The civil lawsuit accuses the defendants of violating US antiterrorism legislation and the law of nations and seeks unspecified compensatory, punitive and triple damages.
"It would be illegal for Hamas to directly retain a public relations firm in the United States or hire enforcers to impose their will on American cities." the complaint said. "Yet those are precisely the services that the [defendant groups] knowingly provide to Hamas."
The plaintiffs also accused some group defendants "on information and belief" of having prior knowledge of the Hamas attack. They cited the timing and substance of statements made shortly before, during and after the atrocities occurred, including a CSJP post on Instagram three minutes before the attack that said "We are back!!"
The defendants or lawyers who have represented them in Columbia-related litigation did not immediately respond to requests for comment.
Mark Goldfeder, a lawyer at the National Jewish Advocacy Center representing the plaintiffs, said in an email that the defendants’ coordinating activities with Hamas were known because they have said so repeatedly.
"There is nothing wrong with being pro-Paleostinian, and pro-Hamas speech is still protected speech in most contexts," he said. "The issue here is the material support of and coordination with a designated foreign terrorist organization."

[NYPOST] The Columbia University student facing deportation after she was arrested at an anti-Israel protest can't be detained by the feds, a judge ruled Tuesday.
Manhattan federal court Judge Naomi Reice Buchwald issued a temporary restraining order blocking immigration authorities from detaining 21-year-old Columbia junior Yunseo Chung.
A Korean green card holder who arrived in America at the age of seven, the high school valedictorianess naturally joined in the fun — just part of the American college experience, donchaknow. Given that she was arrested, it seems safe to assume that the police finally winkled her out of her hiding place, wherever that was.
''I don't think there is any evidence in the record that she would be a danger to the community,'' Buchwald said in court before issuing the ruling.
''The notion of putting this 21-year-old, who nothing in the record suggests is a danger — into ICE detention — is not a particularly appealing result,'' the judge said.
The feds have not claimed, for instance, that Chung had illegally possessed weapons or communicated with a foreign terrorist group, Buchwald noted.
But she’s a green card holder who acted to support a listed international terror group, so she broke the rules.

Virginia Gov. Glenn Youngkin, a Republican, is threatening to withhold state funding from local governments if they do not cooperate with federal immigration enforcement officials.
The proposal comes as the governor seeks to eliminate the Commonwealth's "sanctuary cities," which are areas that choose to protect migrants without legal status rather than cooperate with federal officials to enforce immigration law.
Youngkin first floated the idea of withholding funding in December. The governor has now proposed it as an amendment to the state budget passed by the General Assembly, according to Fox 5 DC.
The proposal would ensure that state funding does not go to counties or cities with "sanctuary city" policies such as ignoring detainer requests by Immigration and Customs Enforcement, the outlet reported.
The governor has been particularly critical of Democrat-run counties in northern Virginia, including Fairfax. He said there must be full cooperation on immigration enforcement to continue receiving funding.
"This is not a decision for people to make locally," he said, according to Fox 5 DC. "This is for the betterment of all our safety. We are not a sanctuary state and therefore we’re not supporting localities that are declared sanctuary cities."

