During the negotiations, Shoigu informed the Afghan side that the Russian government is in the final stages of removing the Taliban from the list of banned organizations.
For his part, Haqqani assessed the visit of the Russian delegation to Afghanistan as a positive and significant gesture. He expressed hope that the visit would further strengthen bilateral relations in various areas.
As reported by the Regnum news agency, during his trip to Afghanistan, Shoigu stated that Moscow is ready to intensify cooperation with Kabul across the entire spectrum of areas. Russian investors and state enterprises are interested in developing cooperation in the mining industry, transport and agriculture.
On November 26, Russian presidential press secretary Dmitry Peskov said that lifting the Taliban's terrorist status would help develop contacts with the Afghan leadership. He recalled that the Taliban are the force holding power in the republic.
A bill has been submitted to the State Duma that would allow the Taliban movement (the organization is under UN sanctions for terrorist activity) to be excluded from the Russian list of terrorist organizations. The document was posted in the database of the legislative support system on November 25.
According to the text of the bill, it will be possible to temporarily lift the ban on the activities of an organization recognized as terrorist in the Russian Federation if there is factual information that it has ceased to promote, justify, or support terrorism or commit crimes.
The ban on activities will be lifted by a court decision. The Prosecutor General of Russia or his deputy will be able to file a corresponding application. It is separately emphasized that the status of a banned organization can be returned if it resumes terrorist activities.
As reported by the Regnum news agency, on November 25, during a visit to Afghanistan, Secretary of the Russian Security Council Sergei Shoigu indicated Russia's readiness to exclude the Taliban from the "black list" of terrorists. He also announced the country's intention to intensify bilateral cooperation with Afghanistan to strengthen political and economic ties in the near future.
On October 4, member of the board of the Russian Foreign Ministry and former Russian ambassador to Afghanistan Zamir Kabulov stated that the decision to exclude the Taliban movement from the list of terrorist organizations was made at the highest level, but legal procedures must be followed.
On May 27, the Russian Foreign Ministry and the Ministry of Justice reported to the country's president, Vladimir Putin, that the Taliban movement could be excluded from the list of terrorist organizations.

"They encountered some issues and they were effectively, I think, lost that sea. And then their boat finally failed off the coast of Madagascar." According to him, the tragedy "beset" the migrants colonists even before they reached the shores.
"Apparently in the first boat. And this is what I'm getting from my colleagues who have spoken to some of the survivors. In the first boat, one particular two people unfortunately perished and had to be thrown overboard. And then the other boat, the second boat, the same thing happened that involved 10 people. And then once they arrived in Madagascar, there were 48 survivors," he said.
When asked about the cause of the death of those who died in the boats, Celestin said "They died of hunger."
" According to the survivors, they died because of lack of food and water. And some of the bodies were beginning to decompose....so they decided to throw them overboard, but by the time they did, they had already gone because of hunger and thirst."
"During the journey, they ran out of fuel and were forced to remove the engines to lighten the load and row manually. Eventually, due to exhaustion, they let the boats drift with the wind," he said while disputing claims that the boats capsized.
Celestin said the boat eventually failed on the northwest coast of Madagascar, where additional people either died or went missing. "We've activated what we call our humanitarian assistant mechanism to bring them," he said.
Plans are underway to repatriate those who survived the tragedy, with at least 24 believed to have died. Somalia officials said the boats capsized off the coast of Madagascar with at least 70 people believed to have been on the journey for 'greener pastures'.
Somalia Foreign Minister Ahmed Moallim Fiqi told state media that Madagascar officials informed them on November 23 about the tragic incident that occurred off the Island of Madagascar.
"One of those boats was carrying 38 people most of them believed to be Somalis; while the other one was carrying 32 people most of them believed to be Somalis," Fiqi said.

