#4 There is another half of this they are not showing, Retention. Enlistment goals are worked to cover for losses as members leave and don't re-up. So, what are the retention rates for those at 4yrs, 8yrs and 12 years. Those are skilled service members and you don't replace a 8 year experienced vet with a recruit. It's one big calculation of input-process-output in crunching those numbers. If your retention craters and you have terrible recruiting, its over with.

#5 Reports are Army recruiting is sucking a syphilitic monkey scrotum. The Marines actually exceeded their retention target. Probably because they are not woke (yet).

#7 Going to guess the woke cadres are still a conspicuous minority. While they know the administrative corps has their backs, they still swim in a sea where dangerous stuff goes on every day and accidents do happen.

#8 # 6 Dron -- Oddly "McNamara's 100,000" was the first thing I thought of when I started reading about the shortfalls. A really terrible idea that had terrible consequences, so it's almost certain to happen again.

#9 The problem with "McNamara's 100,000" was that they left the recruit's brains in their human bodies rather than using them to manage sensors, weapons and vending machines like we are able to do now thanks to improvements in AI and wetware interfaces.
