Arrest in Border Patrol agent death
the img code works!
TIJUANA – Mexican federal law enforcement authorities said Saturday night that a man who was detained outside Tecate has been identified as the gunman in the shooting death of U.S. Border Patrol Agent Robert Rosas.

The suspect, Ernesto Parra Valenzuela, 36, is in federal custody, Commissioner Elias Alvarez Hernandez, head of federal police forces in Baja California, said at a news conference in Tijuana.

Tecate municipal police on Friday arrested Parra Valenzuela in the vicinity of the shooting five hours afterward. They said that he had a 9mm pistol tucked in his clothing.

The man who named Parra Valenzuela as the shooter was identified as Jose Eugenio Quintero Ruiz, one of four human-smuggling suspects who were detained in the same Tecate area by Mexican federal police, along with 21 migrants.

Alvarez said that Quintero was part of a smuggling group wanted by U.S. authorities for two recent murders and a rape.

Rosas, 30, was tracking suspected illegal immigrants in remote and rocky terrain about 9:15 p.m. Thursday when he came under fire near the U.S.-Mexican border.

Other agents found him dead outside his vehicle near the border fence moments later.

#1  Amazing how well Mexican law enforcement can work when they need to keep the heat off. Since this Tecate/Campo area of the border has numerous well established routes, a lot of people in Mexico needed for the coming sh*tstorm in the area over the BP Agent's deatht to be stopped quickly.

Bangladesh
Mutineers' trial, reform to go simultaneously: BDR chief
Director General of Bangladesh Rifles (BDR) Major Gen Mainul Islam has said the trial of those involved in Pilkhana carnage and reorganisation of the border guards will go simultaneously. The BDR chief said this while exchanging views with local journalists after visiting 19 Rifles Battalion at Jalaskara in Feni yesterday morning.

The Pilkhana incident was unfortunate and deserve condemnation, Gen Mainul said, adding that if the border outposts (BOPs) got involved with the incident the situation would have been serious. He said, "BDR personnel have realised the gravity of the incidents. We have to be careful so that such incident does not occur in the future."

After visiting the quarter guard at 19 Rifles Battalion, the BDR director general held durbar for the BDR officials, JCO and soldiers of other ranks. Later he visited 5 BOPs including Padua, Majumderhat, Guthuma and Khejuria on Bangladesh-India Border under Feni district and exchanged views with BDR men.

Muslims refuse to use alcohol-based hand gels over religious beliefs
Some Muslims have refused to use alcohol-based hand gels to combat the spread of swine flu because they claim it is against their religion.

Some of those employed by St Albans Council in Hertfordshire have complained about the antibacterial lotion, which is considered a key strategy in containing the virus.

Officials were concerned because the Koran bans Muslims from consuming alcohol, so council chiefs issued them with non-alcohol hand gels, which studies have shown to be less effective in killing bugs.

But Muslim leaders criticised the council’s decision to change the gel, pointing out that Islamic teachings allow Muslims to use alcohol for medicinal purposes.

The Muslim Council of Britain said: ‘We would advise people to follow the medical advice so we would, of course, encourage people to use hand gel. ‘People need to find ways to accommodate their beliefs.’

Councils, schools and businesses across the country have ordered supplies of alcohol-based hand gels to reduce the spread of swine flu.

A spokesman for St Albans Council said it had issued hand gel to all employees in May.

#12  Just FYI, there are several alternative hand sanitizers on the market. Some are oxygen based, some have Triclosan, which is polychloro phenoxy phenol.

The old medical classic was Carbolic Acid (a different kind of phenol). Other popular antiseptics include Quaternary ammonium compounds (sometimes called Quats or QAC's); Boric Acid; Hydrogen Peroxide; Iodine; Sodium and Calcium Hypochlorite; and Sodium Bicarbonate.

ParaMicrocidin, which is found in grapefruit seed extract, is also a potent antibiotic and antifungal agent, containing lots of ionic calcium.

Of course, the Muzzies could also wash their hands in chlorine bleach.

Caribbean-Latin America
Zelaya stages Honduras 'road show'
If the exiled President Manuel Zelaya really wanted to enter Honduran territory, he could do so very easily. The spectacular mountainous border between Nicaragua and Honduras is riddled with unguarded crossing points. They can be reached by foot or horseback. Zelaya is an expert horseman and knows the area well.

