#1 Why not cheer. He was the cool boat captain. Allowed his guys a boat call in Thailand! Even though he knew of the threat. His going public with the fleet readiness shows panic and a lack of command control and that deserves him to be relieved.

It could hardly be a surprise that contagious disease can be an issue not to mention bio weapons.
