1) At the end of a couple years, it is discovered that nowhere near as many women have applied as the experts had said they would, and/or no one is making it because of the standards. Therefore,

2) The standards are lowered and quotas enforced.

3) Rinse and repeat.

We are reassured by our betters that this scenario will never happen... although it seems to happen every damn time. Usually the argument devolves to "being big, strong, and fast isn't really crucial to this job".