But events at the normally uneventful Las Manos border post suggest one thing - Mr Zelaya, who was forced out of the country at gunpoint almost a month ago, is not interested in returning to his homeland by jumping over the garden fence. He wants to knock at the front door.

"It's a show, I admit it," said one of his political allies as the Stetson-hatted leader and his supporters crowded the area where trucks and tourists usually pass from one country to the other with minimal formalities.

The presidential cortege wandered from side to side. The cheers rose whenever it got close to the chain marking the frontier. Just once, Mr Zelaya's polished black cowboy boots stepped into Honduran territory. He raised the chain high above his head. And then he stepped back.

The softly-spoken former cattle rancher was throughout using up what must have amounted to hundreds of minutes on his Nicaraguan mobile phone. He was live on air on news channels around the world. Via Honduran radio he sent messages to his wife and family: "I'll be home soon," he said.

But will he?

On the Honduran side of the border, ranks of Honduran soldiers stood with their metal riot shields. Many looked ill at ease. But they did not look ready to drop their rifles and change sides.

Mr Zelaya has some powerful institutions against him in Honduras - the army is one, the Congress another. Even the supposedly politically neutral Roman Catholic Church has repeatedly shown itself to be on the side of the government which forced him out of office and out of the country.

He does not enjoy the massive popular support that would appear to be vital if he is to stage a non-negotiated comeback. One Gallup poll in 2008 indicated his approval rating had slumped to 25%.

Mr Zelaya has long said he wants to represent the poorest Hondurans who have no political voice, and are presumably not telephoned by pollsters. Repeatedly appearing at the border in the most high-profile way would appear to be, at least in part, a tactic to raise support amongst them.

The strategy has been dismissed as the "silly" behaviour of a "demagogue" by the government which removed Mr Zelaya from office - accusing him of illegally attempting to extend his rule. But it might be working for Mr Zelaya.

Earlier this month, the president's spectacular flypast of Tegucigalpa airport provoked a similar reaction from thousands of onlookers. A massive cheer rose from the fields surrounding the runway as Mr Zelaya, on board a Venezuelan private jet, swooped low overhead. He was prevented from landing by the Honduran army which had placed trucks in his way.

But he had made his presence felt.

When asked if he is seeking an insurrection inside Honduras, Mr Zelaya is unapologetic - he says the Honduran people have the right to do "whatever it takes" so that he can return to the country.

Across much of the southern part of the country, where the ousted president's support is strongest, young men wearing red masks and Zelaya-style cowboy hats are blocking major roads. They call themselves the Honduran Resistance.

In Paraiso, just down the road from the Las Manos border crossing, some walked for hours to jeer at the army which prevented them from approaching the frontier. When a noon curfew was imposed, the soldiers tried to clear the crowd in heavy-handed fashion by launching tear gas canisters.

"We are ready to be martyrs," said sculptor Juan Jose Valle, as he looked at the ranks of soldiers in front of him.

Some are watching developments with dismay, even alarm. US Secretary of State Hillary Clinton, who just weeks ago received President Zelaya in Washington, has indicated that she regards his attempts to return to the country as "reckless".

Mr Zelaya dismissed the comments. "The United States should be helping me, not criticising", he said.

North Korea opens 1st fast-food restaurant
[Jakarta Post] You still can't get a hamburger in Pyongyang, but the suspiciously similar "minced beef and bread" is for sale at the North Korean capital's first fast-food restaurant, a news report said Saturday.

The Samtaeseong restaurant opened in the isolated communist country last month in cooperation with a Singaporean company, according to the Tokyo-based Choson Sinbo. The Singaporean company, which the newspaper did not name, provided training to restaurant staff and supplied equipment.

The restaurant's interior appears to be styled after fast-food joints the world over, but the menu is careful not to call its signature fare a hamburger - lest it give the impression North Koreans had embraced the American icon.

The minced beef and bread at the new fast-food restaurant costs only US$1.70, the newspaper said, but that would eat up more than half of the average North Korean's daily income. South Korea's central bank put last year's average per capita income at $1,065.

