[Zero Hedge] As if we needed another reason to fear air travel, authorities in North Carolina say an air traffic controller at an airport in the state has been arrested on charges of possessing a weapon of mass destruction.
Local media outlets report that the FBI says 30-year-old Paul George Dandan was arrested Friday in Charlotte. The FBI is assisting Charlotte-Mecklenberg Police with the investigation but, somehow, federal charges aren’t expected against Dandan at this point.
CNN reported that police received a 911 call last week that someone had a homemade explosive at a Charlotte home. When officers arrived, they found a homemade pipe bomb, authorities said. Though authorities didn’t confirm if this was the weapon. A WMD is legally defined as any explosive charge larger than four ounces, and in many cases aren’t all that deadly.

"In the past 24 hours, the same networks that couldn’t find a single second to mention Menendez in 65 days, spent 24 minutes and 36 seconds on serious allegations against Alabama Senate candidate Roy Moore," the watchdog reported.
During an appearance on The Dr. Oz Show on Friday, Judy Haim addressed a recent National Enquirer report in which former actor Dominick Brascia, who was close with Haim, alleged that a 19-year-old Charlie Sheen sexually assaulted a 13-year-old Haim on set of the 1986 film Lucas.

The mayor ordered the directors of more than half of the city’s 55 departments to report to meetings daily at 8 a.m., when they will plan with Police Commissioner Kevin Davis where weeds should be cut, lead paint covered and drug houses boarded up and job applications can be handed out, among other tasks.
Pugh appeared at City Hall Thursday flanked by agency heads.
"Violence in the city is out of control," she said. "I want every neighborhood to know I am extremely concerned and focused on reducing violence."
Killings in the city have surged past 300 this year for a third year in a row. Violent crime is up 13 percent over last year, and reports of groups of youths attacking people apparently at random have dominated recent local news cycles.
Pugh said she was calling on businesses and philanthropies to help fund a $10 million expansion of the anti-violence Safe Streets program. And she extended night and weekend hours at six recreation centers to try to keep young people out of harm’s way.
"We must do everything we can," Pugh said. "We’ve already hit 303 murders, which is totally unacceptable. ... We know we can do better."

why not have the meetings start at 8am each day and last until 8pm. That would keep the police busy, appease them by giving them lots of overtime, and lower the daytime crime rate, since that rate depends on the number of crimes recorded by police during the day. it would go down to 0. OK the night rate would go up, but that's ok. it would lead to even more overtime.

[Daily Caller] Russia is considering designating CNN, Voice of America and Radio Liberty as foreign agents, now that the U.S. has forced state-run RT to register as a foreign agent.
Russian officials said Friday that they’re thinking of making private and government-run American media entities register as foreign agents, which is exactly what Russia warned it would do if American authorities moved to censure RT, The New York Times reports. Such a move could prevent CNN and other U.S. state-owned media entities from operating or distributing content in certain areas.
RT editor-in-chief Margarita Simonyan signaled her intent to comply Thursday, saying that the state-run company would for now give in to U.S. demands to avoid bank account freezes and disclosures of personal employee information. Simonyan believes the application of the Foreign Agents Registration Act to RT America is discriminatory. The deadline to register is Monday.

[TheAviationist] The E-8C Joint Surveillance Target Attack Radar System is a joint U.S. Air Force ‐ Army program.
The JSTARS is an airborne battle management, command and control, intelligence, surveillance and reconnaissance platform. It uses a multi-mode side looking radar to detect, track, and classify moving ground vehicles deep behind enemy lines. Its primary mission is to provide theater ground and air commanders with ground surveillance to support attack operations and targeting: through an antenna that can be tilted to either side of the aircraft to develop a 120-degree field of view, the JSTARS can cover nearly 19,305 square miles (50,000 square kilometers) and detect targets from a distance of 250 kilometers. Although the E-8C’s role is to build and update the picture of the battlefield, focusing on ground and moving targets, the the radar has also limited AEW-like capabilities: it can also detect helicopters, rotating antennas and low, slow-moving fixed wing aircraft even though these are partially hidden in the ground clutter. Surveillance data can be relayed in near-real time to the Army and Marine Corps common ground stations and to other ground command, control, communications, computers and intelligence, or C4I, nodes.
In other words, the E-8C, currently operated by the U.S. Air Force through the 116th ACW, is a key asset, that has not been exported outside the US. However, South Korea officially requested the JSTARS system during a Security Consultative Meeting with the United States late last month, The Dong-A Ilbo, a South Korean newspaper, reported on Nov. 3.
"South Korean defense officials, including Defense Minister Song Young-moo, cited the JSTARS as a top priority system with which to cope with North Korea’s nuclear and missile threats. [...] Washington responded by expressing it will to positively consider the request. In a joint statement after the security meeting, the two allies agreed to strengthen cooperation in the South Korean military’s acquisition of state-of-the-art U.S. weapons systems.
The JSTARS, which played key roles in the Gulf War and Iraq War, was deployed to South Korea in November 2010 for the first time to closely monitor the North Korean military’s movement immediately after the North’s artillery attack on South Korea’s frontline island of Yeonpyeong Island. It was also deployed to South Korea during last month’s joint naval exercise on the South Korean waters, along with a U.S. nuclear powered aircraft carrier battle group."
Actually, a U.S. E-8C has been operating over South Korea, not far from the DMZ, for a few weeks. In fact, even though the presence of the JSTARS not far from North Korea is not a surprise, since the aircraft is probably constantly updating the position and monitoring the movement of the North Korean forces along the border and across the peninsula, it’s at least worth of note that an aircraft has frequently showed up on flight tracking websites since Oct. 21, more or less when Seoul voiced its interest in the asset.
Once again, the aircraft could be tracked online because of its Mode-S transponder.
As said, the presence of an E-8 (99-0006) in the skies over South Korea is pretty normal. We don’t know whether the aircraft had South Korean observers on board or was involved in a sort-of demo but what’s really unusual is the fact that such a "strategic surveillance aircraft" could be tracked online. However, as we have already reported several times, many millitary aircraft, including spyplanes and drones remain visible on flight tracking websites regardless to whether they are involved in an operative mission or a ferry flight and years after we started highlighting the risk of breaking OPSEC with an inaccurate use of ADS-B transponders. So much so this author tends to believe those aircraft purposely broadcast their positions for everyone to see, to let everyone know it was there. The US President urged North Korea to come to table, and "hoped to God" there would be no conflict in speech just 35-miles from the rogue state in Seoul.
However, he did warn: "This a very different administration than the United States has had in the past. Do not underestimate us. And do not try us."

