#3 When I was in IT in the early 90s, I'd get the trade publication Compterworld. The back section contained want ads. It was filled with page long listings for a job with very precise skill sets. No one had all those skills. It was just a CYA process for the company to justify getting a H1B. There was no Q&A process by the government to audit whether the H1B hire met all those skill sets. It was a game. It destroyed the incentive to put in the years and study (investment) to get skills only to have someone from overseas take the jobs. See - Disney replacing American workers already doing the jobs with H1B hires.

#5 The government is famous for tailoring job descriptions to fit a particular candidate, then fielding the job posting for the minimum amount of time. But, but, but it's not the dreaded candidate 'pre-selection.' Follows is a hypothetical example:

Candiate must have Rakahanga-Manihiki language skills at the native fluency level.
