Ghani orders elimination of all groups posing threat to Afghan forces

Deputy defense minister Baz Mohammad Jawhari said the President has made it clear that all those individuals or groups which poses threat or attacks the Afghan forces are the enemies of Afghanistan and therefore they should be eliminated.

Speaking during the completion of security transition of the Afghan national army training facilities, Jawhari said such claims are not correct that the government of Afghanistan is not having a clear policy regarding the enemies and friends of Afghanistan.

Jawhari said Afghan cops are prepared to counter all terrorist activities which are aimed at targeting the Afghan people and troops.

According to Jawhari the Afghan cops have foiled major plots by the terrorist groups who were looking to create sanctuaries in the country during the past one week.

The security of Afghanistan is currently fully in the hands of 350,000 Afghan soldiers and police forces as the NATO

UN condemns killing of a family in Nangarhar province

Assistance Mission in Afghanistan (UNAMA) condemned yesterdays killing of a family, as well as the driver of the taxi they were travelling in when the vehicle hit a pressure-plate improvised bomb (PPIED) planted on a road in the eastern province of Nangarhar.
The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country..
A statement released by UNAMA said the family group was composed of a husband and wife, as well as two sons and a daughter aged between 4 and 12 years-old. The incident took place in the Soor Kalai area of Lal Pur district.

The use of indiscriminate, victim-activated bombs in civilian populated areas is an outrage, said the Secretary-Generals Special Representative for Afghanistan and head of UNAMA, Nicholas Haysom. The use of indiscriminate weapons must stop immediately.

According to UNAMA, Improvised bombs were the second largest cause of civilian casualties in Afghanistan during 2014, with numbers up from 2013.

The statement by the UN mission further added that UNAMA will next month release its 2014 annual report on the Protection of Civilians, including detailed reporting on civilian casualties.

Mr. Haysom emphasizes that international humanitarian law explicitly prohibits the use of weapons whose effects may not be limited and attacks which are not directed at a specific military objective.

The statement by UNAMA also added that it extends its condolences to the families of all of those killed in the kaboom.

Jubaland to set up first parliament on Tuesday
KISMAYO, Somalia -- Jubaland administration in southern Somalia is gearing up for the formation of first parliament on Tuesday, Garowe Online reports.

Speaking at a press conference in the southern port city of Kismayo on Sunday, Jubaland Vice President Gen. Abdullahi Sheikh Ismael (Fartag) unveiled that following parliamentary selection process by local clan elders, the state will set up the chamber of representatives Tuesday. Gen. Fartag noted that IGAD and Federal Government officials will attend the inaugural ceremony.

Egypt to reopen Gaza crossing for 3 days
[IsraelTimes]. Rafah terminal, which connects the coastal enclave to Sinai, was shut down following a string of terror attacks

Egypt will reopen the Rafah crossing with Gazoo for three days starting Tuesday, for the third time since it was shut in late October after a deadly suicide kaboom, security officials said.

The crossing, the only access point to the Paleostinian Gazoo Strip not controlled by Israel, was to be reopened last week, but the decision was postponed after an Egyptian police officer working at the terminal was kidnapped and killed.

The reopening of the crossing will allow Paleostinians students who have been stranded on either side to travel through the frontier, a security official said.

The terminal was shut by Egypt after a deadly bombing in the Sinai Peninsula killed 30 soldiers in late October.

It was later reopened twice.

The Egyptian army has been battling an insurgency in the restive Sinai, which also borders Israel, ever since it overthrew Islamist president Mohammed Morsi in July 2013.

Yemen Province to Halt Oil Flow unless Official Freed
[AnNahar]. The governor of Yemen's Shabwa province warned Sunday that oil companies will turn off their taps at midnight unless Shiite holy warriors in control of the capital free a presidency official.

President Abdrabuh Mansur Hadi's chief of staff Ahmed Awad bin Mubarak, who was kidnapped on Saturday by the Shiite Huthi militias who control Sanaa, is from the southern province of Shabwa in deeply-tribal Yemen.

