#4 In CA in the 70's at least there was a tradition of cops handing out "Get Out of Jail Free" cards to friends and folks who did them a favor - basically a note that said "Please extend what ever level of consideration is appropriate under the circumstances". If the arresting cop let you off he kept the card and used it to claim a solid from the issuer. Two-tier Justice ain't new.
