"President B.O. called President Kenyatta of Kenya this morning to express condolences to the government and people of Kenya for the terrorist attack carried out by Al-Shabaab yesterday on the Westgate Shopping Mall in Nairobi," the White House said in a statement. "President B.O. reiterated US support for Kenya's efforts to bring the perpetrators of the attack to justice."

A State Department official said there were no new reports of American casualties in the attack.

Interpol offers to send experts to probe Nairobi attack
[Al Ahram] Interpol on Sunday offered to send experts to investigate a deadly attack on a Nairobi shopping mall as well as help in arresting suspects.

The assault on the part Israeli-owned complex has claimed at least 59 lives and left some 200 maimed.

The organization based in Lyon, La Belle France, said it had "offered to deploy an Incident Response Team consisting of specialised forensic officers, counter-terrorism experts, operational assistants and analysts."

It could "alert law enforcement around the world about the modus operandi behind the attacks... (or) seek the arrest of those wanted in connection with the incident," a statement said.

"Any fingerprint and DNA evidence can also be compared against Interpol's global databases," the statement said.

"This premeditated act, targeting defenseless civilians, is totally reprehensible. The perpetrators must be brought to justice as soon as possible," he said, adding that he had spoken by phone with the Kenyan leader.

"This is a time of shock for all Kenyans and all -- including the UN family -- who are proud to call Nairobi home," Ban said.

Ghanaian poet and former UN envoy Kofi Awoonor, 78, is among 59 people killed in the attack.

Baidoa court officials arrested for corruption
BAIDOA, Somalia -- The security forces arrested the Chairman and the prosecutor of Baidoa court for releasing a criminal charged with murder from the prison on Sunday, Garowe Online reports. The two officials whose names were identified as Sheikh Mohamed Gab, the chairman and Amed Yare who is the prosecutor of Baidoa court were alleged that they received bribes from the family of the killer.

Sources further disclosed that the victim family lodged a complaint to the regional officials who ordered their arrest.

The Somali Federal Government officials in Bay regional capital of Baidoa haven’t commented on the arrest of the officials.

Somalia Federal Government Parliament Speaker, Mohamed Sheikh Osman Jawari who had been on visit to Baidoa voiced support for the establishment of a new state consisting of six regions in southern Somalia last Saturday. Baidoa, located in southern Somalia gears up for what Bay and Bakool politicians described a convention aimed to form new autonomous state.

Egypt constitution committee opposes 'anything Islamic': Salafist Call
[Al Ahram] Salafist Call spokesperson Yasser El-Borhami has criticised Egypt's constitution-amending committee and accused it of attempting to weaken the country's "Islamic identity."

"The [50-member] committee is predominantly composed of leftists and liberals, including Death Eater ones, who are strongly against anything Islamic," El-Borhami said in an article published on the group's website.

He slammed proposed amendments to Articles 4 and 81 put forward by an earlier ten-member committee of jurists.

The proposed amendments suggest removing Article 4, which states the supreme scholars committee of Al-Azhar, the country's highest Islamic institution, should be consulted on all matters relating to Sharia in the law-making process.

The jurists also suggested removing part of Article 81, which states freedom exists "as long as it does not contradict the first section of the constitution," which includes Sharia law and Al-Azhar's authority to preside over its interpretation.

"Why do they want to destroy commitments to the [social] boundaries of Egyptian society by leaving freedoms loosely defined?" El-Borhami asked.

He also claimed the committee does not have the prerogative to alter the constitution.

"Those who erupted into the streets on 30 June did not demand the removal of the constitution, so why is the committee infringing upon the Islamic identity of Egyptian society?"

Eyewitnesses reported that the kaboom occurred as soon as four young cycle of violence-riders appeared and left the vicinity.

Although no one was hurt during the kaboom, the crude bombs impaled the walls and windows of the first and second floors of the minister's residence.

Following the kaboom, detectives said Abdul Kader Bhuiyan Jewel, and Dhaka city (north) senior vice-president, Sharifuddin Jewel had planned the attack while Akil Mahmud, a JCD central committee member, and his associate Firoz Mahmud, senior vice president of Mirpur thana unit JCD, supervised the operation.

Two of the five accused: Akil and Mahbubul Alam, a JCD activist of Titumir College unit, are already in prison.

Abdul Kader Bhuiyan, Sharifuddin Jewel and Firoz are still in hiding.

Turkey air force honours crew who downed Syrian chopper
[Al Ahram] Turkey's air force on Sunday paid tribute to the crew who shot down a Syrian military helicopter which it said had violated Turkish airspace.

Air Force Commander General Akin Ozturk has "honoured the personnel who applied rules of engagement toward a Syrian helicopter which refused to leave the airspace last week despite warnings," the air force command said in a statement.

