#1 Here is an Idea.
Require all INTERNATIONAL Wire Transfers apply a fee/tax if the Person cannot present a E-Verifiable Green Card / Work Visa or is NOT a US Citizen.

Add a 25% fee/tax to the estimated $148 Billion sent home each year by illegal immigrants to cover the failure to pay 25 to 40% in related taxes.

Then do a 5 way split of the $37 Billion.

20% to ICE,

20% to the Border wall enforcement,

20% to US hospitals that report illegal abuse of ER's, thus allowing some recovery of unpaid Illegal Immigrant services.

20% to US cities/Counties that report and detain Illegals. With the reward based on actual numbers ICE collects and not a UN-enforced verbal notification / paper agreement.

20% for a Anonymous Citizen/worker Reward program from ratting out employers violating the E-Verify Laws.
