MENA said the IS ruling followed a suit filed by a lawyer.

On Friday, a state prosecutor demanded a prison term of more than four years for a 20-year-old German man accused of fighting with ISIS hard boyz in Syria. It is the first trial of its kind in Germany and dozens more are due to begin in coming months.

Determination is indeed the key factor -- on both sides.
In a statement made public after pro-Kurdish politicians visited him in his island prison off Istanbul, Ocalan said that a framework for the peace talks to end the three-decade rebellion was about to be finalized.
"He (Ocalan) discussed it with the state officials in detail and they agreed that there is a framework on which negotiations could be carried out," the statement said.
"If the parties execute the process in a consistent, responsible and determined manner, a major democratic solution that could determine the future of the whole Middle East could be reached within 4-5 months."
Ocalan however did not specify any solid plans or expectations from the Turkish government in return, but said "the framework will soon be unveiled."
The PKK, whose rebellion for self-rule left 40,000 dead, had given the government until mid-October to show it is serious about the grinding of the peace processor. But Ankara has yet to come up with a comprehensive road map.

Ocalan is somewhat of a cult figure for the Turkish Kurds. And he has recently turned away from the old communist rhetoric toward capitalist ways of working in light of Iraqi Kurdistan's success, and his stint in prison with plenty of time alone to think.

[DAWN] India's home affairs minister on Saturday accused Pak "state actors" of attempting to destabilise his country.
Home Affairs Minister Rajnath Singh alleged at a security conference in India's northeast that Pakistain was still supporting faceless myrmidons fighting Indian troops in Kashmire.
Mr Singh pointed to a guerilla attack earlier this week on an army patrol in India-held Kashmire in which at least 10 people were killed.
"It is unfortunate Pakistain does not mend its ways," he said, singling out Pakistain's Inter-Services Intelligence ...the Pak military intelligence agency that controls the military -- heads of ISI typically get promoted into the Chief of Army Staff position. It serves as a general command center for favored turban groups such as Lashkar-e-Taiba and Jaish-e-Mohammad, tries to influence the politix of neighboring countries, and carries out a (usually) low-level war against India in Kashmir... as one of the "state actors" seeking to disturb India's security.
"I do not hesitate in saying Pak state actors have a role in destabilising India," Mr Singh said and repeated a longstanding demand that Pakistain rein in Lion of Islams.
Mr Singh's remarks come on the heels of the Saarc (South Asian Association for Regional Cooperation) summit held earlier this week in the Nepalese capital of Kathmandu that was reportedly overshadowed by India-Pakistain rivalry and ended with little progress towards regional integration.
Since 1989 about a dozen Kashmiri groups, seeking independence or a merger of the territory with Pakistain, have been fighting Indian troops -- a battle that has left tens of thousands of people dead, most of them civilians.

BAGHDAD — The Iraqi army has been paying salaries to at least 50,000 soldiers who don’t exist, Iraqi Prime Minister Haider al-Abadi said Sunday, an indication of the skillsets of corrupt Iraqi officials level of corruption that permeates an institution that the United States has wasted spent billions equipping and arming.
A preliminary investigation into “undocumented ghost soldiers” — whose salaries are being drawn by corrupt Iraqi officials but who are not in military service — revealed the tens of thousands of false names on Defense Ministry rolls, Abadi told parliament Sunday. Follow-up investigations are expected to uncover “more and more,” he added.
The United States is encouraging Abadi to create a leaner, more efficient military as the Pentagon requests $1.2 billion to line the pockets of corrupt Iraqi officials train and equip the Iraqi army next year. The United States spent more than $20 billion on corrupt Iraqi officials the force from the 2003 invasion until U.S. troops withdrew at the end of 2011. Ghost soldiers make for a lean army, though probably not an effective one.
With entry-level soldiers in Iraq drawing salaries of about $600 a month, the practice of “ghost soldiers” is likely to be lining the pockets of corrupt Iraqi officials costing Iraq at least $380 million a year — though officials say that’s probably only a fraction of the bezzle true expense.
“It could be more than triple this number,” said Hamid al-Mutlaq, a corrupt Iraqi official member of the parliamentary defense and security committee, pointing out that more thorough official embezzlements on-the-ground investigations are planned. “The people who are responsible for this have probably already bugged out of Baghdad should be punished. Iraq’s safe has been emptied but not the safe of Uncle Sam.”

tw - ISIS has very little of the Iraqi oil, though it does disrupt investment and transportation. The Kurds do indeed have a big chunk. But the biggest part of the Iraqi oil resource continues to be in the Shia areas.

It seems to me, And please correct me if I am wrong, but when ISIS first burst on the scene, they were seen as the Supersized version of terrorists, yet now that there is push back it appears that maybe they aren't all they put themselves up to be. Like initially really aggressive, but not having a lot of depth.