GM aims to cut 21,000 workers
Hourly workers faced a deadline Friday to accept buyout and early retirement offers from General Motors Co. that could help the automaker thin its work force, cut labor costs and clear the way for hiring lower-paid employees.

It was unclear how many accepted deals open to most of GM's 54,000 hourly workers. Results are expected Monday or Tuesday, GM spokeswoman Sherrie Childers Arb said.

Accepting a buyout is still risky, particularly in Michigan, where workers face a difficult time finding other jobs or selling their homes so they can seek employment in another state.

And though GM emerged from bankruptcy court July 10 after a dramatic restructuring and $50 billion in federal aid, job security is still tenuous, said auto analyst Aaron Bragman of IHS Global Insight "The conditions haven't changed at all," he said. "GM may be out of bankruptcy, but they're not out of the woods.

There are still a lot of risks associated with staying. "If conditions don't improve, GM will be back in bankruptcy (court) and liquidating. The bankruptcy is over, but the crisis is not."

The retirement offers include $20,000 cash and a $25,000 vehicle voucher. Workers with more than 20 years are eligible for $115,000 in cash and a $25,000 voucher to quit early. Overall, GM said it needs to cut its hourly work force by 21,000 jobs by the end of the year.

GM also is slashing salaried ranks by 20 percent and executive employees by almost 35 percent as part of broad restructuring moves.

GM started the year with 29,650 white-collar workers and wants to have 23,500 at the end of the year.

Sounds more like sweetening the retirement pot than "cutting" workers. Seeing as how it's GM I suppose "workers" should be in quotes too.

#4  This slightly relates to GM,

I once worked making airplane piston engines(Continental) we got a new Vice Pres formerly with GM, he didn't know shit about either engines or union, when he finally left he had rebuilt the entire assembly line, and damn near ruined Continental doing it, we used to have a max capacity of 54 complete engines a day, His new machinery couldn't make more than 16, admitted they were damn fine engines, but we now have a far smaller overall output.

End result, when I was there stock was selling around 54 bucks, now I can't even find the stock symbol(I suspect Bankruptcy)

He left around the time Continental had a huge recall, Crankshafts were Breaking at the front flange (Where the propeller bolts on) something that had NEVER occurred with the old machinery.

If he's an example of GM "Leadership" they badly need to flush the whole leadership. from President to Supervisor and hire the first 100 folks off the street, they'd do a far better job.

Pilot recreates Bleriot Channel crossing
A French pilot has successfully recreated the first flight across the English Channel, on the 100th anniversary of the achievement.

At dawn on 25 July 1909, Frenchman Louis Bleriot created history by piloting his Bleriot XI from Sangatte, France, to Dover in England.

French pilot Edmond Salis took off from Bleriot Beach on Saturday in a cloth and wood monoplane identical to the one Bleriot flew. The crossing was part of the Dover 2009 celebrations marking the centenary.

Mr Salis landed on a grass airstrip just before 0900 GMT at the Duke of York's Royal Military School, close to where Mr Bleriot crash-landed after his 36-minute flight, in the shadow of Dover Castle. Before the flight Mr Salis said: "Louis Bleriot surely asked himself the same questions as us before taking off, but there was more uncertainty then, since nobody had ever done it before him.

Mr Bleriot's grandson, who is also called Louis, watched the aeroplane land. He said: "Today is a great day the anniversary of my grandfather's cross-channel flight of course -so for me, it's something that I've been waiting for for ages of course. Not only to France, but for the world, his cross-channel flight was really the beginning of modern aviation."

Mr Bleriot earned worldwide fame and a £1,000 cash prize, courtesy of the Daily Mail, for his 1909 achievement. His lightweight aircraft, with a 25 horsepower rotary engine and made of ash, went into mass production.

Heck, I lived a year in Greenland, courtesy of the USAF, early in the 80s. Those people who have the hardihood and the determination to live in a place like that deserve all the good luck they get. India to start building new Antarctia base in January
India will begin construction of its third research station in Antarctica in January next and the facility is expected to be up and running within two years.

"The actual construction will begin in January next year when the summer season begins in Antarctica," Secretary, Earth Sciences, Shailesh Nayak told PTI.

