The one's that used the circular business plan like the union's? The Donks support the unions, the unions vote for the Donk's, and if the Donks win, they reward the unions with special favors and benefits at the expense of the rest of us.

#6 "Circular Business Planning" (an excellent term by the way) is not limited to labor unions.

Example here, website is a bit dated but until recently, still a fully funded program.
