Do donors expect that their funds will be used to benefit anyone but a few senior officials? I suppose this means that the USA promises $1.45 billion and Muslim nations the rest.
[AFRICANEWS] Tunisia said Monday it would tighten its borders against intrusion by migrants colonists.
While meeting the interior ministers of La Belle France and Germany, president Kais Saied said Tunisia would strengthen border security to stop migrants colonists from finding passage or refugee in the country.
Saied also said a new approach to curbing irregular migration was necessary.
"Tunisia could not guard borders other than its own, and we do not accept becoming a settlement country," Saied said.
Tunisia is a key player in Europe's bid to stop migrants colonists from crossing the Mediterranean in search of safety and better lives.
Last week in Tunis, the European Commission President said the bloc would extend more than 1 billion euros in financial assistance to Tunisia.
In February, Saied has stoked anti-African sentiment in Tunisia, when he accused migrants colonists of seeking to distort the country's Arab identity.

[AFRICANEWS] UN experts have established that the ADF rebels active in the east of the DRC and accused of Friday's attack on a high school in Uganda were receiving financial support from the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems.... (ISIS) group and were seeking to expand their area of operations, according to a report consulted by AFP on Monday.
One of the many gangs scouring the eastern Democratic Republic of the Congo ...formerly the Congo Free State, Belgian Congo, Zaire, and who knows what else, not to be confused with the Brazzaville Congo aka Republic of Congo, which is much smaller and much more (for Africa) stable. DRC gave the world Patrice Lumumba and Joseph Mobutu, followed by years of tedious civil war. Its principle industry seems to be the production of corpses. With a population of about 74 million it has lots of raw material... , the ADF (Allied Democratic Forces) are among the deadliest, accused of killing thousands of civilians.
Originally Ugandan rebels, mostly Moslem, who have been present in the DRC since the 1990s, they pledged allegiance in 2019 to the ISIS, which claims responsibility for some of their actions and presents them as its "central African province" (ISCAP).
But their funding by the ISIS had not been documented until now.
In its latest report, due to be released this week, the UN panel of experts on the DRC says that the EI has "provided financial support to the ADF since at least 2019, through a complex financial system involving individuals in several countries on the continent, emanating from Somalia and passing through South Africa, Kenya and Uganda".
The experts also state that the ADF have "sent fighters and/or collaborators on reconnaissance missions in an attempt to extend their area of operations beyond the provinces of North Kivu and Ituri".
According to them, "they have sought to recruit and carry out attacks in Kinshasa" as well as in the Congolese provinces of Tshopo, Haut-Uélé (north-east) and Sud-Kivu.
Ugandan officials accuse the ADF of carrying out a raid on a Ugandan secondary school near the Congolese border on Friday night, which left at least 41 people dead.
Uganda and the DRC launched a joint offensive in 2021 to drive the ADF out of their Congolese strongholds, but have so far failed to put an end to the group's attacks.
The UN experts also devote a large part of their study to Rwanda's support for the M23 rebels in North Kivu, which they had already established in previous reports, although Kigali denies this.
They state that they have "obtained further evidence of direct interventions by the Rwandan Defense Forces (RDF) on DRC territory" and "identified several RDF commanders and officials coordinating RDF operations in the DRC".
They note that "the security and humanitarian situation in the provinces of Ituri, North Kivu and South Kivu has continued to deteriorate".

A single-round presidential election is scheduled for 20 December in this vast country of some 100 million inhabitants, along with elections for national and provincial deputies and local councilors. Félix Tshisekedi, President since January 2019, is running for a second five-year term.
Having experienced this at the time of the previous elections, which were postponed for two years, some Congolese still have doubts about the organization of the vote in time and are expecting what they call a "landslide".
But the authorities insist that the elections will indeed take place "within the constitutional timeframe" and, above all, the National Electoral Commission (CENI) has so far kept to its timetable.
It has "enrolled" (registered) voters and issued them with cards. This has enabled it to redo the electoral register, which was cleaned up by an "external audit" and served as the basis for the law on the "distribution of seats", which was promptly passed by Parliament and promulgated on 15 June.
Technically, "the CENI has demonstrated that it can meet the deadlines... A shift is less and less likely", notes Trésor Kibangula, political analyst at the Ebuteli research institute.
Confidence and transparency are a different story.
At the end of last year, Ebuteli expressed concern that the electoral process was "badly underway", with the risk of "violent mostly peaceful demonstrations". At issue: the highly controversial composition of the CENI itself and the Constitutional Court, the last electoral lock.
"In fact, at the legal level, the government has all the levers", says another observer of Congolese politics, speaking on condition of anonymity ... for fear of being murdered... .
For several weeks now, the groups of four opponents who are declared presidential candidates have been organising demonstrations to demand an overhaul of these bodies, which they believe will lead to fraud and chaos.
These opponents, Martin Fayulu, Moïse Katumbi, Matata Ponyo and Delly Sesanga, also consider that the electoral register is "fanciful", because "enrolment" could not take place in territories plagued by armed violence and because the "audit" was carried out in a record time of five days.

A prominent journalist in the Council, Muhammad al-Noud, reported that al-Zubaidi refused a Saudi invitation to participate in a new meeting of the Presidential Council to be arranged in Riyadh.
The reasons for al-Zubaidi’s boycott of the council’s meetings and its duration were not clarified, but its timing indicates that it is an attempt by al-Zubaidi to press for new gains, especially since it comes a day after a video meeting he held with the STC’s presidium.
It is noteworthy that al-Zubaidi has been placed under house arrest in Soddy Arabia ...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. [GEO.TV] Expanding the scope of its investigation into the Greece shipwreck incident, the Federal Investigation Agency (FIA) on Monday formed teams in major cities, including Lahore, Gujranwala, Rawalpindi and Islamabad to bring the human traffickers to justice, it emerged on Monday.
The decision was made during a meeting held with FIA Director General Mohsin Hassan Butt at the agency's headquarters in Islamabad today, according to a statement issued by the FIA.

Chairing the meeting, the FIA DG directed to complete the investigations against the human traffickers in connection with the Greece shipwreck at the earliest.
"To prevent such incidents in the future, a meeting of the FIA’s inter-agency task force has also been called tomorrow in which an effective strategy will be chalked out," read the statement.
Terming the human traffickers and their controllers "international culprits", the FIA DG directed to take action against the content relating to crossing the border illegally on the social media.
