#7 I'd put a wager down that because there isn't enough fertilizer, to do this, to paraphrase The Joker, "makes it all part of the plan."

Except Sri Lanka is outside of fertilizer shortage happenings. Everything they have done is a crash on Agriculture beforehand as well.