He said construction of roads and huts for the station at Larsemann Hills region would be taken up during the summer season which lasts for about 90 days.

Scientists believe that Larsemann Hills region broke away from the Indian peninsula about 120 million years ago and drifted to its current place after the break up of the Gondwanaland continent. This makes its study crucial.

Scientists have finalised the conceptual design for their perch in the icy continent which had received a nod from the Antarctic Treaty Consultative Meeting (ATCM) two years back. The ATCM, formed as per the provisions of the Antarctic Treaty of 1959, is the final authority on matters related to the icy continent.

The site is located on the ice-free rock stretch of Larsemann Hills, around Prydz Bay. It has moderate climate as compared to Maitri though strong winds blow from east to southeast during summer. Daytime air temperatures from December to February at times exceed 4°C, with the mean monthly temperature being a little above zero degrees.

This would be the third research base to be set up by India after Dakshin Gangotri and Maitri. Dakshin Gangotri was set up in 1983 and later abandoned in 1988-89 as it was submerged under ice. The second research base Maitri was thereafter set up in a moderate climatic zone in 1990.

As per the plan, the new research base would have a life span of 25 years and accommodate 25 people during the summer months and 15 during the winter period. The base would be a self-contained thermally insulated double-storeyed structure on stilts capable of withstanding extreme weather conditions of the region.

While the ground floor will house general facilities like storage, laboratories, the upper floor will be used for accommodation, kitchen, lounge, offices, medical centre and recreation clubs. Wind turbines and solar panels would be set up to harness renewable sources of energy and reduce the consumption of fossil fuels, officials said.

The construction and operational activity of the research base shall have no more than minor or transitory impact on the Antarctic environment and scientists have proposed suitable mitigation measures to minimise even this.

Indian nuclear submarine launched
India on Sunday crossed a crucial naval milestone with the induction of its first indigenously-built nuclear-powered submarine INS Arihant as Prime Minister Manmohan Singh made it clear that the country does not have any aggressive designs but has to take all measures to safeguard itself.

He said the sea is increasingly becoming relevant in the context of India's security interest and "we must readjust our military preparedness to this changing environment. Our navy has a huge responsibility in this regard".

In a symbolic launching ceremony, his wife Gursharan Kaur broke a coconut on the hull of the submarine at its secret naval base 'Matsya' dockyard here, taking India into an elite club of nations that have indigenously-built nuclear-powered submarines.

After a brief puja, with the Prime Minister, Defence Minister A K Antony, Navy Chief Admiral Sureesh Mehta and Andhra Pradesh Chief Minister Y S Rajasekhara Reddy by her side, Ms. Kaur unveiled a plaque naming the 112-metre-long submarine.

"I name it INS Arihant (destroyer of the enemy). All the best to the submarine," she said announcing to the world the completion of India's nuclear triad, the capability to launch nuclear-tipped missiles from land, water and sea.

Declaring that India has achieved a "historic milestone in the country's defence preparedness", the Prime Minister said, "We do not have any aggressive designs nor do we seek to threaten anyone. We seek an external environment in our region and beyond that is conducive to our peaceful development and protection of our value systems".

With Sunday's induction, India has made its entry into an elite club of nations comprising the US, Russia, France, the UK and China which possess capabilities to develop nuclear submarines.

Code-named Advanced Technology Vessel (ATV), Arihant will carry 'Sagarika' (K-15) missile that has a range of 700 kms. As India has declared "no first use" of nuclear weapons, the country's weapons system must survive a first strike for retaliation. Therefore, Arihant's primary weapon is stealth as it can lurk in ocean depths of half a kilometre or more and fire its missiles from under the sea.

The Prime Minister said "nevertheless, it is incumbent upon us to take all measures necessary to safeguard our country and to keep pace with technological advancements worldwide. It has rightly been said that eternal vigilance is the price of liberty."

He said the government was fully committed to ensuring the defence of national interests and protection of territorial integrity. "We will continue to render all support to the constant modernisation of our armed forces and to ensuring that they remain at the cutting edge of technology," he said.

The Prime Minister congratulated the ATV programme and all personnel associated with it for achieving a historic milestone in the country's defence preparedness.

