#4 Republics are hard to survive the natural behavior of man; tribalism, territorial instinct, and hierarchical order. Thus they are 'unnatural', but possible as flying when one arranges and enforces decentralization, checks and balances, and constrains the 'lust' for power. Power has a tendency to corrupt, absolute power corrupts absolutely.