Housing and Urban Development (HUD) Secretary Scott Turner and Homeland Security (DHS) Secretary Kristi Noem have forged a new inter-agency initiative aimed at ensuring federal housing funds do not go to illegal immigrants.
The two secretaries signed a Memorandum of Understanding on Monday cementing the partnership, which will serve to end what they call "wasteful misappropriation" of taxpayer-funded public housing resources going to illegal immigrants rather than U.S. citizens. The new initiative will facilitate data sharing between the two agencies via newly established lines of communication, according to a press release about the effort, which added that U.S. veterans stood to benefit from the move.
"American tax dollars should be used for the benefit of American citizens, especially when it comes to an issue as pressing as our nation’s housing crisis," Turner said Monday. "This new agreement will leverage resources, including technology and personnel, to ensure American people are the only priority when it comes to public housing. We will continue to work closely with DHS to maximize our resources and put American citizens first."
In total, per HUD, there are roughly 9 million people who live in subsidized housing across the country. Meanwhile, about 59% of noncitizen households – those including green card holders or illegal immigrants – use one or more public assistance programs, costing taxpayers as much as $42 billion annually, according to the Center for Immigration Studies, a group that advocates for lower immigration levels.
Tens of millions of dollars – at least – went to housing for migrants, including for all-expense-paid stays at hotels for some, during the Biden administration. Some states, such as Pennsylvania and Arizona, passed measures during the Biden administration aimed at ensuring illegal immigrants do not take public housing resources from Americans who need them.
President Donald Trump, shortly after his inauguration, signed an executive order calling for an end to illegal immigrants' use of public resources.
"The Biden Administration prioritized illegal aliens over our own citizens, including by giving illegal aliens taxpayer-funding housing at the expense of Americans. Not anymore," Noem said in a statement Monday. "The entire government will work together to identify abuse and exploitation of public benefits and make sure those in this country illegally are not receiving federal benefits or other financial incentives to stay illegally. If you are an illegal immigrant, you should leave now. The gravy train is over."
As part of the new initiative, HUD will provide a full-time staff member to assist with operations at the federal government's Incident Command Center, which facilitates information sharing between agencies during national crises.
Additionally, in conjunction with the establishment of the new initiative, Turner ordered numerous federal housing programs under his purview to comply with Section 214 of the Housing and Community Development Act of 1980, which bars HUD-funded service providers from providing assistance to illegal immigrants.

The United States has imposed sanctions on three Iranian intelligence officers for their alleged involvement in the disappearance of former FBI Special Agent Robert Levinson, the US Treasury and State departments said in blurbs on Tuesday.
The sanctions on Reza Amiri Moghadam, Gholamhossein Mohammadnia, and Taqi Daneshvar of Iran’s Ministry of Intelligence and Security are the latest linked to the disappearance of the former FBI agent, who Washington believes was kidnapped in Iran ...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. The nation is today noted for spontaneously taking over other countries' embassies, maintaining whorehouses run by clergymen, involvement in international drug trafficking, and financing sock puppet militias to extend the regime's influence. As a result of the sanctions, any property of the men under US jurisdiction must be blocked, and Americans are generally barred from dealing with them. Foreign persons also risk blacklisting for dealing with them.
"Iran’s treatment of Mr. Levinson remains a blight on Iran’s already grim record of human rights ...which are often intentionally defined so widely as to be meaningless... abuse," Treasury Secretary Scott Bessent said in a statement. "The Department of the Treasury will continue to work with US government partners to identify those responsible and shine a light on their abhorrent behavior."
Levinson, who was working as a private investigator, disappeared in March 2007 after traveling to an island controlled by Iran for a meeting seeking information on alleged corruption, but the Washington Post reported in 2013 that Levinson, who had retired from the FBI, was working for the CIA and had gone on a rogue mission aimed at gathering intelligence on Iran.
The three sanctioned individuals all played a role in Levinson’s abduction, detention, and probable death, as well as efforts to cover up Iran’s responsibility, the Treasury Department said.