"Oil companies in Shabwa will stop production starting midnight if Ahmed Awad bin Mubarak is not released," said the governor, Ahmed Ali Belhaj.

Yemen's only gas terminal of Belhaf, which is located in Shabwa, would also stop operating, he said.

An industry official confirmed to Agence La Belle France-Presse that Shabwa's oil companies had received orders to halt their operations.

Shabwa has three oilfields and produces about 50,000 barrels per day.

Political sources in Sanaa said Mubarak's kidnap was a bid to press for amendments to Yemen's newly drafted constitution.

It came just before a meeting of the national dialogue secretariat, headed by Mubarak, to present a draft charter that sets out the division of Yemen into a six-region federation, which the Huthis oppose.

Mubarak was one of the representatives in the dialogue of the Southern Movement, which seeks autonomy or secession for the formerly independent south.

Since their takeover of Sanaa, the Huthis have pressed their advance into mainly Sunni areas south of Sanaa, where they have met deadly resistance from Sunni tribes as well as al-Qaeda loyalists.

Terrorism threat underestimated, expert says, as new centre looks to stop young people being radicalised
[ABC.NET.AU] Governments and security agencies around the world are struggling to contain violent extremism and need to invest more money to stop terrorist attacks, according to a leading Australian terrorism expert.

Dr Clarke Jones from the Australian National University said the threat from radicalised groups and individuals had been underestimated.

"This year is going to be a year of terrorism in the sense that I think we are going to see more small scale attacks," he said.

The warning follows last month's Lindt Cafe siege in Sydney and recent terrorist attacks in Gay Paree and Belgium.

Dr Jones said authorities were growing increasingly concerned about violent bandidos gunnies and the threat of so-called lone wolf attacks.

"Terrorism is changing and over the last 12 months ... where we are today is different from where we were before, we are seeing the nature of terrorism changing," he said.

Jailing people would be 'counter-productive'

Dr Jones is among a group of international experts working to set up Australia's first Centre for Intervention and Countering Violent Extremism (CVE).

The centre's programs will focus on not just research but intervention for young people at risk of becoming radicalised.

"The individual is treated separately because there's not one pathway to radicalisation," he said.

"That would involve a social worker, a psychologist, maybe a psychiatrist in some cases - but [it would involve] trying to understand the situation and assess the level of radicalisation and work towards the other way," Dr Jones said.

He added the plan was for individuals to participate in one of the three programs depending on the level of radicalisation, following assessments done by psychologists and other experts.

"We can't just lock them away in maximum security prison, that's going to be incredibly ineffective and counter-productive."

The centre will also have the backing of international anti-terrorism research institute Hedayah, based in the United Arab Emirates.

Italy expels nine suspected Islamist militants
[Ynet]. Italia has expelled nine suspected Islamist bully boyz so far this year as part of a heightened security alert throughout Europe and could make further expulsions, Interior Minister Angelino Alfano said on Sunday.

Her statements stand in contrast to those made by Prime Minister Manuel Valls, who has stated that La Belle France is at war with radical Islam, not with the Moslem faith or any religion.

Islamic Protest in Texas Almost Turns Violent
GARLAND, Texas – The protest over the Honor the Prophet conference nearly turned violent as the two sides clashed over an incident in the parking lot. The confrontation occurred as a Muslim driver was laying on his car horn as he attempted to leave the parking lot and a protester placed a sign with an image of Muhammad under the front tire of the Muslim’s vehicle.

The incident occurred shortly after another heated verbal altercation occurred in the parking lot driveway that served as a demilitarized zone of sorts. The crowds from both sides had filled the driveway and the Muslim driver was attempting to exit the parking lot. He was blaring his horn in an inflammatory manner. One of the protesters placed a sign with the image of Muhammad under the front right tire of the vehicle and the driver stopped before running over the image.

