If federal funds are allocated, there ought to be an audit to make sure the intent gets accomplished. Sounds like the USAID auditors need to be either LGBT or at least curious, otherwise the audit process will be pretty onerous.

As we're commenting, this is just from one agency. Can you imagine them doing this daily for the next year from Department to Department.
