#1 Final thought: Cuellar is the last even nominally pro-life Democrat in the U.S. House. The conspiracy-minded might think this is the only reason the Biden DOJ was allowed to indict him...

That and he was fairly vocal in his criticisms of the Biden Administration response to the border disaster.
