#4 If killed by orders of foreign leadership, failure to take certain steps -- cutting off of diplomatic relations, or even declaring war outright -- would lead to the fall of the government, if not worse. Sometimes, one is forced by dint of circumstances, to hide embarrassing facts. Not always a bad idea. How nice it would have been if the death of Archduke Ferdinand could have been engineered to take the form of an exploding gasoline tank and blamed on shoddy workmanship.
