The open-ended nature of the 2001 AUMF has allowed multiple presidents to wage war against a number of groups, including al-Qaeda, the Taliban, al-Shabab, and Islamic State (IS).

#5 Just imagine the actual benefit of deploying these soldiers along the cartel trafficking routes in Mexico, as well as the fentanyl/precursor chemical labs. Straight out of "Clear and Present Danger".
Africa can deal with its own messes, we have a cart-full here at home, and this skill set fits the need exactly.
