#1 Will require a constitutional amendment (to the 14th) or appointing another 9 judges to the Supreme Court to 'reinterpret' what the text actually says (a popular method of the progressives).

If you ever get a republic back, I'd recommend the new Constitution have as Article I 'The Citizens' and be very specific who and who is not a citizen with full rights, along with severe penalties to anyone in position of authority who seeks to curtail those rights.
