[Dhaka Tribune] Angry guardians and locals in Bagha upazila beat up the head teacher of a school and broke two of his teeth after a teacher caned 42 eighth-graders for refusing to pay picnic fees yesterday.
Nazrul Islam, headmaster of Chandipur High School, was assaulted when he came out of his office and tried to calm the guardians aggrieved at the beating of the students by assistant teacher Md Ali, police said.
The picnic was scheduled to be held today.
Several students of the eighth grade said Ali began caning them when many of the 106 students refused to pay the picnic fee of Tk100, terming it too high.
Ruma Yasmin, a student of the class, was maimed in the beating and the news quickly spread among locals.
Hafizur Rahman, father of a student, rushed to the school but Ali blasted him and forced him to leave school premises, said a student.
"The father came back shortly with several other guardians and locals, and demonstrated on the school compound demanding removal of the headmaster and Ali," said Bagha cop shoppe Officer-in-Charge Aminur Rahman.
Bagha Upazila Nirbahi Officer Badal Chandra Haldar arrived on the scene along with police around 11am and took Nazrul to the upazila health complex.
But the guardians confined Ali to the school building till midday.
OC Aminur said police later rescued Ali and took him to the cop shoppe.
The headmaster told news hounds that the beating of the students was an unexpected and sorrowful incident.
Ali meanwhile said he lightly caned the students as he could not easily accept the refusal to pay the fee.
But some guardians claimed that Ali had previous records of beating students over trivial issues and demanded that he be disciplined.
The upazila nirbahi officer told the Dhaka Tribune that Ali had submitted his resignation in the face of protest by the guardians.

A telephone call from US vice president Joe Biden may have led to Ukrainian president Piotr Poroshenko sacking Ukrainian oligarch Igor Kolomoisky, according to Russian language press reports.
In a news report posted on regnum.ru, member of the Verkhovna Rada Sergei Leshchenko wrote in his blog Sunday that Biden telephoned Ukrainian prime minister Arseniy Yatsenyuk sometime before March 25th and suggested that Poroshenko receive help to "tame" Kolomoisky.
According to data supplied by regnum.ru, Leshchenko wrote: "Biden called Yatsenyuk and his political force [presumably Blok Poroshenko political party] to demonstrate the unity with President Poroshenko in questions of curbs on Kolomoiskiy."
Following the call, Ukrainian Interior Minister Arsen Avakov took a hard line with respect to Kolomoisky, which eventually led to Poroshenko demanding Kolomoisky resign his post as governor of Dnepropetrovsk March 25th.
Much of the saga leading up to Kolomoisky's resignation involved Kolomoisky's involvement with privately funded military battalions fighting against Russian backed rebels in Lugansk and Donetsk.
According to Russian language news reports, March 25th was around the date a three truck convoy carrying illegal alcohol and tobacco bound for rebel held parts of Donetsk was intercepted. That incident, said to involve the Kolomoisky funded Dnepr-1 Regiment, led to the death of a Ukrainian Security Service officer, Victor Manzika, in a shootout near Volnovakha in a Ukrainian held part of Donetsk.
A subsequent interior ministry raid eventually rounded up a total of 30 suspects and the discovery of more than 100 weapons from armories operated by Dnepr-1 members.
Kolomoisky's resignation ties in to some degree with the current February 12th Ceasefire, colloquially known as Minsk II, because of the requirement that all illegal military formations to disarmed and disbanded. Originally, that requirement was intended for the rebels, but apparently it became a requirement for private formations such as Depr-1, as well as others.
Since last year the private battallions funded by Kolomoisky also received some official funds, but they were never fully integrated into the Ukrainian military command structure.
According to other news accounts, private battalions such as the Azov Battalion now operating in Mariupol in southern Donetsk on the coast of the Sea of Azov were told to begin integrating with the Ukrainian military or leave the defense zone.
The demand hasn't set well with those units who have claimed publicly that Ukrainian military communications have been hopelessly compromised.

Chechen Parliament Speaker Dukvakha Abdurakhmanov said the arms would be aimed at reigniting U.S.-Mexican disputes over “territories annexed by the United States in the American states of California, New Mexico, Arizona, Nevada, Utah, Colorado, and part of Wyoming.” Abdurakhmanov is a close associate of Ramzan Kadyrov, the Kremlin-backed strongman who rules Chechnya.
Prominent U.S. lawmakers have called on U.S. President Barack Obama to supply Ukraine with weapons they say will allow Kyiv to protect its territory against Russian-backed separatists. The Obama administration has resisted the calls, saying the move could result in greater bloodshed between Ukrainian forces and the separatists in a conflict that has killed more than 6,000 people since April 2014.