In addition to CAIR, the nonprofit known as MAPS touts the U.S. Council of Muslim Organizations as one of its partners and the Islamic Circle of North America (ICNA) and Helping Hand for Relief and Development as two of its sponsors. MAPS has worked with CAIR to host events that bring together MAPS members "across all levels and branches of government." And while it does not disclose its donors, it says it receives "sizable in-kind donations" from its partners, as well as funding from "federal agencies," nonprofits, and state commissions.
Perhaps it’s time to cut them off from federal agencies — turn DOGE loose on them to figure out donation flows, and maybe member connections if they have a little spare time and bandwidth in the midst of all else that they’ve got going.
MAPS’s affiliation with those groups—all of which have praised or been linked to terrorist organizations—could raise concerns about its efforts to place employees inside the federal bureaucracy. While it's unlikely MAPS will have success placing political appointees in the Trump administration, which has opposed affinity groups that support DEI initiatives in federal agencies and is staunchly at odds with MAPS's criticism of Israel, the group's top members include some career officials entrenched in the federal government.
MAPS thrived during the Biden administration and now boasts thousands of members, including intelligence community officials who hold high-level security clearances, according to Maaty, the group’s chairman.
Formed in 2021, MAPS is led by a board of current and former career federal employees, according to the group’s website and their LinkedIn profiles. Ahmad Maaty, the founding chairman of MAPS, is a senior economist at the Department of Justice. Other board members include Veterans Affairs official Hasan Shanawani, Office of Management and Budget examiner Farrah Pappa, United Nations mission adviser Mariya Ilyas, and White House policy analyst Ameer Abdulrahman, a former official for Democratic Senate candidate Morgan Harper.
While MAPS largely focuses on job-related issues that impact its members, it has weighed in on some political issues. The group criticized the Biden administration over its support for Israel in the war against Hamas, saying that it "disagrees with many of the policy positions taken by the current Administration." It also condemned the 2023 censure of Rep. Rashida Tlaib (D., Mich.) over her statements calling for the eradication of Israel and denounced the removal of Rep. Ilhan Omar (D., Minn.) from the House Foreign Affairs Committee over anti-Semitic remarks.
Since then, MAPS has hosted panels and networking events thanks to support from its terror-tied partners.
Earlier this month, for example, MAPS hosted an event that ICNA and Helping Hand cosponsored. One of its featured speakers, Nicole Fauster-Bradford, is the community advocacy director at CAIR. She spoke alongside Sarah Khasawinah, a senior policy adviser in the Senate.
Former ICNA president Mohsin Ansari has spread anti-Semitic tropes about the "liberal anti Muslim media headed by Jews," according to reports. He has also praised Delwar Hossain Sayeedi, a Bangladeshi cleric convicted of war crimes against Hindus, as a "very, very, very special person." Congress has investigated both ICNA and Helping Hand over their alleged links to Jamaat-e-Islami ...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independent branch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores... , a Pakistani terrorist group.
CAIR, for its part, was named as an unindicted co-conspirator in a federal Hamas financing case in 2008. The Biden White House distanced itself from the group after its executive director stated he was "happy" about the Hamas attack on Israel in October 2023.
In addition to the March event, MAPS held an annual networking event in January that ICNA and Helping Hand cosponsored. It featured Ansari as a speaker.
In a statement sent to the Washington Free Beacon, MAPS said it "engages independent organizations with various audiences," like CAIR, ICNA, and Helping Hand, "to increase its civic engagement and reach those with a desire to serve the public." It did not answer questions on CAIR's Oct. 7 rhetoric and the groups' ties to terror organizations.

[IsraelTime] The United Nations is cutting its international staff in Gaza by around a third, a UN spokesperson said on Tuesday, citing safety concerns.
“We are trying to reduce the number of international staff by about one-third and this is really because the Secretary-General (Antonio Guterres) doesn’t have the power of guaranteeing the safety of UN staff,” UN spokesperson Alessandra Vellucci tells a Geneva press briefing, saying that this meant around 30 of 100 international staff.

He cannot have remained in his position for even another minute. The Supreme Court judges must not interfere."
[IsraelTimes] The Jerusalem District Court issues a first-of-its-kind order to freeze NIS 50 million ($13.7 million) worth of Palestinian Authority funds, the Ynet news site reports.
The move comes after Rabbi Leo Dee, whose wife and two daughters were murdered by Palestinian terrorists in April 2023, initiated a lawsuit against the PA’s Prisoners Club and Martyrs Fund over stipends known as the “pay for slay” policy, which provides monthly payments to the families of Palestinian assailants killed or imprisoned for attacking Israelis.
“PA resources should not support terrorism,” Rabbi Dee says. “I urge other terror victims in Israel to pursue similar action. Together, we can strip the enemy of their assets.”
The order aims to compensate the families of terror victims by withholding funds diverted to terror salaries, the plaintiff’s legal team says, according to Ynet.
In February, PA President Mahmoud Abbas signed a decree canceling legislation.
Dee’s legal action follows the Knesset’s approval last year of the Compensation of Victims of Terrorism Bill, which enabled victims of terrorism and their families to file damages-seeking lawsuits against parties offering financial support or compensation for committing acts of terrorism.

