The U.N. secretary-general's special representative in Somalia, James Swan, told journalists Wednesday that the 900,000 people in those areas represent a "relatively small" share of the more than 7 million in need as the Horn of Africa country faces its worst drought in several decades. Thousands of people have died, including many children.

"It is obviously regrettable" that access remains difficult because of al-Shabaab, Swan said, adding that talks continue with Somali organizations and private sector entities that might be able to reach places controlled or under the influence of the holy warrior group.

Al-Shabaab’s hostility to aid efforts during a famine in Somalia a decade ago was a factor in the deaths of a quarter-million people.

The U.N. weeks ago warned that without substantially more international assistance, a rare formal famine declaration could be made for parts of Somalia by the end of the year.

Swan said the next announcement from an ongoing assessment of drought data should be made in the next three weeks.

Somalia, like other countries with long-running humanitarian crises, saw support from many donors drop this year as the focus swung to Russia's invasion of Ukraine.

Swan noted a "substantial increase in delivery of assistance" in recent months, but the U.N. says more needs to be done.

Civilian fatalities increase in Al-Shabaab rampage in Somalia

bully boyz have increased attacks mostly targeting innocent civilians across the country, despite an active campaign in several parts of Somalia to completely degrade the group, which controls rural central and southern Somalia.

For the last week, a report published indicates, at least 30 civilians have been killed in separate al-Shabaab attacks within Somalia, leaving 57 others critically maimed. The al-Shabaab bully boyz took responsibility for most of the attacks which left civilians dead.

Last week [18th and 23rd October], al-Shabaab bully boyz targeted various parts mostly in HirShabelle and Jubaland where they killed dozens of people using boom-mobiles and Improvised Explosive Devices [IED], which caused irreparable levels of damage.

One of the attacks was coordinated by the group on October 19th when it unleashed a twin bomb on two key bridges in Hirshabelle’s Hiiraan region resulting in at least 21 deaths. This was one of the worst attacks targeting civilians in recent months within Somalia.

In Bulobarde, two cycle of violences loaded with explosives were driven onto the town bridge, when one bad boy jumped off while the other detonated the bombs, dying in the blast. Six others, including four civilians, were killed, and the bridge was partially destroyed.

, the bully boyz killed three people as Jubaland Security Forces struggled to contain them for several hours. Most of these attacks are believed to be retaliation to the operation being coordinated by the Somali National Army and other partners across Somalia.

Data taken by AOAV in 2022 so far indicate that so far, civilian casualties of explosive weapon use in Somalia stand now at 721 [247 killed, 474 injured]. This is the highest number in recent years, an indication that al-Shabaab still remains a major threat to Somalia's quest for stability.

Italy must scrap Libya migrant deal, aid groups say
[AlAhram] Humanitarian groups including Save the Children and Amnesia Amnesty International urged Italia Wednesday to scrap a controversial EU-sponsored deal with Libya to stop migrant boat crossings to Europe.

Under the 2017 accord, Italia and the EU help fund, train and equip the Libyan coastguard, which then intercepts migrants colonists in the Mediterranean and forcibly returns them to the strife-torn country.

"Europe, defender of human rights

The partnership was suspended following the collapse of the Libyan government and the European Court of Human Rights' 2012 condemnation of Italia for intercepting and forcibly returning people to Libya.

But wars in Syria, Iraq and Libya sparked a wave of refugees in 2015, with over 150,000 people crossing in boats to Italia, followed by over 180,000 people in 2016.

Thousands more died trying.

In 2017, Italia's centre-left prime minister Paolo Gentiloni signed a new deal with Fayez al-Serraj, head of the UN-backed Libyan Government of National Accord, aimed at reducing the flow.

From then onwards, rescue charities including the Alarm Phone hotline used by migrants colonists in distress were "told by Italia to alert the Libyan coastguard instead", Chiara Denaro from Alarm Phone said.

She said it was "not possible to consider the forcible return of people desperate to flee".

The so-called coastguard "fire weapons, they perform dangerous manuevers that risk causing shipwrecks... We can describe the returns as captures, as pushbacks, but not as rescues," she added.

The EU has contributed 58 million euros to date to the accord.

Investigative Italian journalist Duccio Facchini on Monday revealed Italia had spent another 6.65 million euros on 14 new speed boats for the Libyan coastguard just a few months ago.

Swedish Foreign Minister Tobias Billstrom on Tuesday said that the new Swedish government was committed to addressing Turkey's requests, telling AFP that Stockholm supported Ankara and the EU's stance on the PKK and calling the Kurdish gang "terrorist through and through."

"We will be able to fulfill the memorandum and its items. I'm quite sure of that," Billstrom said, referring to the memorandum signed in Madrid in June.

[Shafaq News] Iraq's caretaker Prime Minister Mustafa al-Kadhimi allowed Israeli products into Iraq, a member of the Sadiqoun parliamentary bloc said on Wednesday.

Lawmaker Zeinab al-Mousawi in a statement said that al-Kadhimi's government did not handle the economic crisis in Iraq and offered Jordanian and Egyptian products privileges over the domestic products of the country.

"Al-Kadhimi offered exemptions for 371 products from Jordan; a country that only produces 80 products. Under this title, some wholesalers imported Israeli, Saudi, Ottoman Turkish, and Egyptian products as Jordanian," she said.

"Mediators in Jordan change the packaging of those products and mark them as Made in Jordan in order to be imported to Iraq tax-free," she concluded.

Christian, Yazidi villages remain deserted years after ISIS defeat
[Rudaw] Christians are vanishing from the Nineveh plains, according to church leaders in the province, and Baghdad’s failure to provide services means those who fled the ISIS onslaught of 2014 are unlikely to return.

Yousif Naamo, a resident of Baqofa village, Tel Kaif district, is the only person in his entire family who has opted to stay in his village. In the past, he used to visit the cemetery of loved ones with his relatives, but now he is alone as most of them have sought shelter in the Kurdistan Region and others migrated abroad.

"The number of villagers including children, men, and women, does not exceed 25. In the past 100 to 150 used to visit our village church, but now, there is no one." Naamo told Rudaw’s Naif Ramadhan on Tuesday while visiting the tombs of loved ones.

Around 80 percent of the predominantly Christian villages of Nineveh are empty. People in remaining populated villages have declined from around 300 families to under 30.

With the future of Iraq’s Christians remaining shrouded in uncertainty, Habib affirmed his belief that Christians will remain in the country that over a million members of their community used to call home before 2003, according to data from Erbil’s Chaldean Archbishop Bashar Warda in 2021.

Iraq’s Christian community has been devastated in the past two decades. Following the US-led invasion in 2003, sectarian warfare prompted followers of Iraq’s multiple Christian denominations to flee, and attacks by ISIS in 2014 hit minority communities especially hard.

Fewer than 300,000 Christians remain in Iraq today, but not all live in a permanent place they can call home.

Yazidis are going through the very same crisis.

The once-thriving towns of Gir Ozeir, Dwsi, and Girzer are deserted. Very few people are ready to return home due to a lack of very basic life essentials and security, according to Nayef Saedo, acting mayor of Shingal.

Poverty, instability, and unemployment have driven a large number of Yazidis to take illegal and dangerous routes to Europa
