#2 "Taliban" here is over-defined. There being no central authority to the region, it just being a patchwork of mutually-hostile tribes, claims of greater organization only exist relative to outsiders.

That is, they will all cut each others' throats, *except* when faced against the Pak government, at which time they have a mutual enemy. "Tribal leaders" are "Irish kings", a man with a sword and two followers.

The only real change to this status quo is coming from the Pak army, which is getting significantly stronger in fighting in both Waziristan and Baluchistan. Eventually they will overwhelm the traditional tribal organization and assert national authority over both regions.

So the days of this foolishness are numbered.

#3 Under British-era laws that hold an entire village or clan culpable for any crime committed in their lands, the army has retaliated broadly for militant attacks. It has killed hundreds of civilians, destroyed villages, livestock and orchards and alienated Waziristan's people, residents and scholars from the region have said.

It would be much harder for them to feel alienated if they were all dead.