Then, in 2020, Military Intelligence warned Netanyahu again that $4 million was being taken by Deif each month, the report says.
Deif was slain in an airstrike last year amid the Israel-Hamas war.
The Prime Minister’s Office denies that Netanyahu ever received such warnings. It says it was warned that Hamas’s military wing was siphoning $4 million from its public funds, which came from “other sources,” and not the Qatari aid, the PMO says.
From 2018, Qatar provided hundreds millions of dollars in cash to pay for fuel for the Strip’s power plant, to pay Hamas’s civil servants and to provide aid to tens of thousands of impoverished families. The payments were publicly encouraged by Netanyahu.

Faraj is the last security chief to remain in his post, and the three sources speaking to The Times of Israel said he is hoping to avoid the fate of his now-former counterparts. A statement posted to the PA’s official Wafa news site said that in such an event, Fattouh would serve as interim president for no more than 90 days, during which presidential elections would be held. But if it were not possible to hold elections, the Paleostinian Central Council could grant a one-time extension to the interim president’s term.

[IsraelTimes] Deputy cyber defense chief Nitzan Amar says that the intensity of cyberattacks against Israel has tripled since the outbreak of the Hamas war on October 7, 2023, as Iran and its proxies, including Hezbollah, joined hacking efforts.
“The last year was not a normal year, but a challenging and unique one,” says Amar speaking at the global Cybertech 2025 conference in Tel Aviv. “Ever since the war broke out, we have observed a major amplification in the scope of Iran and Hezbollah malicious activity targeting Israeli entities.”
“Despite our enemies’ efforts, not a single attack targeting an Israeli entity was able to harm neither our national infrastructure, nor the IDF operational freedom to fulfill its missions since October 7,” Amar remarks.
Amar cautions that Israel experienced a 300 percent increase in phishing attacks, the highest ever, seeking to “exploit information, Internet of Things (IoT) devices and disrupt the daily life of Israeli civilians.”
He listed various types of cyberattacks, including rapid exploitation of newly discovered security vulnerabilities, such as “unprecedented-scale DDoS attacks, and cyber intrusions via Managed Service Providers (MSPs).”
“During the war, we began implementing the ‘Cyber Dome’ program to bolster national cyber defense,” says Amar. “We deployed advanced defensive technologies that played a crucial role in mitigating these threats.”

