I do love the sloppy weaselous logic of this:
The agency has not been able to corroborate its claim that the union building was at serious risk

Translation: Since the mostly protesters were not allowed to destroy the building and therefore, we do not have the insurance adjusters report, we cannot prove there was any risk. We could have asked the mostly peaceful protestors about their intent, but that's like actual reporting and I have a story to get out.

No, it's a memorial to lawlessness, to barbarism disguised as protest. The obsession over a miniscule number of bad events is just another avenue to push tribalism.
