#2 I've taken a look at this and come to the conclusion that the USAF will be greatly disturbed when they see how refusable this offer is.

My Beloved Service has zero intention of fixing any of the problems that have gotten them to this point; they are just desperately hoping that they can bribe enough people to put up with it a little longer.

During a particularly bad pilot retention crisis in the 80s, a commission suggested just that: bring back WOs (the USAF hasn't had them for decades, but the laws and regs still authorize them) for helicopters, transports, tankers, and instructors.

The response was almost violent, and comparable to what would have happened if you'd doused the Devil with Holy Water.

The sad part is and remains that had this been authorized, you'd have had people lined up around the block to apply for the program, and the pilot shortage would have disappeared almost immediately. But the USAF's leadership, I think, would rather lose a war than have non college-educated, non-commissioned officers in even one cockpit.