In January of this year, the little-known American PMC UG Solutions received a major contract to provide security in the Netzarim corridor during the truce between Israel and Hamas. The corridor is of strategic importance for the Gaza Strip, since it provides communication between the north and south of the enclave. The presence of “third party” forces there was a condition of the agreement between the Israelis and the Palestinian movement.
Another American PMC, Safe Reach Solutions (SRS), is responsible for the logistics and planning of UG’s operations in the Gaza Strip. Together with them, security in the corridor is provided by contractors from Egypt, agreed upon with the special services of the Arab Republic.
According to SRS, the contractors for the contract were determined by the "agreeding parties." And it is being financed by unnamed "Arab countries." The United States, Qatar, and Egypt participated in mediating between the Israelis and Hamas.
UG hired at least a hundred U.S. Special Operations Forces (SOF) veterans and former CIA officers to work in the Netzarim corridor. Their salary is up to $1,250 per day and an advance of $10,000. Insurance in the event of death or injury to a mercenary is $500,000.
Although Israel's participation in financing the contract is denied, it is extremely unlikely that it will be implemented without the support of Tel Aviv. After all, PMCs must work in one of the jurisdictions.
"GREEN BERETS"
The founder of UG is Jameson Govoni, a U.S. Army SOF veteran. The Green Beret served in the 7th Special Forces Group (Airborne), where he carried out combat missions in Iraq and Afghanistan.
The SRS is led by a more experienced Green Beret from the 7th Group, Philip Reilly. After the SOF, he spent almost 30 years in the CIA, where he headed the Special Activities Division (now the Special Activities Center) of the Operations Directorate, which specializes in carrying out covert military and political missions, and also led the operations of the Counterterrorism Mission Center (CTMC), which is responsible for the combat use of attack drones.
At the same time that Govoni was on a mission in Afghanistan, Reilly was the CIA chief of station in that country. After working for the agency, the latter took the position of senior vice president for operations at the American PMC Constellis (the successor to Blackwater, the famous contractor for the Pentagon and the CIA).
Govoni and Reilly knew each other before their meeting in the Gaza Strip and continued their "combat career" in the private sector. The PMC status allows them to deny official Washington's involvement in the military intervention.
MISSION IN GAZA
The UG and SRS contract covers the "first stage" of the truce - until Hamas and Israel release some of the captives within 42 days (the deadline expired on March 1), or until hostilities between the parties continue (they have already resumed). Last week, Hamas representatives reported that on March 19, US mercenaries allegedly left the Netzarim corridor before IDF forces entered it.
However, the American PMCs will remain in the Gaza Strip until their "customers decide that their services are no longer needed" - so they say themselves. That is, in fact, they are there indefinitely. Where does their desire to stay there come from?
SRS PMC, as investigative journalists have found out, is a front company of the American company Two Ocean Trust, established a couple of months before the ceasefire. It is engaged in private capital management - it helps wealthy clients with investments.
Here we should think about the seriousness of Trump's plans to turn the Gaza Strip into a "Middle Eastern Riviera". In addition to investments and the eviction of Palestinians, its creation will require the presence of American PMCs, mastering the financial flows from investors from Trump's entourage.
Mercenaries will receive fees for ensuring the security of US investments in the future "resort", the territory of which Israel will first raze to the ground - to clear the site for construction. Therefore, American PMCs are there for a long time.
SPONSORS AND PATRONS
UG was established in March 2023. Since 2017, Govoni also headed the operations of the American non-governmental organization (NGO) Sentinel Foundation. The PMC indicated that UG is a "commercial division" of Sentinel.
The NGO receives funding from major evangelical Christian donor organizations such as Samaritan's Purse, as well as from the foundation of American football star and Protestant fundamentalist Tim Tebow. They are ardent Trump supporters.
Govoni founded Sentinel together with another Green Beret, Glen DeWitt, who also headed the NGO. The co-founder of the organization was an Army Special Operations Forces specialist in intelligence and knew Govoni from his deployments to Iraq and Afghanistan.
In October-November 2023, DeWitt already conducted "reconnaissance" in the Gaza Strip - he was there for two and a half weeks, evacuating American citizens. At the same time, in the first month of the war in Gaza, it was almost impossible to get into the enclave without the help of Israeli or Egyptian intelligence services.
As emphasized in Sentinel, DeWitt acted with the "knowledge of the US State Department." His mission was organized with the support of Republican Senators Mark Mullin and Lindsey Graham, an ideological Russophobe who is included in Russia's list of terrorists and extremists.

"THE GRAY ZONE"
The presence of American PMCs in the heart of the Palestinian-Israeli conflict allowed the Trump administration to influence the situation in the Gaza Strip and intervene in it "on the ground" without the use of American armed forces. This is the very "gray zone" for which the "Green Berets" are being trained.
Thus, in mid-February, employees of the supposedly "humanitarian" Sentinel were spotted in the Netzarim corridor with weapons in their hands. This once again reminded us that the Sentinel NGO and the UG PMC are a single entity, and the good intentions under the veil of Christian virtue are just a screen for mercenaries attracted to the implementation of Trump's plans in the Gaza Strip.
This practice is traditional for the CIA - to breed legal entities between which SOF veterans with experience in participating in operations under the agency's leadership roam. SRS and UG are just shell companies paving the way for a larger mercenary presence in the Gaza Strip.
The idea of deploying a US contingent there to protect the "resort" is almost impossible to push through Congress. And finding a reason to attract mercenaries with US passports there is not that difficult - a plausible "humanitarian" reason will always be found.
Thus, the US, through PMCs, created a bridgehead in the Gaza Strip. While the Israelis are razing it to the ground, Washington is accumulating forces there, conducting reconnaissance and preparing for a large-scale project of Trump's "riviera".