[RFE/RL] On March 28, the Russian Federal Space Agency, Roscosmos, announced that it would work with NASA to construct a new orbital space station to replace the International Space Station.
Roscosmos chief Igor Komarov said that "this will be an open project, which not only the current ISS participants can take part in. It will be open to all who would like to participate."
NASA and Roscosmos recently agreed to extend the operation of the ISS until 2024. Earlier, Russia had said it would pull out of the ISS project in 2020.
Russian Deputy Prime Minister Dmitry Rogozin, who oversees the Russian space program, later posted on Twitter, "The Russian government will study the results of talks between Roscosmos and NASA. The decision will be taken later."
[Hurriyet Daily News] A regulation granting a discretionary fund for the presidency was passed as part of a government-sponsored omnibus bill in the General Assembly of the Turkish parliament early March 27, despite objection from opposition parties.
The president can use the fund "for state necessities that contain discreet intelligence and defense services; the national security and higher interests of the state; political, social and cultural purposes; and extraordinary services," according to the regulation passed in parliament, which made changes to the Public Finance Management and Control Law, which provides the discretionary fund for the prime ministry.
How and where the presidential discretionary fund will be used will be defined by a presidential enactment that will only bear the president's signature. The discretionary fund for the prime ministry is paid with an order that is signed by the prime ministry, the finance minister and the relevant minister for whom the fund is used.
Just like all the other presidential enactments, which are regulated under Article 107 of the constitution, the enactment for the presidency discretionary fund will not be subject to administrative jurisdiction.
A discretionary fund covers a great range of expenditures as it can be used for anything from confidential missions to retrieving cultural monuments overseas, which is seen as necessary for the government and the state. The law forbids the use of this fund for family purposes, adding that the fund cannot exceed the funds given with the overall budget of the relevant year.
The regulation giving a discretionary fund for the president was inserted in the omnibus bill in a motion filed by Interior Minister Sebahattin Özturk, who was appointed to the post for three months in early March to replace Efkan Ala, who procedurally resigned from his post as part of a constitutional obligation designed to ensure a neutral election environment, which will take place on June 7.
While the fund was defended by ruling Justice and Development Party (AKP) deputies, the regulation elicited the objections of opposition party deputies.
Development Minister Cevdet Yilmaz said the discretionary fund was given to a post and not a person, therefore the president, as the head of state, would act responsibly, adding that there was nothing odd about the fund.
AKP Group Deputy Chairman Ahmet Aydin said the fund to be given to the presidency was normal and should also be perceived as normal.
"[The president] has assumed duty to conduct the missions that need to be done for the higher interest of the state. It is absolutely normal that there are some fund allocations to him to pursue according to these national interests. It should be perceived as normal," said Aydin.
But Republican People's Party (CHP) Group Deputy Chairman Akif Hamzacebi objected to the regulation, suggesting that the new fund, which he dubbed as the "presidential coup," was an attempt to gain control over the Turkish National Intelligence Agency (MIT), which is under the authority of the prime ministry.
"This is a constitutional coup. [President Recep Tayyip Erdogan ... Turkey's version of Mohammed Morsi but they voted him back in so they deserve him... ] wants to tie the illegal structure inside MIT directly to himself. With this regulation, secret operations will be conducted much more easily under Erdogan's instruction," said Hamzacebi. "This is treason to the parliamentary system and the prime minister."
Hamzacebi added that with the discretionary fund, a "parallel state" had been established inside the presidential palace.
Nationalist Movement Party (MHP) Group Deputy Chairman Oktay Vural questioned the regulation by asking what the president would do with this fund. Vural mocked the presidential discretionary fund by proposing that deputies send one of their monthly salaries to the presidency, as the presidency's money was not enough, so that a discreet fund was being established.

[DAWN] The youngest brother of Sri Lankan president Maithripala Sirisena died in hospital Saturday after being attacked by a man wielding an axe two days earlier, police said.
Priyantha Sirisena, a father of three, suffered severe head injuries in his hometown of Polonnaruwa, 215 kilometres (134 miles) north-east of the capital Colombo, police said. The local businessman's death came as the President was in China on a state visit.
Police said they tossed in the calaboose Please don't kill me! a man in connection with the attack and an investigation was underway. The government in a statement said he was "attacked during an altercation with a friend" on Thursday evening. I've never had a friend attack me with an ax. Have I been missing something?
Police had initially given the victim's age as 40, but the government statement said he was 42.
Official sources said Priyantha Sirisena was the youngest in a family of 12 children.
The president's brother was flown to the capital for emergency treatment, but his head injuries were so severe that, despite surgery, he did not recover, doctors said.
