#2 Sailer Rule: when the ratio of wounded to dead is greater than 3:1, you can be sure you've got a Wakandan wake or other ghetto drive-by.

Only when the # of dead greatly exceeds the # of wounded can you be sure the mass shooter is not Wakandan
