The welfare of the people...has always been the alibi of tyrants...giving the servants of tyranny a good conscious. Albert Camus (quoted by Peter Schweizer in "Red Handed."

I'm not even sure that tyrants care about whitewashing their conscience. It's just a sales pitch.