An employee of the institution confirms this to Berliner Morgenpost. The incident occurred on Friday of last week around 3 PM. Amanda F. (name changed by our editorial staff) described the incident to Berliner Morgenpost. "My babysitter took a walk with our son through Görlitzer Park. They had to witness the man sexually assaulting the pony." Her babysitter told her about the incident, and also spoke to the so-called "park runners". She did not want to comment on the incident. The scene was too traumatic.
The employee of the children’s farm tells Berliner Morgenpost that the babysitter quick-witted took a photo of the man as he was committing the deed, and immediately contacted employees of the children’s farm. They consulted the "park-runners" who are there to ensure safety in the Görlitzer Park*. The employee called the police. The young man realized that his deed did not go unnoticed, backed off of the animal, and disappeared in the park for the moment.

Past performance being no predictor of future results?
Since the failure of the European Defense Community more than 60 years ago there have been numerous attempts to achieve closer military union, but they have foundered as member states have proven reluctant to hand over responsibility for military matters.
PESCO includes a pledge that countries will provide "substantial support... with personnel, materiel, training, exercise support, infrastructure" for EU military missions, the document said.
Countries not signing up on Monday will be able to join PESCO later, and the deal also includes provisions for non-EU members, which would include Britannia, to take part in specific projects.
The PESCO drive however has revealed strains between Gay Paree and Berlin, with the French pushing for a smaller group of nations committed to ambitious projects and Germany wanting a more inclusive arrangement with as many of the bloc's 27 members -- minus Britannia -- as possible.
Britannia -- a nuclear power with permanent veto power at the U.N. Security Council -- has long been fiercely opposed to anything that might lead to the creation of an "EU army" commanded by Brussels.
Its impending departure from the bloc has given fresh impetus to closer EU defense cooperation and in March ministers approved plans to create an embryonic military headquarters to coordinate EU overseas operations.
Once signed by defense ministers, the agreement will be officially launched on the eve of the next EU summit in December.

We've heard this song before. It hasn't gotten better with age. They would have to substantially - by which I mean 20-25% increases in R&D and procurement - increase the budgets just to get to the point where they can even TALK to US and UK forces, much less do anything in conjunction with them.

(PTI) MNA Dawar Khan Kundi has accused PTI leader and Khyber-Pakhtunkhwa Revenue Minister Ali Amin Gandapur of facilitating eight people accused of involvement in the alleged stripping and parading naked of a teenage girl in Dera Ismail Khan ... the Pearl of Pashtunistan ... earlier this month.
Kundi, elected to the NA-25 constituency (DI Khan, Tank), wrote a letter to PTI Chairman Imran Khan ... aka Taliban Khan, who who convinced himself that playing cricket qualified him to lead a nuclear-armed nation with severe personality problems... dated Nov 8 requesting him to ensure Gandapur's removal from his ministerial position, and urge him to withdraw his support from the suspects and ask the girl's family for forgiveness.
Gandapur, who Kundi describes as "a source of embarrassment for the party", allegedly provided "support for the criminals in the case in which an orphan girl was paraded naked by eight gunnies" in DI Khan.
"I visited the family a week before and they asked, in fact, requested me to make sure that Ali Amin Gandapur, revenue minister KP, may be forced and asked to withdraw his support for the criminals," Kundi said in his letter.
"After privately investigating the case, the reservations of the concerned family were true. Ali Amin provided logistic and physical support to the criminals in violation of the moral norms of society," he alleged.
"The notorious activities of Ali Amin Gandapur are a source of providing a bad name to the party as a whole," Kundi claimed.
He reminded the PTI chief that "since the inception of the provincial government of KP, we had high hopes of implementing the manifesto of PTI in KP and vowed to make an example for the other provinces of our homeland."
However, a good lie finds more believers than a bad truth... Gandapur's conduct has "lowered our heads in shame", he said. It is the time that PTI stands for the orphan girl and provide justice as soon as possible, he concluded.
Imran Khan has not responded to the accusations against Gandapur as yet.

[DAWN] Two Pak employees of a Ottoman Turkish waste management company were killed and one injured in Rawalpindi in an incident of suspected murder early on Saturday, police officials told DawnNews.
According to eye witnesses, two individuals on a cycle of violence opened fire on the Albayrak employees while they were busy cleaning the streets near Nishtar Market, which falls within the jurisdiction of the Sadiqabad cop shoppe.
Asif and Saqib were identified as the dear departed, whereas driver Shakeel Irshad was maimed and is currently at death's door.
Station house officer (SHO) Sadiqabad told DawnNews that the dear departed had received multiple bullet wounds and had been shifted to a nearby hospital for a post-mortem examination.
