#1 Big deal. It will die in the Senate. Obumble may try to campaign against a "do-nothing" Congress, but really it's a do-nothing Senate Clown College.

#3 Now the State Department sez, "Should Congress impose an arbitrary deadline for the permit decision, its actions would not only compromise the process, it would prohibit the department from acting consistently with National Environmental Policy Act requirements by not allowing sufficient time for the development of this information. In the absence of properly completing the process, the Department would be unable to make a determination to issue a permit for this project."

Spoken like a true bureaucrat. So they will enforce The One's will administratively.

#5 Except the act can be written in such a way as to override the NEPA requirements AND short out any Dept. attempts at this.

#6 correct. Make it a National Security Issue (like it is) and you can limit NEPA exposure/suits. Duncan Hunter did just that to build the border triple-fence in San Diego region, effectively shutting down 95+% of illegals crossing in the district
