#4 poor fiscal management certainly does not apply everyone,

Regardless of whether it is poor, fiscal management in order to have any efficiency should apply to everyone, from taxes to expenditures.

And because it should apply to everyone it should only be used and limited to goods and services that benefit everyone such as national defense as well as other federal goods and services.

When fiscal management becomes poor, it is because it has become "targeted" and inefficient. It becomes poor when it is used to accomplish a political goal.

As it is, when the federal government ( or any government for that matter )makes a decision that is intended to impact the broader economy with a non economic agenda, it is usually political in nature and therefore by its very nature cannot be economical or efficient.