The vehicle was quickly surrounded by people from both groups and heated words were exchanged. One of the Muslim-side protesters wearing a La Raza brown beret a Che Guevara shirt attempted to remove the sign from in front of the vehicle and a scuffle ensued. Calm leadership on both sides de-escalated the confrontation before it got out of hand.

Garland police moved in quickly and moved both groups back to their side of the driveway and peace was restored.

Other verbal confrontations occurred throughout the event. No physical confrontations occurred and the protest remained peaceful. No arrests are believed to have been made by police who were present in large numbers.

192 militancy cases against banned outfits to be heard on priority
[DAWN] Of the over 2,700 cases pending disposal before the 19 antiterrorism courts across the province, 192 cases of kabooms and Lion of Islam attacks by proscribed organizations have been prioritised for hearing on a day-to-day basis as provided under the Anti-Terrorism Act (ATA) of 1997, it emerged on Saturday.

Official sources told Dawn that Justice Anwar Zaheer Jamali of the Supreme Court, who is also the monitoring judge of the ATCs in Sindh, chaired a meeting on Saturday that was informed of bifurcation of cases into militancy-related and others by the ATCs.

Nonetheless, they said, he directed the presiding officers to further improve their performance without any fear in view of the current wave of terrorism in the country.

They said some of the ATC judges complained to Justice Jamali that the investigation officers (IOs) often failed to produce prosecution witness in court.

The sources said that home and police authorities were directed by the monitoring judge to ensure production of accused persons, prosecution witnesses, case properties and IOs in the ATCs.

They said Justice Jamali asked the ATC judges to summon only those prosecution witnesses whose testimonies were required to be recorded.

The sources said that Justice Jamali also directed the provincial authorities to ensure foolproof security for the presiding officers of the ATCs, prosecutors, prosecution witnesses and the IOs appearing in the militancy-related cases.

They said the provincial finance secretary informed the meeting that 450 new mobile vans were being given to the police department. He said that some of them would be given for the security of the judges and prosecutors.

The sources said that the judges in charge of the SHC were also directed to hold monthly meetings with the presiding officers of the ATCs for the monitoring of the courts.

The provincial police were also directed to ensure the presence of IOs and witnesses for prosecution in the ATCs during trials.

The sources said that the provincial authorities were directed to immediately provide infrastructural facilities for all ATCs in the province.

An extraordinary meeting of chief justices of all the high courts, chaired by Chief Justice of Pakistain Nasir-ul-Mulk, had decided that the cases related to terrorism would be given priority and heard on a day-to-day basis, as provided under the ATA, 1997.

The meeting of superior court chief justices was called by the CJP on Dec 19, 2014 in Islamabad to take stock of cases pending before ATCs and discuss different strategies for the expeditious disposal of pending cases with different courts in the country.

The meeting had also tasked the Law and Justice Commission of Pakistain (LJCP) Secretariat to review ATA and formulate recommendations for improvement or amendments in the law.

Cache of 'jihad meth' seized in West Bank
A potent stimulant popular both with jihadist fighters and soldiers in the Syrian army was seized in the West Bank, police from the Judea and Samaria district said.

In a statement put out on Friday, district police said that while checking a Palestinian returning from Jordan by way of the Allenby crossing they found 1.3 kg. of hashish as well as thousands of pills of Captagon.

The Palestinian man, a resident of Jericho, told police that the pills were to treat his heart condition. He was arrested and taken for questioning by Ma’aleh Adumim police.

A representative for the Judea and Samaria police district was not able to say on Saturday night if this was the first seizure of Captagon in the West Bank.

Captagon is the brand name for a stimulant with the active ingredient fenethylline, a chemical linkage of amphetamine and theophylline. The drug was outlawed in most of the west by the mid-’80s but remains extremely popular in the Arab world, especially in Syria, where much of it is manufactured.

Bootleg and generic copycats are quite common.

