Faryab gets new governor after recent political and security developments
[KhaamaPress] The Afghan Military in the North says the former head of Norms and Standard Department Naqibullah Fayeq has been appointed as the new governor of Faryab province.

The announcement regarding the appointment of the new governor for Faryab province comes amid ongoing tensions over the arrest of a prominent commander of Junbish Millie Nizamuddin Qaisari.

The 209th Shaheen Corps of the Afghan Military in the North said Faiq has been appointed as the new governor of Faryab province.

According to a statement released by Shaheen Corps, Mr. Faiq has arrived to Faryab province and will be introduced to the provincial leadership today.

This comes as the supporters of Qaisari on Wednesday set on fire the provincial government compound over his arrest by the Afghan Special Forces.

A provincial council member of Faryab Tahir Rahmani confirmed that Commander Qaisari has been arrested by the Special Forces of the Afghan Military.

He said Commander Qaisari started verbal clash with the participants of a security meeting in Maimana city which resulted into a armed clash.

According to Rahmani, at least four security guards of commander Qaisari were killed and at least four others were maimed.

ICC Unveils Second Arrest Warrant for Benghazi Commander
[AnNahar] The International Criminal Court revealed Thursday it has issued a second arrest warrant for a Libyan military commander accused of shooting dead 10 jihadist prisoners after a Benghazi mosque attack.

The new warrant for Mahmoud Mustafa Busayf Al‑Werfalli, issued Wednesday, cites "his alleged responsibility for murder as a war crime" in the Libyan conflict, the ICC said in a statement.

Despite an earlier warrant issued in August, Werfalli, a commander of the Benghazi-based al-Saiqa Brigade loyal to Libyan strongman Khalifa Haftar
...Self-proclaimed Field Marshal, served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy. He was released around 1990 in a deal with the United States government and spent nearly two decades in the United States, gaining US citizenship. In 1993, while living in the United States, he was convicted in absentia of crimes against the Jamahiriya and sentenced to death. Haftar held a senior position in the anti-Qadaffy forces in the 2011 Libyan Civil War. In 2014 he was commander of the Libyan Army when the General National Congress (GNC) refused to give up power in accordance with its term of office. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Guess you can't win them all...

Now ICC judges have found "reasonable grounds to believe" that Werfalli "allegedly rubbed out 10 persons in front of the Bi’at al-Radwan Mosque in Benghazi" on January 24.

Almost 40 people were killed and scores injured in twin boom-mobileings outside the mosque after evening prayers frequented by jihadist opponents in Libya's second city.

The first warrant accused Werfalli of the cold-blooded executions of at least 33 civilians or injured fighters in seven incidents in 2016 and 2017.

The ICC judges referred to video footage allegedly showing Werfalli personally shooting hooded and bound prisoners, or ordering a firing squad to open fire on them.

In February, Werfalli said in an unconfirmed Facebook video post that he had handed himself in to Haftar, insisting on his innocence, and justifying any executions as "sentences" against jihadist killers.

Libya fell into chaos after the ouster of strongman Moamer Qadaffy in October 2011, with competing authorities in Tripoli

ICC chief prosecutor Fatou Bensouda has repeatedly called for help in arresting Werfalli, as well as Qadaffy's son Seif al-Islam, who is also wanted on charges of war crimes.

A warrant has also been issued for the arrest of former security chief al-Tuhamy Mohammed Khaled, accused of war crimes committed in 2011.

Algeria Showcases Migrant Expulsion in Face of Criticism
[AnNahar] Accused of dumping thousands of migrants colonists at the border in the desert, Algeria has opened up the doors of its air-conditioned expulsion buses to try to allay criticism of its treatment of deportees.

With food-filled rest stops and nappies for the babies, the journey south for more than 350 migrants colonists being sent out of Algeria stood in stark contrast to the reports of those who have come before them.

Rights groups have accused the Algerian authorities of arbitrarily arresting and deporting migrants colonists from sub-Saharan Africa, sometimes abandoning them without water or food in the desert.

Egypt sentences former Morsi advisor to life
Since the article doesn’t say, I assume this is only a preliminary sentence, subject to several levels —and no doubt years — of appeals before final sentence is rendered.
[IsraelTimes] An Egyptian court on Thursday sentenced a former advisor to toppled Islamist president Mohammed Morsi to life in prison, along with 13 other people, for belonging to an illegal group.

Abdullah Shehata was an economic advisor to the Moslem Brüderbund-affiliated president, who was democratically elected in 2012 following the overthrow of longtime dictator Hosni Mubarak

The next year, Morsi was toppled by the army amid mass protests against his rule.

Shehata and the 13 others sentenced to life terms were accused of weapons possession, belonging to an illegal group, and "violating citizens’ freedoms."

The prosecution accused them of creating "special cells" to receive training in how to make sound bombs, the state-run al-Ahram daily reported.

They were planning to cause "a state of instability in the country" by targeting essential infrastructure, including electrical transformers, it said.

Six other people were sentenced to 15 years in prison and another to 10 years over the same case, according to state television

Quetta court acquits 15 juvenile suspects arrested in 2013 over charges of multiple bombings
[DAWN] An anti-terrorism court in Quetta on Thursday acquitted 15 accused due to lack of evidence who were locked away

Quetta police had arrested 15 children in March 2013 claiming they were involved in carrying out over 20 bomb kabooms in the historic provincial capital. The news had made headlines in national media and was also picked up by international outlets.

The children ‐ as young as 11 years old then ‐ remained in captivity of police since their arrest.

