#3 A single facility is much easier to inspect for safety, hygiene, and separate but unequal treatment by race than myriads of them, and it was, one assumes, built with private funds rather than taxes from the unwilling.

A solid point, gentlemen. But should that protection be removed, the inspections — and law suits — will be more easily accomplished, as well as victims and/or their families finding each other to compare notes. Creating a central node also creates a weak point.