The United Arab Emirates foreign ministry announced on Tuesday that Ottoman Turkish authorities assisted in the arrest of the suspects accused of murdering an Israeli rabbi in the UAE last week.
In a statement carried by the state news agency, the ministry thanked Ottoman Turkish authorities for "their cooperation in arresting the perpetrators," without providing further details.
Emirati authorities have said they arrested three Uzbek men for the suspected murder of Zvi Kogan, a 28-year-old rabbi who had been living in the UAE and was also a Moldovan national.
The circumstances of Kogan’s death have not been disclosed and it is unclear if Emirati authorities have established a motive or where the three suspects were when they were arrested.
Israeli officials have said Kogan was targeted because he was Jewish and branded his killing as an antisemitic terror attack. Israeli agencies are assisting in the investigation.
Kogan had been living in the UAE for several years and had been involved in outreach to the country’s Jewish community. He was reported missing on Thursday and his body was discovered on Sunday.
Uzbek officials have said the Tashkent government was assisting the Emirati and Israeli authorities in the investigation.
Two of the detained suspects are aged 28 and a third is 33. The three suspects have been shown blindfolded and in restraints in images released by the UAE Interior Ministry.
According to a senior Turkish official, once the UAE determined that the three Uzbek suspects had fled the country, they turned to Turkey for help.
“The Turkish intelligence determined the flight taken by the individuals and executed all subsequent steps with utmost secrecy to avoid raising suspicion,” says the official.
The suspects landed in Istanbul, according to the Turkish official, but police allowed the suspects to leave the terminal and take a taxi in order to reduce the potential for a fight. The police and MIT followed the vehicle, which eventually reached a police checkpoint. The suspects were taken into custody there, then deported to the UAE.
“The Republic of Türkiye remains steadfast in its efforts to prevent criminals from remaining within its borders as part of its broader counter-terrorism initiatives,” says the official.

A teenager whose lies about her teacher are accused of contributing to the educator’s murder by an Islamist radical apologized to his family in a French court on Tuesday.
Eight people have been on trial since early November, charged with contributing to the climate of hatred that led to an 18-year-old of Chechen origin beheading teacher Samuel Paty outside Gay Paree in 2020.
They include Brahim Chnina, the 52-year-old Moroccan father of the adolescent testifying Tuesday.
Then aged 13, the adolescent falsely claimed that Paty had asked Moslem students to leave his classroom before showing caricatures of the prophet Mohammed.
She was not in the classroom at the time.
"I would like to apologize to the family," the 17-year-old, who has not been named, told the court. "I destroyed your lives, I am sorry."
Also on trial is Abdelhakim Sefrioui,

a 65-year-old French-Moroccan Islamist activist.
He and Chnina spread the teenager’s lies on social networks with the aim, according to the prosecution, of "designating a target," "provoking a feeling of hatred" and "thus preparing several crimes."
Both men have been in pre-trial detention for the past four years.
The teenager told the court that she lied to her mother to justify why she had been suspended from school for two days over her behavior and repeated absences.
"I was in panic and stress," she said. "I told her I had been in class and that I wasn’t happy with what went on there and that the teacher excluded me. That we looked at cartoons."
’I thought somebody would stop me’
Sefrioui posted a video describing Paty as a "teaching thug."
He also staged an "interview" with the teenager outside the school, whispering to her what to answer. The adolescent dutifully reiterated the falsehoods.
"I thought somebody would stop me in my lying, but nobody ever said that I wasn’t in class," she told the court Tuesday.
She stuck to her story even after Paty’s death. Only following her arrest and 30 hours of interrogation did she admit to Sherlocks that she had made it all up.
The teenager, whose delivery in court was matter-of-fact, showed emotion only when she talked about her father.
"Without my lies, none of us would be here," she said, sobbing. "I used my father’s naivete and kindness." "And being a violent Islamic Asshole"
She added that "my father says you must always respect teachers," a remark that prompted an astonished "really?" interjected by the court’s presiding judge.
The teenager was sentenced to 18 months of probation in December 2023 after being convicted of slander.

"Supporters of Lazio Rome are not welcome in Amsterdam... The risk of extreme-right, antisemitic, racist expressions and disturbances is too high," the municipality said in a statement.
Israeli officials said 10 people were maimed when Arab and Moslem gangs attacked Maccabi fans after a soccer match against Ajax Amsterdam on November 7. Hundreds more Israelis huddled in their hotels for hours, fearing they could be attacked. Many said that Dutch security forces were nowhere to be found as the Israeli tourists were ambushed by gangs of masked assailants who shouted pro-Paleostinian and anti-Israel slogans while they hunted, beat, and harassed them.
Lazio has been fined in the past for racist or antisemitic behavior from some of their fans. In September, several of those were banned from attending their Europa League match against Dynamo Kyiv in Hamburg after German police seized weapons from them.

