This really only redistributes fertility to those with the lowest productivity (where the fixed payment makes most gain).

I do wonder if the plan is to make a more herdable human.

#6 The one's paying for the subsidy by being fined for being productive then have many less kids.

They also have to find money for housing which has been deliberately made even less affordable.