Recent reports have stated that Captagon is highly popular with fighters on both sides of the Syrian war; both jihadists from Islamic State and other groups as well as soldiers in the Syrian army.

An article published in The Guardian last week “Captagon: The amphetamine fueling Syria’s civil war,” said that the trade in the drug continues to bring millions of dollars in revenue each year, almost certainly paying for arms for rebel and jihadist forces and serving as a popular battlefield stimulant for fighters on both sides.

Earlier investigations by Reuters and Time said that the drug has become popular with Syria’s war-wracked civilian population.

In recent years, reports have surfaced that Lebanese Shi’ite terrorist group Hezbollah have been helping fund their activities through the production and trafficking of large amounts of fake Captagon, producing powerful methamphetamine pills sold across the Middle East. Lebanese authorities have also busted a number of drug labs in southern Lebanon that were reportedly used to cook methamphetamines.

Syria: Israel kills IRG general Mohammed Allahdadi in Golan Heights strike
Iran's revolutionary guards' corps (IRGC) has confirmed that one of its senior commanders, general Mohammad Ali Allahdadi (or Dadi), has been killed by an Israeli strike on the Syrian sector of the Golan Heights. The air raid, which also killed six members of Lebanon's Shiite Hezbollah group, occurred near Syria's Quneitra border crossing with Israel. "Following the Zionist aggressions against the resistance in Syria, General Mohammad Allahdadi, a former commander of the Sarollah Brigade of the Revolutionary Guard, was martyred along with Jihad Moughniyah and three others in the same car," the Dana news website said. The senior commander was recently reassigned to support Shiite militias in Syria fighting with President Bashar al-Assad against the opposition to the regime.

The Israeli strike killed a commander from Hezbollah, Abu Issa, and the son of the group's late military leader Imad Mughniyeh. It came just days after Hezbollah leader Sayyed Hassan Nasrallah said frequent Israeli strikes in Syria were tantamount to a major aggression which called for a strong response. The Hezbollah-run al-Manar news channel said the Israeli attack suggested "the enemy has gone crazy because of Hezbollah's growing capabilities and it could lead to a costly adventure that will put the Middle East at stake". Iranian Foreign Minister Mohammad Javad Zarif condemned the attack "of the Zionist regime as well as all acts of terror".

Iran, Russia to sign defense MoU
Iran and Russia will sign a memorandum of understanding (MoU) on the expansion of military cooperation, Press TV reported. The letter of intent will be signed by Iran’s Defense Minister Brigadier General Hossein Dehqan and his Russian counterpart General of the Army Sergei Shoigu, who is due in the Iranian capital, Tehran, for a two-day official visit on Monday.

During his stay, the Russian defense minister is expected to discuss bilateral issues as well as international developments with his Iranian counterpart.

Iran attempting oil shipment sanctions runaround
Attempts are being made near the United Arab Emirates’ coast to disguise oil from Iran so that it can be sold to countries that are blocked by the U.S. from purchasing such shipments, global ship insurers said.

“In recent weeks it has become apparent that sophisticated attempts are being made to dupe shipowners,” the London P&I Club said in a notice on its website today. The attempts to transfer cargoes between ships off the U.A.E.’s coast are to allow the transportation of crude to countries that don’t have a waiver to U.S. sanctions blocking the purchase of Iranian oil, it said.

The terms of U.S. sanctions allow China, South Korea, Japan, Turkey, Taiwan and India to buy oil from Iran.

Two calls to the U.A.E.’s National Transport Authority in Abu Dhabi weren’t answered outside normal business hours. Nor were two calls to the National Iranian Oil Co., which were also made outside normal working hours.

The alleged attempt to disguise cargoes was also reported by the West of England Club. The organizations provide protection and indemnity cover to their shipowner members against risks including oil spills.
Both West of England and the London P&I Club are members of the International Group of P&I Clubs. Andrew Bardot, the London-based secretary and executive officer of the International Group, also said attempts have been made to disguise Iranian cargoes “recently.” He declined to say where he got the information.

