It is the job of the top guy to look deeply enough into everything to ensure that he is not misled. If he did not do this, he should be fired for incompetence. Unless he actually was complicit in the cover up, in which case he should be impeached. But either way, clearly he lacks the instincts to properly clean up what he did not previously bestir himself to discover, and needs to be replaced even as the decision of defenestration or imprisonment is made.

At a hearing designed to lay the ground for his possible impeachment, Mr. Koskinen implied he was let down by his subordinates, who allowed hundreds of backup tapes to be destroyed, losing tens of thousands of emails from former senior executive Lois G. Lerner.
It is the loss of those emails, even as they were under a subpoena issued by Congress, that has landed Mr. Koskinen in the hot seat, with conservative Republicans demanding he be ousted from office for his behavior.
Mr. Koskinen in 2014 testified that all of the information was being preserved, but now says that was faulty information and he, too, was misinformed.
"I accept that it is up to you to judge my overall record, but I believe impeachment would be improper," Mr. Koskinen told the House Judiciary Committee. I emphatically agree! Impeachment is a half-measure that clearly lacks finality and closure.

For a manager to allow himself to be misled by his subordinates, is a sign of lack of management competence.
When that misdirection causes the manager to swear to a false statement, this represents a failure on his part to perform due diligence in verifying the statements of his subordinates.
In ordinary circumstances the subordinates causing the misinformation are summarily fired.
The absence of any such discipline suggests that the manager condones being made a fool of and an actual felon, in this way.
The fact that the lie sworn to supports the political position of the manager, similarly supports the idea that he condones the lies told to him.
The manager can relieve himself of some of the guilt for his behavior at the beginning by swearing that his false statement is offered to the best of his knowledge and outlining the extent of his knowledge and investigation of the matter, rather than swearing it as a fact.
Does all this create an impeachable offence?
I am not sure.
But I believe it appropriate for the manager to be called back to the committee and asked to name those subordinates who misled him.
If he fails to do so, I would consider the behavior impeachable.
Otherwise it would be appropriate for the committee to explore the motivation of those subordinates who allegedly misled him, by questioning them.

Four-star Marine Corps General James Mattis, former commander of United States Central Command, was pushed out for being anti-Iran while Obama was pushing his alarming nuclear deal:
An Aug. 10 report by a joint House panel on CentCom intelligence-skewing said Gen. Mattis "was forced to depart abruptly in early 2013."
"The leadership environment within CENTCOM and its Intelligence Directorate deteriorated significantly following the 2013 departure of Marine General James Mattis and his senior intelligence leaders," the report said.
The situation will not improve under President Shrillary:
As a senator in 2007, Mrs. Clinton famously ridiculed the testimony on the Iraq troop surge from Army Gen. David Petraeus.

The endorsement broke a 75-year streak in the paper’s history of endorsing Republicans, and generated a lot of reader pushback in the form of angry comments and vows to unsubscribe from the paper. "Certainly we’ve paid a price for our presidential recommendation," Dallas Morning News editor Mike Wilson said in an email to Poynter. Wilson acknowledged some of that price came in dropped subscriptions, although he declined to reveal to Poynter exactly how many.
"But then, we write our editorials based on principle, and sometimes principle comes at a cost," Wilson continued in the email. "I’ve had a lot of conversations with readers lately, and I respect their views and their right to disagree with us. The most important thing to us is that they vote, even if it’s not for our favorite candidate, because democracy doesn’t work if people don’t vote."
The editorial acknowledges what the paper calls Clinton’s "warts," but said her Republican opponent Donald Trump is an unacceptable choice for president.
"Trump’s values are hostile to conservatism," the editorial board wrote. "He plays on fear -- exploiting base instincts of xenophobia, racism and misogyny -- to bring out the worst in all of us, rather than the best."

Readers probably say, this newspaper is crap, why waste my money on drek? (I'm nearly there with my newspaper too). Same way with the NFL, viewership has suffered due to the flag protests by Kaepernick and other NFL players. You as an NFL player have a right to protest but don't expect others to feel warm and fuzzy about your protest; they will get you where it hurts--your money.

A non-endorsement of any candidate would not have that big of an impact in Texas where Trump will win anyway.
Not endorsing Trump is one thing, and perhaps a principled case can be made. But endorsing Clinton who is definitely "an unacceptable choice for president"? That is completely unprincipled. This jackass editor shows why the press has lost all respect of any principled and rational person.
Actually, it was to begin with. Check some of the names of papers back in the early 19C. They were clearly self identified as party organs. It was only when they started getting a paying revenue stream from advertizing which replaced the party subsidizes that they decided to put the mask of 'propriety' to keep the game going.

The way I understand it the 'non-bias' part of journalism was originally specific to free-lance services that had to make things neutral to sell stories to all papers. The papers themselves never felt constrained. Well they still don't but the journalists themselves still play that card as if they've ever been strictly neutral.

But with just days remaining in the 2016 Fiscal Year, Pelosi's own district has yet to resettle a single Syrian refugee.
After the November 2015 Paris attacks, Republicans introduced a bill that would have mandated stricter scrutiny for refugees coming from Syria. Pelosi spoke out against the bill, accusing Republicans of "slamming the door on mothers and children," arguing instead for stricter gun control measures.
"It is outrageous that we would be slamming the door on mothers and children while we still allow people on the terrorist watch list to walk in the door of a gun store and buy a gun," Pelosi said at the time. The layoffs come after media investigations, led by Breitbart editor Peter Schweizer, whose 2015 book Clinton Cash alleged a pay-to-play pattern in which the Clintons courted donations from foreigners and businesses with matters pending before the State Department.

However, the difference between stupidity and genius is that genius has its limits... some of the cuts to the Clinton Foundation are apparently independent of the November election, and simply the result of the broader scandal surrounding the so-called "charity."
Critics accuse the Clinton Foundation of being a tool for the self-enrichment of the Clinton family. Documents filed in 2015 suggest the foundation spent less than 6 percent of its budget on charitable grants in 2014, and "spent far more on overhead expenses like travel ($7.9 million)," the Federalist reports.