[ENGLISH.ALARABIYA.NET] Iraqi Prime Minister Haidar al-Abadi said Sunday an investigation had found a list of "ghost soldiers" in the Iraqi military and vowed to widen a crackdown on graft in the country.
"In terms of reforms in the military establishment, Prime Minister Haidar al-Abadi uncovered the presence of 50,000 fictitious named in four military units," a statement from Abadi's office said.
Abadi also denied "the presence of foreign forces on [Iraqi] territory except for military training purposes."
A parliament statement said Abadi scrapped the 50,000 jobs, equivalent to almost four full army divisions, reported AFP.
"Over the past few weeks, the PM has been cracking down to expose the ghost soldiers and get to the root of the problem," Abadi's front man Rafid Jaboori said.
He said that the probe started with a thorough headcount during the latest salary payment process.
Soldiers confirmed to AFP that salaries were paid only recently after a two-month delay about which they were given no explanation.
"There are two kinds of 'fadhaiyin,'" one experienced officer in the security forces said, using a word which, literally translated, means "space men," and refers to the fictitious soldiers crowding the payroll.
"The first kind: each officer is allowed, for example, five guards. He'll keep two, send three home and pocket their salary or an agreed percentage," he told AFP.
"Then the second and bigger group is at the brigade level. A brigade commander usually has 30, 40 or more soldiers who stay at home or don't exist," the officer said.
"The problem is that he too, to keep his job as a brigade commander, has to bribe his own hierarchical superiors with huge amounts of money," he said.
The officer explained that, for those reasons, the thousands of soldiers who defected or were killed this year across Iraq were rarely declared as such.
The United States, which occupied the country for eight years, has spent billions of dollars training and equipping Iraq's military.

[Iraqinews] 150 elements of Peshmerga forces in the Kurdistan region will go to the city of Kobanî on Sunday to help the Kurdish People's Protection Units (YPG), while the 150 element, who have gone to the city for nearly a month, will return to their homes.
A source in the Peshmerga said, "150 elements of Peshmerga forces existing in Kobanî, will be replaced by a hundred and fifty other elements to exercise the same tasks."
Noteworthy, Peshmerga forces entered Kobanî city in October 28, 2014. It is composed of 150 elements, with heavy weapons. Its mission is supporting Kurdish forces in the fight against the organization of the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems.... Peshmerga forces had a major role in supporting the fight against ISIS, which began to withdraw from the city. State-affiliated media in Syria have reported that the during a recent visit to Moscow by representatives of the embattled regime, Damascus received promises of widespread Russian support, including in the field of military.
According to a report in al-Watan, which cited unnamed Western diplomats, "senior Russian officials stressed their absolute commitment to continue their support the Syrian in its military attempt to fight terror."
The report also claimed that among others, Russia will give Syria the S-300 missile defense system. In the past reports of such a transfer strained Western-Russia relations, and led to an all time low in Russia's relations with the US.
The issue made headlines in September 2013, when news of possible arms transfer from Russia to Syria came as the US was mulling military intervention and Syria.
At the time, Russian President Putin confirmed for the AP that Moscow supplied Syria with components for the high-end S-300 air defense system, but that the shipment was not completed: "We have suspended it for now," he said but added that "if we see that steps are taken that violate the existing international norms, we shall think how we should act in the future, in particular regarding supplies of such sensitive weapons to certain regions of the world."
Against the background of the crystallization of the US outline for a possible strike in Syria, Putin warned the West of acting without the UN Security Council's backing. However, there's more than one way to skin a cat... in the interview Putin said he doesn't "exclude" Russian support for a military action, should proof of Assad's use of chemical weapons be shown to the UN.
Two weeks later, a Russian report said Russia will offer Iran a new supply of S-300 missiles and assistance in the construction of an additional nuclear reactor in Bushehr, Russian paper Kommersant reported.
The proposal came three years after a previous agreement under which Russia was expected to transfer five S-300 batteries to Iran was canceled.
According to a source within the Kremlin, Putin decided to grant an Iranian request to supply the Islamic Theocratic Republic with the high-end S-300 air defense system with a deal estimated at $800 million which will also include coordinating the construction of an additional nuclear reactor in Bushehr.

(2) Putin wants to keep pressure on Turkey prior to his move round about Armenia

According to al-Mustaqbal ... the Future Movement, political party led by Saad Hariri... newspaper published on Sunday, the Lebanese state gave the green light to the prisoners swap deal, demanding the abductors to hand over to the Qatar ...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates... i-appointed negotiator Ahmed al-Khatib, the list of inmates they want their release.
The newspaper said al-Khatib will arrive in Leb during the upcoming two days to activate the channels of communication with the jihadists, who overran the northeastern border town of Arsal in August and took the soldiers and coppers hostages as they withdrew from the town.
The holy warriors are entrenched on the outskirts of Arsal on the porous Syrian-Lebanese border.
The newspaper said that the Lebanese state is seeking to diversify the negotiation channels ‐ direct and indirect - with the abductors to ensure the safe release of the abductees, ministerial sources told the newspaper.
The sources, however, said that the direct negotiations with the jihadists will be through local channels that are capable of swiftly reaching them, noting that the mediation of al-Khatib is ongoing.
"We are seeking to fortify the chances of swiftly releasing the soldiers and coppers."
The IS group reportedly announced its readiness to release the Lebanese soldiers and coppers in its captivity, if the Lebanese state sets free five Islamist inmates in return for each captive.
However, a hangover is the wrath of grapes... the Nusra has said that the three-month hostage crisis would end if 10 inmates held at Lebanese prisons would be freed for each hostage or seven Lebanese inmates and 30 female prisoners held in Syria would be released for each kidnapped soldier and policeman or if five Lebanese and 50 women inmates would be freed.
The group added that the swap with the prisoners held at Syrian prisons should take place in Turkey or Qatar, while the exchange with the Lebanese authorities should take place on the outskirts of the northeastern border town of Arsal.
The cabinet had previously totally rejected any swap deal with the jihadists.
