#4 Prove is an interesting question. Consider what the video of Nick Sandman 'proved'. I don't know I wasn't there, but given the visual there is no imaginable route to not investigating it that isn't dirty. #7 re #3 the certain tool is that voting must be done in person and the person voting must sign the ballot. Yes, some people, travelers, etc may not be able to vote but ... tough.