The “Double Nuclear threat” posed by ISIS
Dirty Bomb or Nuclear suitcase? These are according to experts the options ISIS seeks now for performing huge attacks in the west.

Last year, an ISIS militant has claimed that the group is now in possession of a nuclear weapon. A British ISIS member now based in Syria, claimed on social media that the group obtained the uranium from Mosul University and now possesses a “dirty bomb” that it is now considering detonating in a public area. Such a device is aimed at spreading radioactive material in a big area.

But in recent days another threat has been studied by intelligence bodies. This threat is in the form of “suitcase nuke”

This is the experts say is a very compact and portable nuclear weapon and could have the dimensions of 60 x 40 x 20 centimeters or 24 x 16 x 8 inches. The smallest possible bomb-like object would be a single critical mass of plutonium (or U-233) at maximum density under normal conditions.

The warhead of a suitcase nuke or suitcase bomb consists of a tube with two pieces of uranium, which, when rammed together, would cause a blast. Some sort of firing unit and a device that would need to be decoded to cause detonation may be included in the “suitcase.”

Another portable weapon is a “backpack” bomb. The Soviet nuclear backpack system was made in the 1960s for use against NATO targets in time of war and consists of three “coffee can-sized” aluminum canisters in a bag. All three must be connected to make a single unit in order to explode. The detonator is about 6 inches long. It has a 3-to-5 kiloton yield, depending on the efficiency of the explosion. It’s kept powered during storage by a battery line connected to the canisters.

After the Soviet Union was disassembled, there were reports that some “Suitcase Nukes” were stolen and are offered on the international black market. ISIS, according to the experts, is an organization that will not hesitate to use such a device.
Does ISIS/L have what it takes to maintain these critters?
Many years ago we discussed here at Rantburg the issue of suitcase nukes in the hands of jihadi groups. Quite a few of us turned out to be qualified to have an opinion. The consensus at that time was that small nukes require frequent and very technical maintenance, without which the things rapidly turn into very shiny paperweights -- and that it was highly probable the jihadis did not have technicians capable of doing the work. But I have no idea if this is still true. What say you, Rantburgers?

Unremarkable people wanting to become "remarkable." For reasons unknown, many people today want to become famous or infamous. If fame is elusive, then infamous will do. Not long ago there were some local kids who wanted to shoot up and blow up their school and thus exceed the score of the Columbine duo. You have to wonder why getting the public spotlight and attention is so important to the unremarkable. There are plenty of legitimate and useful ways to get public notice--they do involve some work. When these legitimate means are used, usually those who are so needy of attention will find that getting attention is not the important part of doing something contributive.

Oh, I get to play contrarian again maybe get to use a few generalizations.

Instead of 'famous' or 'infamous', how about 'matters'?

How about being marginalized by the culture? How many have intact, involved families? If you're not shuttled from day care or a nanny from the moment you leave the maternity ward to play dates or "supervised activities," you're left on your own.

Other marginalizations: You get told that, if you're a guy, you're a rapist-by-nature. Standing up to urinate is a crime against humanity. Males are hormone-driven idiots; certain skin colors even moreso. You get classed by society on whether you go or don't go to school or university, and which ones. You get told that blue-collar work is demeaning and a dead-end (and besides, you're taking a job away from some poor immigrant /sarc) If you're an immigrant, you either get used by politicians to advance their agenda, or in the case of Europe, you get shuttled off into separate areas.

Automation is increasing, yet the worthwhile alternatives for those not capable of going along for the ride are fewer. The pols are more than happy to put you on the dole, since it keeps you quiet and pays off political favors.

So you're on the dole, or get caught up in a culture that glorifies the thug life, or living with a parent or grandparent, or if you find work or push yourself to get schooling, you're given the impression that you've 'sold out'.

Multiply that across nations, across cultures.