ATC-1 Judge Muhammad Dawood Nasar acquitted the accused as police failed to produce evidence before the court. Human rights activist Jalila Haider and Advocate Mukesh Kohli were counsels for the accused.

"The children are likely to be released by tomorrow after completion of legal procedure," Jalila Haider told DawnNewsTv on Thursday evening.

Police had claimed that the children arrested in various raids were associated with the banned United Baloch Army (UBA) and were involved in a series of bomb kabooms in the city. The children remained under trail at ATC Quetta for over five years since their arrest.

The court also issued permanent arrest warrants of the five accused in the same case over non appearance before the court despite repeated notices.

Israel successfully tests missile defense systems
[IsraelTimes] Defense ministry says tests on Iron Dome, Magic Wand, and Arrow 3 designed to 'counter emerging threats in the region'

The Defense Ministry on Thursday said Israel’s missile defense systems had successfully completed a series of tests designed to "counter emerging threats threats in the region."

In a statement, the ministry said the tests were carried out by Rafael Advanced Defense Systems in conjunction with the army and defense firms Israel Aerospace Industries and mPrest Systems.

"Within the framework of the tests, various types of threats were launched, which simulate the developing threats in the region," the Defense Ministry said. "The Homa [missile defense] directorate will continue to develop the Iron Dome system to "counter the emerging threats in the region."

The statement said the short-range Iron Dome, medium-range Magic Wand, and long-range Arrow 3 systems were tested this week at the Palmachim air base, south of Tel Aviv.

On Wednesday residents in the area of the base, located south of Tel Aviv, heard the launch of a missile, which left a smoke trail that could be seen for miles.

The ministry did not say what type of missile was fired, and said it would reveal the details at a later date.

In May, the Defense Ministry said it was postponing a planned live-fire test of the Arrow 3 in Alaska to ensure "maximum readiness" of the battery.

The Arrow 3 system was first tested successfully in February, after months of delays and technical problems. In January, an exercise was called off because of a data transfer problem and in December a test was canceled over safety concerns.

Complemented by a number of other missile defense systems designed to protect Israel from short-, medium- and long-range attacks, the Arrow 3 system represents the highest level of Israel’s multi-tiered missile defense network.

Following a barrage of mortar and rocket fire from Gazoo last month, the IDF deployed additional Iron Dome batteries in southern Israel, warning local residents of a possible fresh round of violence with Hamas, the well-beloved offspring of the Moslem Brotherhood,.

Militants in Syria’s south return to talks with Russia amid efforts to end fighting
[PRESSTV] Militants in southern Syria say they are returning to talks with Russia, an ally of the Damascus government, after a one-day pause in negotiations.

“The talks will resume, but they are waiting to see whether the meeting will be in the Nassib border crossing or in Busra al-Sham, the same place as last time,” said Hussein Abazeed, a spokesman for militants, on Thursday.

Another statement from the joint operations room of the militants in southern Syria said they were willing to return to the talks, an apparent sign they fear huge losses among their ranks as a result of the government’s anti-terror offensive in the area.

"We agree on an immediate cessation of hostilities on both sides to have a new round of negotiations," the statement said.

Russia, which has been brokering talks with militants in southern, started a new round of talks with militants in southern Syria on Wednesday in an effort to make them hand back the areas they control to the Damascus government without fighting as the national army pushes ahead with a liberation operation there.

Iran Threatens To Block Strait Of Hormuz Over US Oil Sanctions, US threatens confrontation
[Guardian] A potential confrontation between the US and Iran is brewing in the Strait of Hormuz after Tehran threatened to block the Gulf passageway in retaliation for Washington’s looming sanctions against Iranian oil exports – a threat the US military said would be immediately countered.

The Trump administration is demanding all countries end imports of Iranian oil by 4 November as part of its new policy of hostility towards Tehran after Washington’s unilateral exit from the 2015 nuclear agreement.

Iran’s president, Hassan Rouhani, responded during a rare visit to Europe this week by signalling that Tehran could disrupt regional crude shipments and cut its cooperation with the UN nuclear watchdog.

On Thursday the commander of Iran’s elite Revolutionary Guards, whose forces patrol the Strait of Hormuz – through which one-fifth of the world’s oil passes in tankers – said the Guards were ready to put Rouhani’s words into action if necessary.

US ready to confront Iran if Strait of Hormuz is closed

[ALMASDARNEWS] Over the recent days, U.S. President Donald Trump has warned that his nation will pressure other countries to not purchase Iranian oil.

In response to the U.S.’ threats, the Iranian President Hassan Rouhani and several high ranking military commanders have threatened to close the Strait of Hormuz in order to halt the regional shipment of oil.

If Iran cannot sell its oil under U.S. pressure, then no other regional country will be allowed to either, said Mohammad Ali Jafari, who commands the Islamic Revolutionary Guard Corps, Iran’s most powerful military force.

“We are hopeful that this plan expressed by our president will be implemented if needed … We will make the enemy understand that either all can use the Strait of Hormuz or no one,” Jafari was quoted as saying by Tasnim news agency.

The Strait of Hormuz is the most important oil transit channel in the world with about one-fifth of global oil consumption passing through each day.

“The U.S. and its partners provide, and promote security and stability in the region,” Central Command spokesman Navy Captain Bill Urban said in an email to Reuters.

Asked what would be the U.S. Naval Forces’ reaction if Iran blocks the strait, he said: “Together, we stand ready to ensure the freedom of navigation and the free flow of commerce wherever international law allows.”

As of now, no measures have been taken by Iran to close off the Strait of Hormuz.
