#2 An external observer may think that it is all deliberate, to push America into complete bankruptcy. Add to that that draining the Strategic Petroleum Reserve now would prevent the country form having such a reserve in case of a real crisis in the coming year. The external observer adds: while blocking new drilling for oil in America, well played.