"Sunday's launch is a reflection of the immense technical expertise that exists in our country and the strength of our research and development organisations. More importantly, the launch represents the determination and patriotism of our technologists, scientists and defence personnel who have overcome several hurdles and barriers to enable the country to acquire self reliance in the most advanced areas of defence technology," he said.

Noting that the submarine is the outcome of a productive public-private enterprise in the country, he expressed his appreciation to "our Russian friends" for their consistent and invaluable cooperation which symbolise the strategic partnership between the two countries.

Four more nuclear-powered submarine of this class have already got government's nod and these would add to the Navy's underwater combat potential in the years to come. Sea trials of the submarine will be conducted in the Bay of Bengal off Vishakapatnam, where the vessel was under construction for the last two decades.

The Rs 30,000-crore secret nuclear submarine project was started in the 1980s though it was conceived by then Prime Minister Indira Gandhi in the 1970s. The first official admission of the project nearing completion came this February when Antony had announced it during the AeroIndia show in Bangalore.

Mr. Antony, referring to India's non aggression and no-first-use nuclear policy, said the situation in the region had necessitated the need for a credible second-strike capability.

Mr. Mehta said the launch of INS Arihant was the "first visible step towards realisation of the third leg of the nuclear triad. It will help navy to decisively influence events in a wide geographical area and counter all spectrum of conflict".

The ATV Programme Director General Vice Admiral (retd) DSP Verma said 'INS Arihant' provided India a sea-based strategic capability, and thanked the private companies such as Larsen and Toubro and Mulchand Industries, apart from Department of Atomic Energy and the Atomic Energy Commission (its chief Anil Kakodkar was present) for the help it rendered in building and testing the pressurised water reactors for the submarine.

India has land-based nuclear-capable Agni ballistic missiles, apart from IAF fighters such as Mirage-2000 that can deliver tactical nukes.

Two decades ago, India had operated a Charlie-class nuclear submarine, christened INS Chakra, leased from Russia for three years between 1989 and 1991. Moscow will again lease out two Akula-class nuclear submarines to New Delhi for 10 years. Plans to deliver the submarines this June were hit by a mishap during sea trials late last year. But hopes have soared for its delivery in 2010 after Russia took out the repaired vessel for sea trials again early this month.

#1  India launched its first nuclear powered nuclear attack submarine today. Designated INS Arihant, the launch is the first of the four steps towards making the submarine operational with its sensors and nuclear ballistic missiles by 2011.

It was lowered into the waters in the Vishakhapatnam harbour in south-eastern India by Prime Minister Dr Manmohan Singh.

Two more submarines are already under construction towards creating a nuclear triad of surface, air and sea launch capability as part of India's nuclear doctrine towards nuclear deterrence and retaliatory strikes. Two more are planned in the immediate succession.

The indigenous construction of the submarine by Indian public and private sector companies marks a quantum jump in India's shipbuilding capability. In about 20 years, India could build a total of 20 nuclear submarines after extensive tests and trials with Arihant.

The new vessel will undergo trials in harbour as well as shallow and deep sea as the second step. Then its noise levels will be checked and adjusted for stealth, and finally, sensors and nuclear weapons will be tried and integrated as the final and fourth step.

The already tested 700km-K 15 indigenous ballistic missile will be the first to be put on board its 12 launchers. Later, the 3500km KX missile will be integrated.

India's Defence Research and Development Organisation (DRDO) has had phenomenal success in its missile programmed over the last two years. The submarine has also been designed by DRDO, and has an 80-watt mini reactor using enriched uranium.

Indian reform school for rogue monkeys
Wildlife officials in India plan to build a special school to improve the behaviour of delinquent monkeys. They say the aim is to target monkeys that pose a serious threat to people in the state of Punjab.

Officials say monkeys are a growing menace in Punjab as the animals move into towns and cities looking for food. The state government has asked India's Central Zoo Authority for funds to build the country's first monkey rescue and rehabilitation centre.

Punjab has more than 65,000 wild monkeys. As more and more forests disappear, they are increasingly encroaching into human settlements, say experts. Many of the animals now live in towns and villages and it is not uncommon for them to attack humans as they forage for food. The problem of rogue monkeys is particularly severe in towns close to India's north-western border with Pakistan.

