He made the remarks while speaking during a gathering in northern Parwan province of Afghanistan.
Hekmatyar said there are three types of bully boyz currently operating under the shadow of the ISIS group, including the former Talibs who have pledged allegiance to the group.
According to Hekmatyar, ISIS bully boyz from Iraq are also operating in Afghanistan but he emphasized that those bully boyz cannot come to Afghanistan via air or Russia, except Iran.
The leader of Hezb-e-Islami also added that the third type of ISIS which is the most dangerous is the ISIS affiliates in uniform or the governmental ISIS loyalists.
He did not elaborate further in this regard but regarding his claims about Iran, Hekmatyar said he believes that Iran is attempting to use the ISIS in Afghanistan similar as it did in Iraq and Syria.
Hekmatyar says he has gained access to lots of information regarding the ISIS group which have been shared with the government.
According to Hekmatyar, ISIS is a game and a tool for the players for their communication as he claimed that the ISIS attacks increase in Afghanistan when tensions intensify between US and its and its rivals which means that the US rivals have direct involvement and hand behind ISIS growth in Afghanistan.

"We have jugged You have the right to remain silent... and brought to justice more than 200 returnees," Abdelhak Khiam, director of the Central Bureau of Judicial Investigations (BCIJ), said in an interview.
He said the suspects were serving sentences ranging from 10 to 15 years in prison.
Legislation passed in 2015 allows police to arrest and interrogate returnees before transferring them to the judiciary, he said.
In 2015, an estimated 1,600 Moroccans had joined the ranks of jihadist groups in Iraq and Syria.
"Some died in suicide operations or were shot by (international anti-IS) coalition forces," Khiam said.
"Others fled to other countries."
The North African kingdom has largely been spared jihadist violence since deadly 2003 bombings in Casablanca killed 33 people.
But jihadists of Moroccan origin have been involved in numerous attacks in recent years in La Belle France, Belgium and Spain.
Khiam blamed a "problem of religious guidance" in European countries and said "terrorism has no nationality".
Morocco's security efforts have been coupled with major religious reforms, Khiam said.
"This approach based on religious mentoring is important," he added.
Since the Casablanca attacks, Moroccan legislation has been strengthened and dozens of people have been handed prison sentences on terrorism charges.
Authorities regularly announce the dismantlement of "terrorist cells", although such announcements have fallen from 21 in 2015 to nine in 2017.
Khiam also praised the role of international cooperation, saying Morocco's security services had prevented attacks in seven European countries.
But he admitted there may be "gaps" and urged authorities to inform "countries of origin" in cases where dual citizens are suspected of preparing attacks.
He also warned that the vast Sahel region ... North Africa's answer to the Pak tribal areas... on the southern edge of the Sahara Desert had become a "fertile ground" for jihadist groups and was "a time bomb".
He voiced concern over the links between criminal networks and "terrorist movements" funded by crime.
Insurgents remain active across the Sahel and have been linked to drug, arms and migrant trafficking as well as jihadist attacks.

Khaleda’s lawyer Abdur Rezzak Khan told this to news hounds after meeting her in old Dhaka Central Jail on Nazimuddin Road.
Rezzak and four other senior Supreme Court lawyers ‐ Khandaker Mahbub Hossain, Zainul Abedin, AJ Mohammad Ali and Mahbubuddin Khokon ‐ visited the BNP chief in prison around 4pm.
The Appellate Division is set to hear on Tuesday Khaleda’s bail petition in a case over corruption in Zia Orphanage Trust, for which a trial court sentenced the 73-year old former prime minister to five years in prison on February 8.
"Madam [Khaleda] told us to inform the highest court that she is critically ill, and her health condition is deteriorating due to her long stay in a damp prison," Rezzak said.
Khaleda also asked them to notify the apex court that the High Court had granted her bail on health reasons, he added.

Turkey will retaliate if the United States halts weapons sales to the country, Foreign Minister Mevlut Cavusoglu said on Sunday.
In an interview with broadcaster CNN Turk, Cavusoglu said a proposal by lawmakers in the U.S. House of Representatives to temporarily halt weapons sales, including F-35 jets, to Turkey was wrong, illogical and not fitting of the alliance between the NATO allies.
U.S. lawmakers released details on Friday of a $717 billion annual defense policy bill, including efforts to compete with Russia and China and the measure on weapons sales to Turkey.

The court has sent out a notice to the Quetta chief secretary and fixed the matter for hearing on May 11 at the Supreme Court's Quetta registry.
At least nine people were killed and 30 injured in a suicide kaboom on the church on December 17, 2017.
Two suicide attackers had struck while Sunday service was ongoing. There were 400 worshippers inside the church when the assault started.
The Bethel Memorial Church has also been the target of a terrorist attack in the past. Security had been beefed up for the church after the last attack, which occurred a few years ago. Baghdad (IraqiNews.com) Iraq intends to sign a contract with British Petroleum for the development of oil fields at Kirkuk province, the oil ministry said on Friday.
Ministry spokesperson Assem Jihad was quoted by Alsumaria News saying that "Oil Minister Jabbar al-Luaibi will attend tomorrow, Saturday, a signature ceremony for the development of Kirkuk oil fields by the North Oil Company and BP".
According to Jihad, "the purpose of that contract is the development of Kirkuk province fields and laying down the required plans to boost their productivity".
He explained that the British company will conduct required surveys and assessments of the technical issues with the province’s oil fields, pipelines and wells.
Iraq exported 100 million barrels of oil in April, a daily rate of 3.3 million barrels, the ministry had declared. Those yielded revenues worth USD6.474 billion, according to the ministry.
Production from Kirkuk province halted in October following a crisis between the Iraqi government and the Kurdistan Region authorities after the region voted for independence from Iraq in September, a step Baghdad deemed unconstitutional. Iraqi forces took over the province’s oil facilities in October as a response.

Albatsh, 35 at the time of his death, was shot to death April 21 at around 6am by two unknown assailants riding a cycle of violence, as he was making his way from his Kuala Lumpur home to a nearby mosque.
The engineer, originally from the Jabalia refugee camp in the Gazoo Strip, worked at the isolated enclave's electricity company before leaving for Malaysia. He received his bachelor's degree from the Islamic University of Gazoo, and a doctorate from a Malaysian university after moving to the country in 2011.
He was considered outstanding in the field of electrical engineering and has won numerous awards for his work. According to his résumé, he had worked in areas that may relate to installing transmitters on drones.
He was buried in Gazoo on April 26. "Albatsh had always hoped for a martyr's death," Gazoo leader Ismail Haniyeh ...became Prime Minister after the legislative elections of 2006 which Hamas won. An internal State Department document said that its Near East Bureau needed confirmation from the administration to green light funding for the White Helmets in Syria by April 15th or the department would initiate "shut-down procedures on a rolling basis." That document also said that the department needed to be notified by April 6th that it could continue programs that focus on removing land mines, restoring essential services and providing food to moderate forces and their families or those programs would also have to be shut down.
However, U.S. government officials are not talking on the record about the date of the actual funding cutoff for each program, which is leading to confusion.

Aoun called on candidates to work for their list’s general electoral score, while leaving the preferential vote to each voter’s choice.
The President recalled that when he pushed in the direction of passing the proportionality law, his main aim was to achieve justice in representation and to ensure that the people would have a word in the selection of their representatives, with no other consideration.
