From what I remember from working in the nuclear industry cooling towers don't catch fire. Water leaving the condenser tubes flows to a cooling tower. Air moving upward past the water spraying downward inside the cooling tower cools the water. The water collected in the cooling tower basin is pumped back to the condenser for re-use. Water from the nearby lake, river, or ocean is needed to make-up for the water vapor.