Turkish warplanes on Monday downed the Syrian helicopter which Ankara said was detected two kilometres (about a mile) inside Turkish airspace.

Turkey changed its rules of engagement after the downing of one of its fighter jets by the Syrian air force in June 2012.

The government had warned that any military approach from Syria on the Turkish border would be considered a threat.

Iraq exports oil to Russia via Caspian Sea
Iraq is exporting black oil to Russia through the Iranian port of Anzali in the Caspian Sea, Gilan Province Port Management Head Farhad Montaser Kuhsari said today, ISNA reported.
How much Iranian oil gets mixed in? Perfect way to get around the sanctions.
Isn't Russia an oil exporter? Why would they then need product from elsewhere?
They re-export it and send some of the money to Tehran...
Kuhsari said that black oil is transported by special trucks from Bashmag city in Iraq to the Iranian port of Anzali, and from there via ships to the port of Makhachkala in Russia. According to him, around 100 tons of black oil are planned to be exported through the port of Anzali to Russia.

"Currently, a ship is loaded with 2,000 tons of black oil and tomorrow it will move to Makhachkala," he added.

Kuhsari also added that there are conditions for the swap and transit of oil and oil products at the Anzali port.

"It is planned to construct a pipeline for transporting oil and oil products from the port of Anzali to Tehran in the future," he stressed.
That will make it even easier for the Iranians to get around the sanctions.

on Sunday denounced La Belle France, Britannia and the U.S. for submitting a draft resolution to the U.N. Security Council to place Syrian chemical weapons under international control.

In an interview with China's state television

CCTV, Assad said that the Western powers were fighting an "imaginary enemy."

Interviewed in Damascus, Assad said he was not concerned about the draft resolution and that China and Russia would "ensure any excuse for military action against Syria will not stand."

The resolution came in response to a chemical weapons attack last month which killed hundreds of people. The U.S. government has said Assad's forces were responsible for the attack, while the Syrian regime placed blame on opposition fighters.

Envoys from the five permanent members of the U.N. Security Council - the U.S., Britannia, La Belle France, Russia and China - met last Thursday to discuss a draft resolution Western powers hope will make the deal legally binding.

Under a U.S.-Russian deal, Assad's chemical weapons arsenal must be destroyed by the middle of next year.

In the interview, Assad said gunnies could hinder the access of chemical weapons inspectors to sites where the weapons were stored and made.

"We know that these snuffies are obeying the orders of other countries and these countries do drive these snuffies to commit acts that could get the Syrian government blamed for hindering this agreement."

Asked whether Syria had lots of chemical weapons, Assad said: "Syria has been manufacturing chemical weapons for decades so it's normal for there to be large quantities in the country.

"We are a nation at war, we've got territories that have been occupied for more than 40 years, but in any case, the Syrian army is trained to fight using conventional weapons."

However,

Lebanese army to deploy in Hezbollah Beirut bastion
[Al Ahram] Lebanese troops are to take over security at checkpoints set up by the Hezbollah movement in their southern Beirut stronghold after two bombings, the interior minister told AFP on Sunday.

"A joint force of 800 men composed of soldiers from the army and security services will begin their deployment on Monday afternoon in the southern suburbs," Marwan Charbel said.

The Shia krazed killer group Hezbollah is a powerful force in Leb, particularly in the southern suburbs of Beirut, where it has been accused of running a "state-within-a-state".

Following two bombings targeting its Beirut bastion, Hezbollah turned the southern suburbs into a fortress with guards in civilian clothes policing the streets, stopping and searching cars and asking motorists for their IDs.

Charbel said the joint force "will have the primary goal of checking suspect vehicles and the identities of suspicious persons."

"No one else will be authorised to be present at the checkpoints," said Charbel.

"The State must extend its control over all of the Lebanese territory," he added.

Hezbollah set up its own security checkpoints in the Beirut's southern suburbs after the bombings which maimed more than 50 people on July 9 and killed 27 on 15 August.

Days later an AFP correspondent who toured the area witnessed guards policing the streets, including some in uniform from the Hezbollah-run "Union of Municipalities of the Southern Suburbs."

The Lebanese army is also present in the area and has a barracks in the Bir el-Abed neighbourhood, but after the bombings Hezbollah insisted on deploying its own Death Eaters to man checkpoints.

Hezbollah, whose military wing was blacklisted by the European Union

in July, did not disarm at the end of the 1975-1990 civil war, arguing that it needed to protect Leb against Israeli attacks.

Russia won't guarantee chemical weapon disarmament in Syria
Russia is not a guarantor of chemical weapon disarmament in Syria, the Foreign Minister of Russia Sergey Lavrov said, RIA Novosti reported. Lavrov added that the Organisation for the Prohibition of Chemical Weapons (OPCW) is the guarantor of this process, the report said.
Their work is done; Champ is sufficiently beaten for the month.
"I would like to clarify that we are not a guarantor of chemical weapon disarmament in Syria," Lavrov said during Sunday Time analytical program on Russian Channel One.