Officials accuse them of a variety of bad behaviour from terrorising children, snatching food from people and destroying property. Macaque monkeys routinely destroy TV antennae, tear down clothes-lines and damage parked scooters and motorcycles. "Besides people landing in hospitals after encounters with monkeys, the animals also often get hurt when house owners try to chase them away or keep them out by using live electric wires and other means," chief wildlife warden RK Luna told the BBC.

The proposed new monkey school will take in the "worst offenders" and put them through a crash course in good manners. "We have proposed a composite facility where scientific methods will be employed to change and alter the social habits of the monkeys," Mr Luna said. Wildlife officials hope to reduce aggression and train the monkeys to be more like the wild animals they originally were.

It is hoped that the school will eventually become a temporary home for up to 100 rogue monkeys. It will begin with 15-20 animals complete with a quarantine area and a veterinary hospital. The monkey rehabilitation centre is planned as an extension to a mini zoo near the city of Patiala, in a thickly forested area that was once the royal hunting grounds of the princely state of Patiala.

It replaces an earlier - now defunct - holding facility or "jail" for rogue monkeys also located at the site several years ago. Mr Luna said work on the school would begin as soon as possible.

Iraq
Iraq revives rules censoring books
Iraq's Ministry of Culture has revived regulations forbidding the import of some books, prompting critics to accuse it of restoring Saddam-era censorship. The ministry has begun requiring publishers to submit lists of titles for approval, said Deputy Culture Minister Taher al-Humoud. He said the rules were based on law dating from the era of former dictator Saddam Hussein, ousted in 2003. Humoud said the ban was on books glorifying violent jihad and martyrdom, which are typically imported from neighboring countries.

"All books are allowed except those that incite sectarian grudges," he said. "Books that carry Takfiri fatwas against either sect (Sunni or Shi'ite Muslim), and the bloodshed they cause, are not permitted," he said, referring to Islamic legal decrees.

The move has angered groups like the Society to Defend the Freedom of the Press, which issued a statement this week complaining of a "return to a totalitarian regime."

"The society stresses that imposing such censorship is a termination of the freedom of expression and thought acquired after April 9, 2003," a statement from the society said, referring to the date Baghdad fell to invading U.S. forces. Iraq's 2005 constitution enshrines freedom of press and publication unless they "violate public order or morality."

"This is not freedom of expression. This is freedom of destruction," Humoud said. He said no books had been turned away since last month, but pointed to a case a year and a half ago which prompted the ministry to begin applying the rule anew. In that instance, authorities at Baghdad international airport blocked the entry of a book entitled 'The Lover' -- referring not to romantic love but love of jihad.

Southeast Asia
Defeated candidate rejects Indonesia vote results
[Iran Press TV Latest] Defeated presidential candidate Megawati Sukarnoputri has rejected Indonesia's presidential election results which saw the re-election of Susilo Bambang Yudhoyono.
Guess she figures it worked in Iran, why not give it a try in Indonesia...
Gayus Lumbuun, a Spokesman for Megawati's campaign, said that the former president-turned-opposition leader will file a complaint with the country's Constitutional Court. Megawati, who only managed to secure 26.8 percent of the ballot, has reasons to believe that there are 'unresolved legal issues' over the July 8 vote, said her party spokesman.
Since she was flat out incompetent when she was prez, I'm surprised she got as many votes as she did...
The opposition leader's decision to challenge the results came after Indonesia's Elections Commission on Friday officially announced Yudhoyono the winner with 60.8 percent of the 121 million votes cast. "Because there are still unresolved legal issues, we are rejecting the presidential election results from the KPU (election commission)," Gayus Lumbuun said.

The defeated candidate alleges that the voter lists were flawed and that duplicate names and names of dead people were appearing on the electoral rolls. The irregularities have even been acknowledged by Indonesia's electoral watchdog. Election Supervisory Body Chief Nur Hidayat Sardini said 'there were many violations', the BBC reported. Despite admitting the violations, the body has described the vote as a 'success'.

Yudhoyono, who is set to serve a yet another 5-year-term as president, came to power after defeating Megawati in Indonesia's first direct presidential election in 2004.
