#2 I have little doubt that the Chinese are capable of ignoring all environmental issues and strip mining whatever concessions they paid for. At the same time, it's also the case that Third World countries in general, and African countries specifically, are known for temporarily loosening their byzantine regulations (tailor-made to creat opportunities for graft) to entice foreign investment and then tightening up those regulations once the investment has been made. That's why they're such basket cases. No one trusts them to abide by written agreements, meaning foreign investors are as scarce as hen's teeth.
