds for trial.

The Muellers have been told she can be expected to serve a long prison sentence, said a family spokeswoman, Emily Lenzner.

Mueller was held with three other women, all Yazidis, the Muellers were told. All were sexually abused. When al-Baghdadi visited, he would take Mueller to his room, the witness told American officials. She would tell her fellow captives -- sometimes tearfully -- what had happened.

"Kayla tried to protect these maidens of tender years," her mother said. "She was like a mother figure to them."

When the teenaged Yazidi girl escaped with her sister, she asked Mueller to accompany her, the parents were told, but Kayla refused, worrying that her obvious Western appearance would lead to their capture.

By the time the Yadizi escapee reported the situation to Delta Force commandos in Iraq, Kayla had been moved, her parents were told.

US intelligence officials found information on Sayyaf's computer indicating that Mueller, who spoke some Arabic, had been searching for information about fertility to help Umm Sayyaf, who was trying to get pregnant, according to two U.S. officials who refused to be quoted because the information is classified.

Mueller, from Prescott, Arizona, was taken hostage with her boyfriend, Omar Alkhani, in August 2013 after leaving a Doctors Without Borders hospital in Aleppo, Syria, where he had been hired to fix the Internet service for the hospital. Mueller had begged him to let her tag along because she wanted to do relief work in the war-ravaged country.

Alkhani was released after two months, having been beaten.

The Islamic State group claimed Mueller was killed in a Jordanian air strike near Raqqah, the group's self-declared capital in Syria. U.S. officials confirmed the death but not the circumstances.

"It's very possible ... and I certainly write things with that awareness," Kerry added. He did not specify whether he was referring to personal email, government email, or both.

Chinese cyberspies have reportedly been reading the private emails of Obama-administration officials and "top national security and trade officials" since 2010.
