[ToloNews] The Afghanistan Independent Human Rights Commission (AIHRC) in a new report said that 2019, like previous years, once again was a deadly year for Afghan civilians despite ongoing peace efforts to end the 18-year-old war. So when was the last good one?... Bueller?
The report indicates that 86,823 civilians, including women and kiddies, were harmed by conflict between 2009-2019 (28,979 killed, and 57,844 injured).
"The high number of civilian causalities indicate all sides’ failure to comply with international humanitarian law," the report said.
In 2019, fewer civilians were harmed by conflict compared to 2018, the report says.
In 2018 there was a total of 11,611 civilian casualties, and during the same period in 2019 there were 10,772 civilian casualties.
The report says that the majority of civilian casualties have occurred in the southwestern zone, harming 3,453 victims, which is 32 percent of all civilian casualties in 2019.
"The Taliban is responsible for 71% of all civilian casualties in 2019," the report says, adding that Daesh is responsible for five percent, while, Afghan and international forces are responsible for 14% of civilian casualties.

The perpetrators for nine percent of civilian casualties is unknown, according to the report.
But part of this report is in conflict with a recent report by the United Nations ...a formerly good idea gone bad... . In the UN report released last October, it was stated that civilian casualties in Arclight airstrike ...KABOOM!... s increased by 28 percent in the first nine months of 2019 but the AIHRC report says it was 21 percent.
"All the warring sides are asked not to harm civilians. Killing and harming civilians deliberately and systematically is a war crime based on international and humanitarian laws," the deputy head of AIHRC, Naeem Nazari, said at a presser in Kabul on Tuesday.
"The Taliban is the main reason behind civilian casualties," Interior Affairs Ministry front man Nusrat Rahimi said. "The Afghan defense and security forces have targeted most of the perpetrators of such attacks and have eliminated them."
Some war victims’ families in Kabul said that they want a durable peace to be established in the country.
"If there was peace, if there was security, why this would have happened," said Gul Rahman, the father of a child who lost one of his legs in a mortar attack.

The blast on May 22, 2017 happened in a busy foyer of the venue in northwest England packed with men, women and children, and also injured more than 200 others.

was equally as responsible for the attack as his brother who carried it out.
“The prosecution’s case is that this defendant is just as guilty of the murder of the 22 people killed as was his brother,” he told the jury.
“He is equally guilty of the attempted murder of many others and in doing so he was guilty of agreeing with his brother to cause an explosion or explosions of a nature likely to endanger life.”
The court heard the attack was the result of months of planning, experimentation and preparation by the brothers.
Hashem Abedi, now 22, allegedly obtained chemicals for a home-made bomb and got metal containers in order to construct it.
He also found an address in Manchester to manufacture the explosive and store it and to have bought screws and nails for shrapnel, the court was told.
He also purchased a car to store bomb-making equipment, it was alleged.
“The bomb which was detonated was self-evidently designed to kill and maim as many people as possible,” said Penny.
“It was packed with lethal shrapnel and it was detonated in the middle of a crowd in a very public area -- the intention being to kill and to inflict maximum damage.”
The lawyer added: “Such was the ferocity of this explosion that Salman Abedi was dismembered in the process.
“The scene that met the survivors and those that attended thereafter was one of destruction and chaos.”
The court heard the Abedi family lived in south Manchester but the brothers’ parents returned to their native Libya in 2016.
Hashem Abedi denies 22 counts of murder, attempted murder and conspiring to cause explosions. The case is expected to last for up to eight weeks.

The wife of a Paleostinian terrorist who hijacked an Israeli El Al airplane cannot collect on her husband’s life insurance because he did not disclose his terrorist past when he took out the policy in 1987.
The Ontario Court of Appeals last week overturned a lower court decision and ruled against Fadia Khalil Mohammad, the Canadian Press reported.
She was the wife of Mahmoud Mohammad Issa Mohammad, a member of the Popular Front for the Liberation of Paleostine, who stormed an Israeli airliner in Athens in 1968 shooting and throwing grenades, killing one passenger. He was convicted of manslaughter and sentenced to 17 years in prison by the Greek courts.
Later that year, however, Mohammad was freed when Paleostinian bully boyz stormed another plane and demanded his release. He moved to Leb and then, under an alias, to Canada in 1987 and settled in Brantford, Ontario.
Mohammad was deported to Leb in 2013, nearly 15 years after proceedings began to strip him of his citizenship for lying about his terrorist past in order to immigrate to Canada. He died there of cancer in 2015. His wife, as sole beneficiary, sought to collect on the $75,000 policy issued by the Manufacturers Life Insurance Company.
When he applied for the policy, Mohammad said he had just moved to Canada from Spain and provided a social insurance number, according to court records, the Canadian Press reported. He was not asked about his citizenship or residency status, or any convictions. He did not offer such information.
The insurance company in refusing to pay his widow said that Mohammad’s failure to disclose material facts had voided the policy.
The Appeals Court agreed, pointing out that insurance legislation requires applicants to disclose all facts material to the insurance, and that his past increased the risk of insuring him.

A Lebanese Shi’ite holy man who participated in a delegation of Moslem leaders to Auschwitz ahead of the 75th anniversary of its liberation last month is seeking asylum in La Belle France due to deaths threats against him.
Sheikh Mohamad Ali El Husseini was one of about two dozen Moslemholy mans who participated in the visit to Auschwitz, together with representatives from the Moslem World League, organized by the American Jewish Committee.
During the visit, El Husseini was the subject of death threats on social media, and criminal complaints were filed against him for "meeting with Israeli agents." He said this was done with the backing of Hezbollah for having violated Lebanese laws banning contact with Israeli officials.
No Israeli officials were on the AJC delegation.
El Husseini is an outspoken critic of Hezbollah and accuses it of advancing Iranian interests at the expense of the Lebanese state and people.
He has called for Moslem-Jewish reconciliation and posted messages in Hebrew on his Facebook page for the marginalization of religious texts endorsing violence.
After the three-day visit to Poland, El Husseini decided not to return to Leb, fearing for his life. "Have you seen it? That place is f*&ked up!"
The AJC and Polish Chief Rabbi Michael Schudrich helped put El Husseini in contact with the French ambassador to Poland. Following the end of the trip, El Husseini flew to La Belle France, where he is currently residing.
El Husseini is in the process of requesting asylum in La Belle France on the basis of the threats to his life.
The AJC’s Rabbi David Rosen said the organization would do everything it can to help him, including submitting a recommendation to the French authorities on his behalf.
"Mohamad Husseini is an example of courageous integrity, which is actually slowly but surely increasing in the Arab world despite the dangers, as witnessed by the Auschwitz visit," he said.
"This story also highlights the fact that elements in the Moslem world continue to score their own goals by presenting Islam as hostile to respecting others and to acknowledging abhorrent tragedies, and they do not do the image of Islam or Arab communities any good," Rosen said.