"We have secured Syria's accession to the Chemical Weapons Convention, without any reservations - unlike the Americans, who have joined the Convention with reservations," the Minister said. "Now, Syria is a party of this legally binding document. Therefore the entire world community is the guarantor of Syria's fulfilment of its obligations under the convention. And in this case, the OPCW is this guarantor".

Answering the question, whether the rates of chemical disarmament, taken by Russian and Damascus are inflated, Lavrov said that the rates were agreed with American colleagues in Geneva".

"The vast majority of digital indicators on the time, duration, beginning and end of operations were proposed by the Americans," Russian Foreign Minister added.

Iran parades long-range missiles
In Iran during the annual military parade were shown 18 ballistic missiles "Qader F" and 12 missiles "Sacil", whose range can reach up to 2 thousand km, Fars news agency reported on Sunday.

According to the report, Iran for the first time demonstrated such large missile arsenal. During other military parades usually demonstrated only 2-3 rockets.

During the parade for the first time were demonstrated new naval phased array radar "Asr" and the rockets "Fakur 90." "Fakur 90" are missiles "air-land" and were installed on F-14 fighter jets.

RG warns Iran's leaders to be cautious in dealing with USA
A statement over the weekend from Iran’s Islamic Revolutionary Guard Corps cautioned the country’s leaders to be skeptical in any dealings with the United States. The warning came ahead of a possible meeting between US President Barack Obama and his Iranian counterpart, Hasan Rouhani.
Because we all know how wily Champ can be...
“Historical experiences make it necessary for the diplomatic apparatus of our country to carefully and skeptically monitor the behavior of White House officials so that the righteous demands of our nation are recognized and respected by those who favor interaction,” the IRGC said in a statement published by Iran’s Tasnim news agency.

The IRGC, distinct from the Iranian army, is beholden to Iran’s supreme leader and serves as the ideological guardian of the Islamic Republic. While the United States was fighting the insurgency in Iraq over the past decade, the IRGC supplied fighters , training, and logistical support for groups involved in killing American soldiers, according to reports.

Rouhani is to make his first appearance as president on the world stage this week when he attends the United Nations General Assembly in New York. US officials will be watching the visit closely for signs that Rouhani intends to thaw relations with the West and take a more moderate line in negotiations on his country’s disputed nuclear program.

The White House intimated on Friday that a meeting between Obama and the newly elected Rouhani was a possibility when both leaders are in New York City. Speaking to reporters aboard Air Force One, White House deputy spokesman Josh Earnest said the US would be ready to engage in talks “on the basis of mutual respect” with Iran over its disputed nuclear program. Earnest said the White House wants Tehran to prove that its program is only for civilian purposes.

Administration officials have had several conversations with their Israeli counterparts recently to assure them that Rouhani’s outreach — which has seen the new Iranian president give a US TV interview, pen an op-ed in the Washington Post, and send other conciliatory messages to the US — will not prompt a reduction in sanctions pressure designed to thwart Iran’s nuclear drive, Israel’s Channel 2 reported on Friday night.
Why doesn't Champ pen an op-ed for an Iranian daily?
According to a report in The New York Times, American officials held private talks with Israeli officials to reassure them that the United States remained willing to sell them down the river wary of Iran’s intentions regarding its nuclear program and would proceed cautiously in its dealings with Tehran.

Last week, Rouhani appeared on NBC News, saying in an interview that he was “empowered” by Iranian Supreme Leader Ayatollah Ali Khamenei to reach a deal on the nuclear issue, adding that Tehran had no intention of developing nuclear arms.

“We have time and again said that under no circumstances would we seek any weapons of mass destruction, including nuclear weapons, nor will we ever,” he said. He added that the tone of the letter Obama had sent him was “positive and constructive.”

Negotiations on Iran’s nuclear program have hit a deadlock concerning the future of the 20-percent-enriched uranium being produced at the formerly secret Fordo plant. Iran wants to simply agree to a freeze in enrichment in exchange for having the stringent sanctions placed against Tehran lifted. The United States wants the plant to be dismantled altogether, and wants Iran to hand over all of its highly enriched uranium.

Uranium for civilian energy purposes requires 5% enrichment, whereas uranium must be enriched to 20% or greater to be considered weapons-grade.

Washington does not see Iranian suspension of enrichment as meeting its demands, but as a confidence-building measure. The Obama administration has indicated that it would be willing to consider discussing relaxing some sanctions if enrichment is suspended. It has not publicly signaled how conciliatory it is willing to be.
