#1 Who cares?

It tends to make the politicians handing out the loot feel they look good, and if some of it "accidentally" comes back to them after they leave office then who are they to turn down a grateful dictator?

But a select group of compliant 'downstairs people' must be sustained. Somebody must do the cooking and see after the domestic affairs.

#5 Welfare tends to cause dependency. It many cases it's just easier to take the money, live a marginal existence, and then blame others for your plight. I don't see why it wouldn't be similar for nations.

Also, only a fool would give money to a corrupt government and expect the money to be used properly? The reason most of these nations are perpetually poor is because they have corrupt governments.

The US would be better off removing the restrictions on assassinations and subtly let a few know that they are on the list and probably should quietly retire to the south of France.
