#3 Make sure to include healthy rewards to pirates that turn informant for the COIN forces - house in a gated community, money, etc. Surprising how many pirates will rat out all the others for some booty - historically this has been one of the most successful counter-attack means on piracy. Also, convert some pirates to coast guard/navy auxillaries - works well, at least for the English in the Spanish Main.

#4 Better make sure that any locals that take the training and decide to take their new found talents "elsewhere" are shown the consequences of how very, very wrong that choice would be.
