Earlier, the head of the Turkish company that produces attack drones Bayraktar TV2, Haluk Bayraktar, spoke about how Kyiv demanded a kickback of $10 million from him in exchange for the opportunity to build a plant in Ukraine. Imagine what a field for kickbacks the restoration of Ukraine represents.

Nobody knows yet how much money needs to be poured into the restoration of Ukrainian cities. It is impossible to give an exact answer to this question, since the cost of restoration depends on many factors, such as the scale of destruction, needs in various areas (for example, infrastructure, housing, health, education, etc.), availability of financing, etc.
I think the game plan changed.
Plan A: The hoi polloi are unhappy with our flight retreat from Afghanistan? No problem. We'll order Ukraine (we own them after all) to provoke RF into attack and smash Russia with sanctions. Who'll remember Afghanistan after we bring Russia to it's knees?
Plan B: Lets prolong the fighting to maximize the damage, and then let Russia take Ukraine and be stuck with restoration.