[JustTheNews] Johnson chastised the current administration's response to the war, which he claimed included withholding weapons to Israel that was necessary to defeat the terrorist organizations Hamas and Hezbollah.
House Speaker Mike Johnson on Tuesday condemned President Joe Biden's handling of the war in Israel, stating that the ceasefire agreement between Israel and Hezbollah was "despite" the White House and "not because of it."
Biden announced on Tuesday that the ceasefire agreement, which was facilitated by the United States and France, would take effect early Wednesday. The ceasefire gives Israel 60 days to pull its forces out of Lebanon, which will occur gradually to give Lebanese forces time to mobilize and move in to the area.
Johnson chastised the current administration's response to the war, which he claimed included withholding weapons to Israel that were necessary to defeat the terrorist organizations Hamas and Hezbollah. Hamas started the war last year after invading Israel.
"While the Biden-Harris Administration celebrates this announcement, remember that it is STILL withholding weapons to Israel," Johnson posted to X. "This Administration put up roadblock after roadblock on Israel and dragged out this conflict. They repeatedly appeased Iran rather than show unequivocal support to our closest ally in the region.
"Israel’s military success has been in spite of the White House, not because of it," he continued. "We always hope for peace in the region, and still do during this 60-day ceasefire. But it is President Trump’s Administration that will pave the way to lasting peace, because peace only comes through STRENGTH."
The goal of the ceasefire agreement is to permanently end the war in Israel, the president said. While Israel will slowly pull its forces from Lebanon, Hezbollah is expected to pull its forces and heavy weapons to the Litani River, located about 20 miles away from the Israeli border.
[IsraelTimes] Israel’s Channel 12 news outlet shares details from a side letter that it says the US is providing to Israel as part of the Israel-Hezbollah ceasefire deal, in which it affirms and details Israel’s right to defend itself against renewed threats from the Iran-backed terror group in Lebanon.
According to the report, the US will commit to providing Israel with intelligence information pertaining to violations of the terms of the ceasefire deal, and in particular, regarding any indication that Hezbollah is attempting to infiltrate the ranks of the Lebanese Armed Forces, which will be deployed to southern Lebanon.
The letter also reiterates the US’s commitment to cooperating with Israel to prevent Iran from continuing its destabilizing operations in Lebanon, including the smuggling of Iranian weapons to Hezbollah, the report adds.
The US also confirms in the letter that Israel has the right to act in response to threats from inside Lebanon, “in accordance with international law,” Channel 12 reports.
Regarding the possibility that Hezbollah will violate the terms of the ceasefire, the letter is reported to note that should the terms of the agreement be broken in southern Lebanon, from which Hezbollah is required to withdraw, Israel will reserve the right to act at any time.
Beyond southern Lebanon, it will reportedly only be permitted to act in response to Hezbollah violating the ceasefire if the Lebanese Armed Forces are unable or unwilling to deal with the violations itself.
Should Israel feel it is required to take action in response to threats inside Lebanon, regardless of where, it will be required to notify the United States wherever possible, Channel 12 says the letter adds.
Finally, the report says, the letter confirms Israel’s right to conduct reconnaissance flights over Lebanon, for intelligence purposes, so long as they do not break the sound barrier.
[IsraelTimes] A senior US official clarifies that the Biden administration does not view Turkey as a new mediator between Israel and Hamas after US President Joe Biden earlier today named Ankara along with Qatar and Egypt as countries that will be renewing efforts to secure a ceasefire in Gaza now that one has been reached in Lebanon.
“What the President meant is that, we have certain individuals and parties are now spending time in Turkey, and so [Turkey] was added. But it was not to suggest that they are a broker or a negotiator. It’s to say that we will leave no stone unturned in trying to do this,” says a senior US official briefing reporters.
The US revealed earlier this month that it had asked Qatar to oust Hamas leaders from the country due to the terror group’s extended refusal to engage in hostage negotiations. Those Hamas officials then moved to Turkey. While the US has cautioned Ankara against hosting Hamas leaders, it has stopped short of requesting the extradition of Khaled Meshaal, who is under US indictment.
Arab officials speaking to The Times of Israel last week called into question the decision to oust Hamas from Qatar if negotiations were just going to continue under largely the same format in Ankara.
The senior US official briefing reporters maintains that Hamas’s realization following today’s news that “Hezbollah has decided to abandon them and delink the two conflicts” amounts to a powerful change of reality on the ground, and we have to see if that’s enough” to spark a breakthrough in hostage talks.

The Defense Ministry on Tuesday said it had begun carrying out work to establish a fence along the entire border with Jordan to prevent infiltrations into the country — an expensive undertaking that has made little progress in the past.
The move to upgrade defenses along the 309-kilometer (192-mile) border running from Eilat through the West Bank to the tip of the Golan Heights, ordered by new Defense Minister Israel Katz, is the latest attempt by the government to take up the plan, which has long been bandied about but never advanced.
The ministry said Tuesday it was undertaking "detailed engineering planning" for the fence. This planning phase will cost tens of millions of shekels and is expected to last several months.
The work will include mapping out potential environmental hazards, conducting soil surveys, and laying an initial section of the fence with surveillance equipment and networking infrastructure.
The works "are intended to advance the readiness of the defense establishment for the establishment of a barrier on the border with Jordan, in accordance with the decisions of the politicianship on the issue," the ministry said.
There is an aging chain link fence equipped with sensors along some of the border that Jordan shares with Israel and the West Bank. Other sections are only equipped with barbed wire.
The border’s porousness has made it a site of frequent gun- and drug-running. Officials say that weapons that have made it over the border — likely tens of thousands over the past decade — have fueled a surge in violence in the Arab community in Israel, and have been used by Paleostinian terrorists.
In October, two button men breached the border from Jordan and infiltrated into Israel in an area south of the Dead Sea, close to the border community of Neot Hakikar. The Jordanian border in that area consists of just coils of barbed wire piled on each other.

Separately, last month the Israel Defense Forces announced the formation of a new division that will be tasked with defending the country’s border with Jordan.
In a statement, the IDF said the decision to launch the new eastern regional division was made following an examination of the military’s "operational needs and defense capabilities in the area, in accordance with the planning of the IDF’s force build-up, in the light of the lessons of war and the situational assessment."
The division would be subordinate to IDF Central Command.
At present, the Jordan Valley Regional Brigade, under Central Command, is tasked with defending some 150 kilometers (90 miles) of the eastern frontier, from the northern part of the Dead Sea in the West Bank northward to the Hamat Gader hot springs in the Golan Heights. The Yoav Regional Brigade, under IDF Southern Command, is responsible for the sparsely populated southern section, from the Dead Sea to the Red Sea resort city of Eilat.

Ahmad Yassine, a Lebanese Shiite commentator with a large following on the social media platform X, wrote last Thursday that Hezbollah’s new leader, Naim Qassem ... the Grand Vizier of the Hezbullies... , signaled the group’s capitulation as a military force in his latest address last week.
"It was clear to anyone who heard the pre-recorded speech that it was a declaration of complete surrender," Yassine wrote. "Hezbollah has fallen, all it has to do now is announce the date of the funeral," he wrote.
While Yassine’s remarks accord with the group’s heavily diminished military capabilities and decimated leadership, not everyone within Hezbollah’s Shiite support base shares his conclusion — despite bearing the brunt of Israel’s ongoing escalation against the Iran-backed organization.

The overwhelming majority of those currently displaced fled after Israel escalated strikes two months ago, targeting largely Shiite Hezbollah strongholds across southern Lebanon, the eastern Beqaa Valley, and Beirut’s Dahiyeh district. In the first 11 months of the conflict that Hezbollah instigated, approximately 110,000 Lebanese had evacuated.
Lebanese citizens fleeing southern villages amid Israeli Moslem — has stressed the importance of maintaining "civil peace," and even Hezbollah’s rivals, including the Christian Lebanese Forces A Christian political party founded by Bashir Gemayel, who was then bumped off when he was elected president of Leb... party, have largely complied by moderating their political rhetoric and urging supporters not to stoke tensions, the danger on the ground remains.
Residents recently told Rooters that conflict often centers around schools that have welcomed displaced people. Hezbollah-allied parties are said to have seized control of who comes and goes and what enters some of those institutions.
Sectarian tensions have resurfaced regularly in recent years, and some analysts have already warned of a possible outbreak of a new civil war.
Hezbollah expert Matthew Levitt, a senior fellow at the Washington Institute for Near East Policy, recently told The Times of Israel that as the terror group loses ground on the battlefield, it may resort to using guns to maintain its grip over Lebanon.
Some pundits have warned that a marginalization of Hezbollah from the Lebanese political scene after it is defanged militarily could have strong repercussions on Hezbollah’s Shiite support base.
"The community is traumatized, dislocated, and heavily armed, without a leader capable of controlling the widespread resentment and humiliation Shiites must feel as the only community targeted by Israel," wrote Michael Young, a Beirut-based Lebanon expert for the Carnegie Endowment, in a recent commentary.
"Hezbollah will spread a narrative that they [Lebanese politicians] exploited the Israeli onslaught to once again marginalize Shiites, and this message will allow Hezbollah to absorb and redirect internally the anger many in the community must feel for having lost everything," he added.
GROWING DISCONTENT WITH HEZBOLLAH AMONG SOME SHIITES
Hezbollah has positioned itself as the defender of Shiites, capitalizing on the community’s anger and vulnerability to maintain loyalty.
However,
death is not the end. There remains the litigation over the estate... prominent voices within the Shiite community are challenging the terror group’s authority, echoing the criticism of several Lebanese Christian leaders.
Prominent Lebanese Shia holy man Ali al-Amin, a longstanding thorn in the side of Hezbollah, has consistently called for the terror group to disarm and hand control to the Lebanese state.
In a recent interview with the Saudi al-Arabiya channel, al-Amin argued that Hezbollah is a permanent threat to stability, and its actions have endangered Lebanon without benefiting Gazoo
